Re : Revised Draf t of Bill for an Act Relating to
Compensation of Elected City Officers
Enclosed is a resolution for the City Council as well
as a revised draft of a bill for an act which amends
Laws ig'73, Chapter 69i, Section 4, Subdivision 3, per-
taining to compensation of elected officers and more
particularly relating to fees , moneys or remuneration
other than salaries . This draft does not change the
provisions of the law pertaining to the establishment
of salaries but amends the section pertaining to fees
which are not considered salaries . Under the present
law, no elected official can receive compensation other
th an that which is provided for as compensation for his
duties in a pa rticular office . Any extra fees whieh he
receives , such as fees for sitting on different govern-
mental agency boards , under the present law must be re-
ported to the City Couneil and paid monthly into the
treasury of the City. This amendment provides tha t the
City Council could by ordinance specify which moneys ,
fees or remunerations must be reported to the City
Council and either paid into the City Treasury or
retained by such duly elected officer. I have also
provided that such fees, moneys or remunerations which
are not specified as salaries are not to be considered
as compensation for purposes of this law, so that the
City Council could during this term of office adopt
such an ord�.nance pertaining to fees , etc. , and not
be in violation of a prior section which specifies
that a subsequent fixing of the compensation may not
take effect during the term of office for which the

elected officials shall have been elected. Therefore ,
if this act passes , this present City Council could
adopt an ordinance pertaining to fees which would be
applicable at this present time to this present Council.
Again, I reiterate that this act does not in any manner
change the method of setting the salary of the elected
city officials .

The city council may, bv ordinance , specifY which fees� moneys ,
or remuneration of whatever character accruin� to anY duly
elected citY officer in his elected capacitY shall be reported
to the cit.y council and either paid into the city treasury or
retained b.y such duly elected officer. Such fees , moneYs or �
remuneration which are not specified in an_y such ordinance
to be salaries shall not be considered compensation for purposes
of this section.
Sec . 2. This act shall become effective on1Y af ter its
approval by a majority of the �overning body of the city of
Sa.int Paul and upon compliance with the provisions of Minnesota
S�tatutes , Section 645. 021. -
