THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Ordinance No, 3250, approved August 20, 1914, as amended, be and the same is hereby further amended by adding to the second paragraph in Section 23, a sub-section designated "(e)" as follows: "(e) If an eligible on a promotion list is certified to a position in the department in which he is employed, but such eligible shall be allowed oxf;l��r, one such waiver.
