There exists in the City a seriously inadequate supply of safe and sanitary dwelling accommodations for persons and families of low and moderate income; such shortage constitutes an emergency and a menace to the health, safety, morals, welfare and comfort of citizens of the city; there exist a number of dwellings which are inadequate, un�afe or unsanitary by reason of the absence of proper heating or lumbing facilities or by reason of the necessity for elimination of conditions dangerous to human life or detrimental to health which conditions can be corrected and which dwellings can be made adequate, safe and sanitary by the installation of appropriate heating and plumbing facilities and by rehabilitation and by the elimination of such inadequate, unsafe and unsanitary conditions; such rehabilitation cannot readily be provided by the ordinary unaided operation of private enterprise alone without public aid in the form of loans to owners of such dwellings for the purpose of accomplishing necessary rehabilitation; the installa- tion of proper heating and plumbing facilities in such dwellings or other rehabilitation for occupancy by pex�s.ons of low and moderate income is a public use and a public purpose for which public money is used; tha� ��ousing assis�ance programs provided by the State and Federal governments are inad�quate both in the amo��znt of housing assistance given and the numb�r of dollars availa.ble for assistance; it will not be possible to �:ee� the housing needs of low and moderate income families in th� city without action to supplement State and Federal programs; the provision of an adequate supply of housing for` low and moderate income families will be enhanced by the rehabilitation of existing housing which would thereby reduce the need for ��molition and removal of exis�ing structu�es and the construction of new �tructures; such conditions require the rehabilitation loan and grant program provided by the city; the necessit`y in the public interest f'or this program is hereby declared as a matter of legislative determination. The legislature of the state of Minnesota has found that preservation of the quality of life in a major met- ropolitan city is dependent upon the preservation of adequate housing, that many houses in the City do not meet the applicable housing code, that there is a need for a comprehensive housing rehabilitation program in the City which will complement any state- wide housing rehabilitation program, that some home owners are unable to afford any rehabilitation expenses, that many Y�ome owners 'are unable to afford housing rehabilitatian loans at market rate of interest, and that because the availability of mortgage credit for housing rehabilitation is limited some home owners cannot obtain such credit . 3 . The city council has and does hereby determine that sufficient money is not available from the State and Federal � governments or from other public or private sources to persons of low and moderate income and the program provided for by Laws 1974, Chapter 351, Administrative Ordinance 15751, and Council File 26463o for the purpose of making reYiabilitation loans and grants is necessary and in the public interest . RESOLVED, by the Council of the City of Saint Paul, that pursuant to the provisions of Laws of Minnesota 1974, Chapter 351, Ordinance No. 15751 of the City of Saint Paul and Council File �� No. 264630 there is hereby authorized and there shall be issued and sold general obligation bonds of said City in the aggregate principal amount of One Million Five Hundred Thousand Dollars ($1,500,000) for the purpose of providing funds to be used in the City ' s housing rehabilitation Ioan and grant program. FURTHER RESOL��IED that the bonds authorized above shall be designated "General Obligation Rehabilitation Loan Program Bonds , Series 1975" • Said bonds shall be issued in accordance with the aforesaid Laws and in accordance with the further provision of Chapter 475 Minnesota Statutes all as more fully provided in said Laws; FURTHER RESOLVED that sealed proposals be received in accordance with the official Notice of Sale a copy of which ha�. been presented to the Council and is attached hereto.
