F. 264942, approved February 3, 1975, a public hearing was scheduled for 10:00 a.m. on February 20, 1975, before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structure � located at 663 St. Anthony Avenu�� Saint Paul, Minnesota; and WHEREAS, up.s�n �acts presented at said heaxing co�.sisting of photographs, inspectio� reports and the recommendation of the Division of Hou�ing and Building Code Enforcement, it is fo�tnd and determined by the City Council that according to the records and files in the office of the Register of Deeds, the last record owner of the above described property is the State of Minnesota; and that there are no lienholders of record; and that it is further determined that the above described building constitutes a hazardous building within the definition of Minnesota Statutes Section 463.15 for the following reasons: a. The condition of the building -is as follows: The floors are buckled and heaved, the roof leaks, the windows are boarded, the front and back porches are rotten and unsafe and the utilities have been vandalized and removed; c. The building is unfit for human habitation in its present condition; d. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical dama.ge, dilapidation and inadequate ma.intenance; now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul doee hereby ma.ke the following Order: ORDER 1. The owner of the above described building shall ma.ke the same safe and not detrimental to the public peace, health, safety and welfare by having the said building razed and the ma.terials therefrom removed from the premises within thirty (30) days from the date of the service of this Order; 2. Unless such corrective action is taken bo comply with this Order or an answer served upon the City of Saint Paul and filed in the office of the Clerk of District Court of Ramsey County, Minnesota, within twenty (20) days from the date of the service of this Order, a Motion for Summary Enforcement of this Order to raze and remove the said building will be made to the Ramsey County District Court; 3. PAUL � DEPARTMENT OF COMMUNITY SERVICES DIVISION OF HOUSING AND BUILDING CODE ENFORCEMENT 445 City Hall, St. Paul, Minnesota 55102 Phone 612-298-4212 February 18, 1975 Madam President and Members of the City Council Re: 663 St. Anthony Ave. File No. 2645 Honorable Council: The Division of Housing and Building Code Enforcement is hereby sub- mitting its report on the condition of the structure at the location referred to above. The owner of record is the State of Minnesota. The legal description of the property is Lot 2a, Block 11, Butterfield Syndicate No. l. The building is a two-story frame dwelling. This building is in a very poor and dilapidated condition. The floors are buckled and heaved, the roof leaks, the windows are boarded, the front and back porches are rotten and unsafe and the utilities have been vandalized and removed. This building is in such poor condition that it is beyond rehabilitation and should be removed as soon as possible. Inasmuch as the inadequate maintenance, the dilapidated condition and the physical damage outlined above constitute a public hazard and the owner has made no attempt to satisfactarily repair the damage despite our warnings, and the continued vacant and boarded up condition con- tributes a blighting influence on the neighborhood, it is the recom- mendation of this bureau that this matter be referred to the City Attor- ney's office for razing and removal through District Court proceedings. ours tru , ���� . � Q.t-��w Glenn A.
