An Administrative Ordinance approving the terms and
conditions of a Memorandum of Agreement between the City
of Saint Paul and Local Union #8, District Council #91 of the
American Federation of State, County and Municipal employees
representing the clerical employees of the City of Saint Paul.
WHEREAS, The Council, pursuant to the provisions of Section 12. 09 of
the Saint Paul City Charter and the Public Employees Labor Relations Act of
1g71, as amended, recognizes District Council #91 of the American Federation
of State, County and Municipal Employees as exclusive representative for those
classes of positions within the City of Saint Paul certified by the Bureau of Media-
tion Services under Case No. 74-PR-463-A for the purpose of ineeting and
negotiating the terma and conditions of employment for all full-time personnel in
the classes of positions as set forth i.n the agreement between the City and the ex-
clusive represexltatives hereinabove referenced; and
WHEREAS, The City through designated representatives and the exclusive
representatives have met in good faith and have negotiated the economic terms and
conditions of employment for the calendar year of 1975 for such personnel, as are
set forth in the Memorandum of Agreement between the City and exclusive repre-
sentatives; now, therefore
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN;
Section 1. That the Memorandum of Agreement dated as of the effective
date of this Ordinance between the City of Saint Paul and District Council #91
of the American Federation of State, County and Municipal Employees, Local #8,
on file in the office of the City Clerk is hereby approved and the authorized adr�in-
istrative officials of the City are hereby authorized and directed to execute said
Agreement on behalf of the City.

Section 2. That all of the terms and conditions set forth in said
Memorandum of Agreement shall take force and effect retroactively to
the first pay period for the City employees for the year of 1975, except
for the mileage allowance provision contained in said Agreement and this �
shall become effective upon the effective date of this Ordinance, in accord-
ance with the expressed intent and agreement of the Council contained in
Council File No. 264748.
Section 3. That any other Ordinance, rule or regulation in force
when said Agreement takes effect, inconsistent with any provision of the
terms and conditions of said Agreement, is hereby repealed.
5ection 4. That this Ordinance shall take effect and be i.n force
thirty (30) days after its passage, approval and publication. �

MEMORANDUM OF t�GREEMENT -
THIS MEMORANDtTM OF AGREEMENT by and between the City of Saint Fau1�
and the clerical personnel unit represented by Local Union 8, District
Council 91, of the American Federation of State, County,.�and Municipal
'` Employees, AFL-CIO.
The parties hereCo have agreed that the foilowing salary and fringe
improvements shall constitute the settlement between _the parties for the
year 1975. �
1. A salary increase� of lOX (ten per cent) applied to all grades.
2. 20 and ZS year longevity steps of $9.50 each:
3. Provide paid life insurance (same as for active -employ�es) for
those who retire prior to age 65, ta be continued to age 65.
4. Modifg the vacation carry over policy, to aliow an emploqee to
carrq over into the following year up to eighty. hours of vacation
with the approval of the department head. (Replaces`present forty
hour maximum.) .
5. MILEAGE ALLOWANCE (This mileage provision shall be effective upon
the effective date of the ordinance approving this agreement.) This
provision shall not apply to employees of Independerit School Aistrict No. 625.
City officers and employees may be reimbursed for the use `of their
own automobiles for official �City business. To be eligible for
such reimbursement all officers and employees must receive written
authorization from the Mayor, and reimbursement sha11 be made in
accordance with one of the following plans:
Type 1. For those officers and employees who are required to use
their own automobiles occasionallq for official City business,
. reimbursement at the rate of $0.13 for each mile driven.
Z�pe 2. For those officers and employees who are required to use
their own automobiles on a regular basis on Citq business,
� reimbursement at the rate of �$2.50 for each day of work, and in
addition thereto at the rate of $A.065 for each mile driven,
The Mayor shall adopt rules and regulations governing the proceduxes for
� automobile reimbursement, which regulations and rules shall contain the
requirement that recipients shall file daily reports indicating miles driven

number of miles driven, and further require that they maiatain automobile
liability insurance in amounts not less than $100,000/300,000 for personal
injury, and $50,000 for property damage. 'Fhese rules and regulations, �
� together with any amendments thereto, shall be maintained on file with
the City Clerk.
It is understood that the above �improvements will be incorporated into �
the collective bargaining agreement between the parties.
