WHEREAS, The Council, pursuant to the provisions of Section 12. 09 of the Saint Paul City Charter and the Public Employment Labor Relations Act of 1971, as amended, recognizes Firefighters Local 21 as the exclusive representative for the purpose of ineeti.ng and negotiating the terms and conditions of employment for all full time Fire Department personnel as set forth in Article III of the existi.ng contract between the City of Saint Paul and Firefighters Local 21; and WHEREAS, The City, through designated representatives and Firefighters Local 21 have met in good faith and negotiated the terms and conditions of employment for such personnel for the calendar year of 1975 as are set forth in a "Memorandum of Agreement" between the City of 5aint Paul and Firefighters Local 21; THE COUNCLL OF THE CITY OF SAINT PAUL DOES ORDAIN; _ _ .. Section 1. That the "Memorandum of Agreement" dated as of the effective date of this ordi.nance between the City of Saint Pau1 and the Zn.ternational Association of Firefighters, AFL_CIO Local 21, on file in the office of the City Clerk is hereby approved and the authorized administrative officials of the City are hereby authorized and directed to execute said agreement on behalf of the City. Section 2. Th�s Memorandum of Agreement by and between the City of St, Paul (Hereinafter sometimes referred to as "Employer") and Local 21, International Association of Fire Fighters, AFL-CIO (hereinafter sometimes xeferred to as "Union"). - This constitutes a tentative agreement between the parties which will be recommended by the City Negotiator, but is subject to the approval of the Admin- � istration of the City and the City Council. The followi.ng are the modifications end changes adopted by the parties: (1) Except as specifically modified herein, the Collective Bargaining Agreement between the parties which was executed by the parties July 3, 1973, and amended by a Merxiorandum of Agreement in 1974, shall be the forthcoming contract between the parties. It is understood that the herein modifications and additions shall be incorporated into a new and complete contract. It is also understood that the forthcomi.ng agreement shall, by its terms, remain in full force and effect through January 2, 1976. - (2) Modify Append� A to reflect salaries applicable to each class of positions in the Bargaining Unit. These new salaries shall be effective January 4, 1975. " These salaries shall be changed by adding to each salary in each grade $55. 58 and by establishing between Grade 30 and Grade 32, a Grade 31 which shall be the same as Grade 31 would have been had it existed before, with the $55. 58 added to each rate therein. All employees holding the title of Fire Fighter shall herein�.fter be paid in this new Grade 31. - (3) All early retirees covered in this Bargaining Unit shall receive the same Health and Welfare benefits regardless of the date of their early retirement. In order to be eligible for the benefits under this early retiree provision, the employee must: (a) Be receiving benefits from a Public Employee Retirement Act; and (b) Have severed his relationship with the City of Saint Paul under one of the == early retiree plans. � � . ����,�+� � �4) Mileage for employees who must use their own cars shall be paid by the City .;� . at the rate of $2. 50 for each full day that an employee is required to have his car, plus 6. 5� for each mile driven.
