Knitting Mills Bldg. ) , owned by Llewellyn Publications,
and described as "Auditor' s Subdivision No. 32, Subject
to Party Wall and Alley Agreements and 4th Street, Lot
7 and Lot 8, Block l, "
RESOLVED, that the Council of the City of St. Paul hereby
ratifies and approves the action of the Saint Paul Board of
Appeals and Review as its meeting of February 11, 1975, (see
excerpt of Minutes attached, as Exhibit A) , granting a waiver
from the Saint Paul Legislative Code, Chapter 13, pertaining to
the requirement of stairway enclosure for a five-story,
sprinklered building of mixed occupancy, so as to permit use of
the fifth floor for dead storage; and be it
FURTHER RESOLVED, that the City Clerk is hereby authorized
and directed to file a copy of this resolution in the office of
the Ramsey County Register of Deeds for recording.

PROCEEDINGS :
Ernest Weschcke, representing his brother, Carl , President of Llewellyn
Publications , said they were planning to use the first four floors for
office and stockroom space and the fifth floer of the five-story building
for dead storage . The appellant asked that they be granted a waiVer o£
the code requirement to enclose the stairway leading up to the fifth
floor.
Chairman Tieso asked Mr. Arthur Holmstrom of the St . Paul Building
Department for their view of the situation.
Mr. Holmstrom explained that in a sprinklered building the code per-
mitted storage occupancy in a building of any height without enclosing
. stairivays . Any other type of occupancy was limited to sprinklered
buildings of no more than four stories .
Chairman Tieso asked if there were fire stairways on the first four
floors .
Mr. Holmstrom said there were not , but these were not required in a
four-story sprinklered building , and as the fifth floor would be used
only for dead storage and had two exits , the Building Department would not
object to the waiver being granted.
BOARD ACTION :
Mr . Glassman moved that the waiver be granted. Mr. Heider seconded.
MOTION PASSED AND SO ORDERED.
