THE COUNCIL OF THE CITY OF S.AINT PAUL DOES ORDAIN: Section 1. That Ordinance No. 7607, approved February 13, 1935, as amended, be and the same is hereby further amended by striking out the minimum qualifications in the specifications for Water Service Foreman which read as follows: "High school graduation and two years� experience as a Water Serviceman II (Connections) or Water Servicemax.i II (Mains). " and by substituting in lieu thereof the following mi.nimum qualifications: "Two years° experience as a Water 5erviceman II (Connections) or Water Serviceman II (Mains); or three years� experience as a Water Serviceman I; or five years� experience as a Water Laborer, Unskilled Laborer, or Ditch Digger in the Water Departmentis water distribution operations. " Section 2. This ordinance shall take effect and be in force thirty days a.fter its passage,. approval, and publication. Martin, Water Department James LaMoini, Applicant Edward Heinen, Assistant Fire Chief � MINUT ES The Minutes of the meeting of June 17, 1974 , were read and approved as read. WATER SER VICE FOREMAN Mr. Wallace A. Martin, a Water Serviceman I from the St. Paul Water Department appeared to protest his rejection because of the experience requirement for the examination for Water Service Foreman. He asked that the minimum requirements for this position be changed to include Water Serviceman I and he submitted some of his reasons in writing which are attached. Mr. Larkin of Local Union No. 132 asked that the minimum qualifications be changed to include all the classes that work under the Water Service Foreman. Mr, Hamblin appeared and explained that the Water 5erviceman II, who is now eligible to take the examination, has had experience in every phase of the work and is therefore more qualified than the others, The Commission voted to change the minimum qualifications opening it up to all who work in this area provided that they had experience in the Water Department. They ordered that the examination be cancelled and that new minimum qualifications be established before the examination is held. APPEAL OF REFERENCE COMMITTEE RULING Mr. James M. LeMoine An applicant for the position of Groundsman appeared before the Commission to appeal his removal from the eligible list by the Reference Committee because of a police record. This applicant was advised of his right to this appeal in accordance with Minnesota Statutes Chapter 298 of 1974 Legislative Session. The applicant spoke iri his own behalf.
