Collins for a permit to operate a boarding home-group home on property located on the northwest corner of Knapp and Raymond Streets. This property is further described as follows: All of Lots 12, 13 and 14, Block 45, St. Anthony Park North, Ramsey County, except west 10 feet of Lot 12 and east 10 feet of north 50 feet of Lot 12; and also except north 50 feet of Lots 13 and 14. This matter was heard by the Board of Zoning on November 21, 1974, at which time the staff report was given. Staff said this would appear to be an appropriate use of the property. An attorney representing Mr. Collins said there is a purchase agree- . ment and the sale is contingent upon obtaining the Special Use Permit. Mr. Collins explained their operation as it exists in three other locations in the City and how it would exist there. Several neighbors appeared in opposition to this facility stating tha.t this house is presently operated illegally but they would rather have it that way than a group home. Another stated the building was a fire trap. A woman said there is more than one group home that utilizes Murray High School. Another said the house is decrepit and the local fire station is being disbanded and it would take longer for someone to get there if a fire broke out. � V 421 Wabasha, Saint Paul, Min esota 55102 (612) 298-4151 Ronald C. Collins -2- December 17, 1974 Mr. John Rutford of the South St. Anthony Park Association asked what the Special Use Permit would entail. There was much discussion about the possible restrictions that could be placed on the permit. A motion was made to recommend approval of the permit with the stipula- tion that no more than 10 residents aged 12 to 18 be housed in this facility. The motion was seconded and carried unanimously. I live as noted above, at 1272 Raymond Ave. and I was notified of the hearings and attended a neighborhood meeting at which Dr Collins answered questions about the operation of same house and practices in others he runs. This particular house has been a headache in the neighborhood for ma.ny years. This plan as a home for adolescents seems to me to be an excellent solution to the problem. I would hope that we would not be inundated with similiar homes in the neighborhood but that a plan could be evolved whereby such homes are placed in neighborhoods - all of them, - throughout the city. I would strongly urge the Council to consider haung a variety of such homes , one of each kind, in each neighborhood, serving the needs of the retarded, half-way houses for drug addicts , and those released from prisons. In this particular instance, such a home ma.y possibly be of much benefit to the neighborhood since we have ma.ny troubled youngsters in the area.
