COUGHLIN PLANNING COORDINATOR December 30, 1974 �sf���� Mrs. Rose Ann Mix City Clerk Room 386 City Hall Dear Madam: This is written in response to the application of Changes, Inc. for a permit to operate a halfway house for chemical dependents on property located on the northeast corner of Sherburne and Dunlap. This property is further described as follows: Lot 16, Block 5, Sanborn Midway Addition. This matter was heard by the Board of Zoning on February 7, 1974. At this time a letter was read from State Representative Walter Hanson suggesting that a moretorium be declared on the relocation of social agency homes until the new Zoning Ordinance is adopted. The Chairman of the Zoning Board stated that a sub-committee of the Planning Commission was set up to look at neighborhood treatment facilities. Also, the City Council was actively working on this question. For this reason, this matter was tabled until these committees could come up with some recommendations. This matter was again heard on December 5, 1974, at which time the staff report was given. Staff's recommendation was for approval of the permit. Mr. Dischinger, representing the applicant, explained that this was a program for long term treatment of chemical dependents and they had acquired this property in September. He said this facility has operated as a halfway house for two years. He briefly explained the operation of this facility. Two letters were read, one from Neighbors for a Better Neighborhood, stating their opposition to this halfway house. It was stated that a phone call had been received from a neighbor saying this property was well ma.intained and she had no objection to this permit. Mr. Rupp stated that this facility has been operating for two years and is within the recoimnended distance required by the Proposed Code.
