Madam President and
Members of the City Council
Re: 663 St. Anthony Ave.
File No. 2645
Honorable Council:
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owner of record is the State of Minnesota.
The legal description of the property is Lot 2a, Block 11, Butterfield
Syndicate No. l.
The building is a two-story frame dwelling. This building is in a very
poor and dilapidated condition. The floors are buckled and heaved, the
roof leaks, the windows are boarded, the front and back porches are
rotten and unsafe and the utilities have been vandalized and removed.
This building is in such poor condition that it is beyond rehabilitation
and should be removed as soon as possible.
Inasmuch as the inadequate maintenance, the dilapidated condition and
the physical damage outlined above constitute a public hazard and the
owner has made no attempt to satisfactarily repair the damage despite
our warnings, and the continued vacant and boarded up condition con-
tributes a blighting influence on the neighborhood, it is the recom-
mendation of this bureau that this matter be referred to the City Attor-
ney's office for razing and removal through District Court proceedings.
