WHEREAS, an application by the Northern States Power Company for an
increase in its rates has been filed with the Minnesota Public Service
Commission on January 2, 1975, and is now under consideration by the
Commission with the prospect of testimony to be presented in connection
with requested changes in electrical rates within the service area of
the utility in the near future; and
WHEREAS, an examination of the documents and statements presenting
costs indicate that business expenses are a part of the operating expenses
submitted by the Northern States Power Company and as such may contain
expenses for donations to charitable ot�ganizations, membership fees to
private clubs, the financing of cocktail parties and other forms of
entertainment and socializing, all of which will, by being so considered,
increase the rates to the consumer; and
WHEREAS, in view of the ever-ascending rates, public policy dictates
that companies such as Northern States Power Company, which have a
monopolistic control over a service area guaranteed by State law, need
no longer provide induce�nent to individuals and concerns to favor the
services of these utilities over potential competitors;
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Saint
Paul that it encourages the Minnesota Public Service Commission to review
donations to charitable organizations, membership fees to private clubs,
expenses incurred by cocktail parties and other forms of entertainment
and socializing, and not include any and all expenses pertinent to such
activities on the part of the Company as operating expenses to be paid
for and supported by the consumers through any establishment of rates or
rate increases that the Minnesota Public Service Commission shall
determine proper.
