This is written in response to the application of Changes, Inc. for a permit
to operate a halfway house for chemical dependents on property located on
the northeast corner of Sherburne and Dunlap. This property is further
described as follows:
Lot 16, Block 5, Sanborn Midway Addition.
This matter was heard by the Board of Zoning on February 7, 1974. At this
time a letter was read from State Representative Walter Hanson suggesting that
a moretorium be declared on the relocation of social agency homes until the
new Zoning Ordinance is adopted.
The Chairman of the Zoning Board stated that a sub-committee of the Planning
Commission was set up to look at neighborhood treatment facilities. Also,
the City Council was actively working on this question. For this reason,
this matter was tabled until these committees could come up with some
recommendations.
This matter was again heard on December 5, 1974, at which time the staff
report was given. Staff's recommendation was for approval of the permit.
Mr. Dischinger, representing the applicant, explained that this was a program
for long term treatment of chemical dependents and they had acquired this
property in September. He said this facility has operated as a halfway house
for two years. He briefly explained the operation of this facility.
Two letters were read, one from Neighbors for a Better Neighborhood, stating
their opposition to this halfway house. It was stated that a phone call
had been received from a neighbor saying this property was well ma.intained
and she had no objection to this permit.
Mr. Rupp stated that this facility has been operating for two years and is
within the recoimnended distance required by the Proposed Code. He said they
were apparently a very good operation; the place was clean and neat.

A motion was made and seconded to recommend approval of the permit, wi��th���
stipulation that it be limited to not more than ten residents. The motion
carried unanimously.

A. HISTORY: A permit was issued in 1947 to extend a non-contorming store.
B. AREA ZONING: Frontages along Sherburne and Dunlap are zoned "C" Residence,
University Avenue is zoned Light Industrial, The rest of the area is primarily
"B" Residential.
C. FRONTAGE AND AREA: The site has a frontage of 40.8 feet on Sherburne and 122.9
feet on Dunlap, for an area of 5,014.32 square feet.
D. ST��ARDS: Th� Department of Fiousing and Building Code Exiforcement defi_nes
group homes for chemical dependents as within the definition of "facility for
the care of sick persons" (60.15, amended July 14, 1970) , and as such is
allowed only in '�'C" Residential districts or lower.
E. PROPOSED ZONING CODE: The area is proposed to be zoned R-4, which would allow
this facility. They propose ten residents and one full time staff inember.
For this number of residents, the proposed Zoning Code would require 16,200
square feet. As they have 5,014, sq�ar�e feet of property, this is 11,186
square feet, or about 70% short� of what would be required.
F. SITE CO?VDITIONS: The site is developed with a large older home in excellent
condition.
G. AP�EA CONDITIONS: The area is developed residentially. University Avenue is
developed commercially,
