However, this restriction shall not apply to persons, firms or corporations so licensed on November 20, 1952. Furthermore, this res�riction shall not apply to persons , firms or corporations who have a contract with the City of St. Paul permitting them to sell non-intoxicating malt beverages within said City." is hereby amended by deleting the same in its entirety.
