An administrative ordinance approving the terms and

WHEREAS, the Council, pursuant to the provisions of Section 12. 09
of the Saint Paul City Charter and the Public Employment Labor Relations

Section 2. That the wage schedules indicated in the various Agree-
ments with the above-described representatives shall take force and effect
retroactively to the dates set forth in each of the individual contracts and '
in accordance with the expressed intent of the agreement of this Council
contained in CoL}x�.cil File Numbers 262768 and 262851.
Section 3. That any other ordinance, rule or regulation in force when
said agreements take effect inconsistent with any prov�.sions of the terms or
conditions of said agreement is hereby repealed.
Section 4. This ordinance shall take effect and be in force thirty
days after its passage, approval, and publication.

This Memorandum of Agreement by and between the City of Saint Paul and the
International Brotherhood of Electrical Workers, Local 110.
In full settlement of 1974 negotiations, the parties hereto have agreed as follows:
(1) Except as herein modified, the Agreement between the parties, entered

into October 30, 1973, shall be the basis of the forthcoming Labor Agreement.
(2) Appendix C of said Agreement shall be replaced with Appendix C which
is attached hereto and made a part hereof. .
(3) The 1974 Agreement shall become effective May 1, 1974, and the wage
rates set forth in Appendix C shall.become effective on the dates set forth
the r e in.
It is also agreed that effective May 1, 1974, the contributions to the '
Electrical Industry Board of Saint Paul, set forth in Appendix D, shall
become $1. 59, and that said contribution shall become $1. 62 effective
October 1, 1974.
(4) It is also agreed that the duration of the 1974 Agreement shall be through
April 30, 1975, and that said termination date shall be set forth in
Section 28. 1 of the new Collective Bargaining Agreement.
(5) It is understood that this Memorandum of Agreement shall not cover
rates for Inspectors in this bargaining unit, it being further understood
that the parties shall attempt to resolve said rates and other related
issues later.
It is understood that the above settlement shall be recommended by the City Negotiator,
but is subject to approval by the City Administration and adoption by the City
Council and the Civil Service Commission. -

City Iron Workerst, Local 512.
In full settlement of 1974 negotiations, the parties hereto have agreed as follows:
(1) Except as modified by the terms of this Memorandum, the previous �,

tinderstandings between the parties shall remain unchanged.
(2) Effective immediately, the rates of pay for the employees represented
by the Union shall be those set forth in Appendix A hereof.
(3) Said rates, as well as all other understandings between the parties,
shall continue through A�ril 30, 1975. It is further understood that
the wage rates shall remain in effect until the parties have agreed to
other rates as part of subsequen.t bargairing, or until the understandings
of the parties have been terminated by either,

October 30, 1973, shall be the basis of the forthcoming Labor Agreement.
(2) Appendix C of said Agreement shall be replaced with Appendix C which is attached
hereto and made a part hereof.
(3) The 1974 Agreement shall become effective May 1, 1974, and the wage rates set
forth i.n Appendix C shall become effective on the dates designated therei.n, and
the contribution set forth in Paragraph 1 of Appendix D sha.11 become $1. 52 per
hour effective October 1, 1974.
(4j It is also agreed tha.t the duration of the 1974 Agreement shall be through May 31,
1975, and that said termination date shall be set forth in Section 28. 1 of the new
Collective Bargai.ning Agreement.
(5) It is understood that this Memorandum of Agreement shall not cover rates for
Inspectors in this bargainiug unit, it bei.ng further understood that the parties
shall attempt to resolve said rates and other related issues later.
(6) Substitute for existing 5ection 12. 2 of the Collective Bargaini.ng Agreement the
following:
"It is agreed that those employees who previously chose to be
covered by fringe benefits established by Civil Service Rules
or by City of Saint Paul Council Ordinances or Resolutions, as
provided in the 1973-74 Agreement, shall be covered by the
following:"
(?) It is agreed that the following paragraph shall be added to Appendix D to the
Collective Bargaining Agreement:
"It is understood that all contributions set forth in sub-paragraphs
(1� through (4) above shall be multiplied by the same percentage
applicable to premium rate for all hours worked by employees
where premium is required in accordance with the Collective
Bargaining Agreement. "
It is understood that the above paragraph shall become effecti.ve on the date
that the Ordinance adopting this Memorandum becomes effective.

Dear Mrs. Hunt a.nd Coza.ncil Members:
�ere is an ordinance, Council F`ile No. 2652�, which was
introduced oa March 27, which approves Memorandum of Agreements
between the City of St. Pa�zl aad �he Local unions of various tra,des.
The ordinance indicates that a11 a.greements are for the year
through April 30, �975. Hawever, the duration of the Agreement
with the Pipefitter's Loeal �+55 is through May 31, 1975, and is
indieated as such in the a�reement.
Therefore, we are requesting that the ord:inance be atnended in
such a way that it does not indicate that a11 agreements eovered by
the ordinance have April 30, 1975, as the expiration date.
We suggest that the second Whereas paragraph be changed by
deleting the Pollrnring words from the third line: "the year through
April 3�, 1975" and substituting in lieu thereof the folla`ring w�rds:
"the period. of time as designated in each individ�aa]. attached agreement".
