WHEREAS, Minnesota Laws of 1948, Chapter 404, Secrion 7, Subdivision 19 contains as
appropriation to the Minnesota DNR for the Metro Greenways Pro� and
3 WHEREAS, said 1998 Metro Greenways Program has allocated $600,000.00 toward the
4 purchase of conservation easements over parts of the Lower Phalen Creek property to be
5 acquired by the City of Saint Paul from the Burlington Northern Santa Fe Raikoad as authorized
6 under CF 00-486, and

WHEREAS, said conservation easements will assure that the I.ower Phalen Creek property
remains undeveloped and is restored over tnne to a natural condition, and
WHEREAS, the City will utilize said Metro Greenways funds for land acquisition costs for the
Lower Phalen Creek BNSF site, and
WHEREAS, it is necessary to establish a project in the City's Capital Improvement Budget to
receive and expend said Metro Greenways funds,
13 NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon
14 recommendarion of the Mayor and the positive advice of the Long Range Capital Improvement
15 Budget Committee that $600,000.00 is available for appropriation in the 2001 Capital
16 Improvement Budget, and said 2001 budget, as heretofore adopted and amended by the Council,
17 is hereby fiutlier amended as follows:

match the federal dollars. Pks&Rec will manage the project. The project is to install ornamental
fencing along Mississippi River Boulevard in the Desnoyer Park neighborhood.

requirements for the acquisition of land below the Mounds Park bluff area. The land wall be
turned back into natural habitat and for trail connections.

Public Works is moving excess SAC revenues (Fd 260) to the capital projects funds for sewer
projects. $200,000 will be moved to a sewer project that is under construction that needs more
funds to complete (more work needs to be completed than originally planned for) and remainder
will be placed into the general Sewer Rehab Program (an annuai grogram) in case funds are
needed to complete future projects.
