This property is further described as follows: Lots 8, 9 and 10, Block 30, West End Addition, and vacated alley accruing thereto, and vacated Adrian Street between Elway and Albion Streets. The Zoning Board first heard this matter on October 17, 1974, at which time the applicant indicated he would like to see Elway Street opened adjacent to this property. He explained their proposal to relocate Highland Nursery onto this site and to construct their build- ing on West Seventh, with the balance of the land used for growing stock and a parking lot. This matter was tabled to allow time to submit a complete plan and for the various City departments to study it. This matter was again heard on November 7, 1974. There was much discussion about the access to the parking lot and the possible opening of Elway Street, with the problems this might create. On a motion made by Mr. Bryan and seconded by Mr. Willits, the Board recommended approval of the rezoning by a vote of 4 to 0, with Mr. Hummer abstaining. The Planning Commission, at its meeting of November 22, 1974, recommended approval of the rezoning by unanimous vote. At this meeting, a motion was made that the Planning Cammission recommend in the form of a , � � � ?
