Madam President and
Members of the City Council
Re: 73$ E. Fourth St.
File No. 2671
Honorable Council: •
The Division of Housing and Building Code Enforcement is hereby submit-
ting its report on the condition of the structures at the location re-
ferred to above.
The owner of record is Mrs. Donna Oerter, 741 E. Third Street, St. Paul,
Minnesota 55106 .
The legal description of the property is Lot 24 , Block 34 , Lyman Dayton' s
Addition to Saint Paul.
This dwelling has been badly burned and gutted by fire, the windows, doors ,
interior trim, studs and joists have been badly burned. The building is
boarded but the roof is partly burned through and the building is open to
the weather. Due to the extensive damage, we believe the building is be-
yond feasible rehabilitation.
Inasmuch as the conditions outlined above constitute a public hazard and
the owner has made no attempt to satisfactorily repair the damage despite
our warnings, and the continued vacant and boarded up condition contrib-
utes a blighting influence on the neighborhood, it is the recommendation
of this bureau that this matter be referred to the City Attorney' s office
for razing and removal through District Court proceedings.
