WHEREAS, E.D.M. , Inc. , d/b/a the Crusader Lounge at
1201 Payne Avenue, is the holder of On-Sale Intoxicating
Liquor License No. 8764, expiring January 31, 1976; and
WHEREAS, a public hearing was scheduled February 12,
1975, for the purpose of conisdering the revocation of said
license; and
WHEREAS, notice of various hearing dates, and particularly
that of February 12, 1975, was given to E.D.M. , Inc. and Mr.
Robert Schoenecker, who appeared with counsel on that date;
and
WHEREAS, the hearing of February 12, 1975, after
testimony was taken, was continued to February 19, 1975 for
further testimony and documentation� at which time Mr.
Robert Schoenecker again appeared with counsel; and
WHEREAS, oral testimony of Mr. Joseph Carchedi, License
Inspector; Sgts. Timothy Erickson and Arthur Mathison, Vice
Unit; Walter Shimek, Fire Marshal; Ray Avoles, Fire Inspector;
and Mr. Robert Schoenecker, was presented to the City Council
sitting as a committee of the whole, together with twenty-seven
(27) documentary exhibits A through AA; and
WHEREAS, the Committee and Council has determined the
� evidence establishes that E.D.M., Inc. , was presenting live
entertainment without a tavern license in violation of the
Legislative Code of the City of Saint Paul, for a period of
approximately five months; now, therefore, be it

Dear Mr. Olson:
Find attached a copy of the Council Resolution requeating
the denial oP the application for renewal of the On Sale Liquor
License held by E.D.M., Inc., 1201 Payne Avenue.
The City Council on January 29, 19�5, approved the renewal
application of the On Sale Liquor License for E.D.M., Inc. at
1201 Payne Avenue. A new Council Re�olution has been prepared
and submitted.

Dear Madam President:
I am in receipt of a letter to E.D.M. , Inc. dated
January 17, 1975, addressed to Mr. Robert Schoenecker and also
a letter on the same date addressed to yourself and other mem-
bers of the Council, both of which were sent by Mr. Joseph F.
Carchedi.
I wish to take this opportunity to state that the
facts as set forth in Mr. Carchedi's letter to you are not
reflective of the total picture, and I thereby would parti-
cularly apprise you of the following facts.
Mr. Schoenecker was promised a liquor license and
a tavern license by Mr. Carchedi and others at the time the
City of St. Paul condemned and took E.D.M. ' s previous bar in
downtown St. Paul, namely the Shubert, and this promise �cvas
made prior to the enactment of the changes in the tavern
licensure law which requires consent of residence within
200 feet of an establishment. Further, Mr. Carchedi also
sent a letter to my clients, a copy of which is enclosed for
your information, specifically stating and confirming the
prior committment, that being, that upon payment of the required
licensure fees, E.D.M. , Inc. could in fact obtain a liquor
license and a tavern license.
The City Finance Office will show that Mr. Schoen-
ecker on behalf of E.D.M. , Inc. has paid for both the liquor
license and the tavern license, and Mr. Carchedi has stead-
fastly refused to give Mr. Schoenecker an application for a
tavern license and/or the tavern license itself.

THAT TNEY ARE CHANGING, OWNERSHIP, ENTERTAINMENT ADDED, PARKING
PROBLEMS EVOLVING, AND OF COURSE, A CHANGED CLIENTELE�
I FURTHER STATED AND REAFFIRM THIS MORNING THAT A REVIEW �
PROCESS iS ABSOLUTELY ESSENTiAL REGARDINr LIQUOR LiCENSE LOCATtONs
AND THE CONDUCT OF THE LIQJOR LICENSE OWNERS.

THE CRUSADER LOUNGE AND IN SPITE OF THAT FACT, THAT ON A NUMBER OF
DOCUMENTED INSTANCES IN P�OVEMBER AND DEC�MBER, THAT THEY PERSISTED
IN OFFERING LIVE ENTERTAINMENT WITHOUT SlJCH LICENSE AS REQUIRED
BY ST. PAUL LEGISLATIVE CODE, CHAPTER 3�.0.
IN ALL OF THE DISCUSSIONS SURROUNDING THE PROPOSED LIQUOR
� LICENSE ISSJANCE, AND THE SUBSEQUENT HEARING, I DO NOT RECALL' ANY
- APPLICATION OF IMPLICATIOrJ BY THE LICENSE APPLICANT OF THE
REQUEST OR JUSTIFICATION OF LIVE ENTERTAINMENT� THIS ADDS AN
ENTIRELY NEW DIMENSION TO THE PROPOSEL' USE OF TH?S LIQUOR LOUNGE.
BASICALLY, THE FEARS OF THE RESIDENTS AND THE OPPOSITION
REGARDING LIQUOR LICENSE ISSUANCE NORTH OF MARYLAND, HAVE BEEN
VALIDATED BY THE IMPROPER CONDUCT OF THE PROPRIETOR �
I REGRET AND EMPATHIZE WITH AfVYONE TNAT HAS INVESTED ��X"
