RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA, APPROVING
THE NEIGHBORHOOD DEVELOPMENT PROGRAM, MINN. A-1 , YEAR VI, JULY 1 , 1974 TO
JUNE 30, 1975, AND BUDGET THEREIN' CONTAINED '
WHEREAS, in connection with the Pleighborhood Development Program, Minn. A-1 , Year VI,
July 1 , 1974 to June 30, 1975, budget and annual increment thereof and application of the
Housing and Redevelopment Authority of the City of Saint Paul , Minnesota to the United
States Of America for financial assistance under Title I of the Housing Act of 1949, as
amended, by Resolution, Council File No. 263276 adopted March 21 , 1974, the Council of the
City of �aint Paul , Minnesota, approved program activities and budget for said Program in
the amount of $16,785,882; and
WHEREAS, in connection with said Pr�og�am, and after being advised as to the amount of
Federal financial assistance available for said Program, by Resolution, Council File No.
263809 adopted July 5, 1974, the Council approved revised Program activities and budget
for said Program in the amount of $14,774,266; and �
WHEREAS, the Authority has presented to the Council for consideration "Neighborhood
Development Program, Year VI (July 1 ,1974 - June 30, 1975)" dated November 1 , 1974,
consisting of seven mir�eogra�hed pages, containing Program activities and a budget therefor
in the amount of $14,693,817 financed through $5,871 ,974 in Federal financial assistance
and $8,821 ,843 in Urban Renewal Bonds.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Saint Paul , Minnesota
that the "Neighborhood Development Program, Year VI,(July 1 , 1974 � June 30, 1975)
November, 1974" is hereby approved as the Program activities and budget for Neighborhood
Development Program, Minn. A-1 , for the areas corr�rising said Program and identified as
S unmit-University Minn. A-1-1 , West Midway-South St. Anthony Park, Minn. A-1-2, Thomas-
Dale, Minn. A-1-3, Central Core, Minn. A-1-5, Seven Corners, Minn. A-1-6, and West
Seventh Street, Minn. A-1-7.

The West Seventh Street Aasociation and the Houaing Authority have
approved the following proposals for funding under the NDP Year V
Extended Program:
1. Emergency Rehab Grants within
Identified Treatment Areaa $ 19,500
2. Acquisition of Lower Jamea Area
(8 etructures) $200,000
3. Spot Acquiaition and Code Enforcement
Activitiea Within Treatment Areas $179,000
4. Identified Code Enforcement Pro�ect Wide r

Urban Renewal Bond Funda in the amount of $276,500 will be expended
for these programs, and the balance of $217,000 will be Federal money.
Based on inapections recently completed by the Housing Authority, the
PAC has reached agreement with HRA on the boundary linea for the Intensive
Treatment Area, and the one block in contention (Block 46) will be
included in the proposal for Year I Community Development funds.
The WesC Seventh Street Association thexefore requests that City Council

Final Program and Budget Approval
Dear Council Members:
On June 26, 1974, the Council held a public hearing on the Neighborhood
Development Program for the period July 1, 1974 through June 30 , 1975
thereafter approving the Program and Budget except as to $1,275 ,974, as
to which the Authority was directed to confer with the Project Area
Committees and to submit for further Council consideration proposed
program activities in this amount for the several NDP areas.
The Authority has met and conferred with the Project Area Committees and
has reached agreement on program activities and budget allocations with
each Committee save the West Seventh Street Association. The Authority
Commissioners at their meeting on November 13, 1974 approved program
activities and allocations for the additional Federal monies (attached
find Authority resolution and program budget) , and authorized the
Executive Director to request Council establish a public hearing upon
the proposed final program and budget.
As this proposal involved acquisition of certain real properties not
covered by previous Council public hearings, it will be necessary that
the hearing date be set upon a minimum of 10 days published notice
pursuant to the provisions of Minnesota Statutes, Section 462. 521,
Subdivision 1. The Authority therefore requests Council establish such
a hearing for a time during the first week of December or as soon
thereafter as is convenient.

RESOLUTION APPROVING I3UDGET, NEIGHBORHOOD
DEVELOPMENT PROGRAM MINN. A-1, YEAR VI,
JULY 1, 1�74 TO JUNE 30, 1975
WHEREAS, by its Resolution No. 74-3/6-2 adopted March 6, 1974 ,
the Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota approved Redevelopment Plans for the areas comprising the
Neighborhood Development Program Minn. A-1, Year VI, commencing
July l, 1974 and ending June 30 , 1975 , identified as Summit-University
Minn. A-1-1; West Midway-South St. Anthony Park Minn. A-1-2; Thomas-
Dale Minn. A-1-3; Central Core Minn. A-1-5; Seven Corners Minn. A-1-6;
and West Seventh Street Min:�. A-1-7; and
WHEREAS, the Housing and Redevelopn�ent Authority of the City of
Saint Paul, Minnesota on March 6 , 1974 , determined the Neighborhood
- Development Program needs for Year VI to be $17, 327, 702 , but was
subsequently advised that the maximum amount available under Title I
of the Housing Act of 1949, as amended, from Federal funds for contin-
uation of the Program was $5 ,871,974 to be provided in Program Year V
May 1, 1973 through June 30, 1974, by extension of the Program Year
to Decemner 31, 1974; and
WHEREAS, after receipt of the aforesaid advice ,, by its Resolution
No. 74-7/3-3 adopted July 3, 1974, the Housing and Redevelopment
Authority of the City of Saint Paul, Minnesota authorized the filing
of a Neighborhood Development Pr.ogram Annual Increment Application for
Progran� No. Minn. A-1, Year V Extended, Nay 1, 1973 to Dec�mber 31,
1974, for Federal funds to carry out Neighborhood Development Program
, activities during the period July 1, 1974 to June 30, 1975, with a
combination of Federal and Local funds in the amount of $1� , 774 ,266
based upon a revised budget detailing program activities with funding
allocations for such programs; and
WHEREAS, by its Resolution, Council File No. 263809 adopted
July 5, 1974, the Cou.nciZ af tY�e City of �air�t Paul appraved program
activities and the revised budget for Neighborhood Development
Program Year VI, except for an amount of $1,275,974 as to which the
Authority was directed to confer with the Project Area Committees and
submit proposed program activities for said amQUnt along with a final
Program budget, and authorized the filing of the application for
Federal funds; and
WHEREAS, the Authority after extended discussion with the Project
Area Committees has prepared and there has been submitted for consid-
eration at this meeting a document entitled, "Neighborhood Development
Program Year VI (July 1, 1974 - June 30, 1975) " dated November 1, 1974
consisting of six mimeograph pages identified as NDP Year VI, Maximum
Program Summary as page one ; NDP Year VI, Acquisition, Project

At the Board raeating of October 30, 1974, the Board took final action an the proposed
. expenditure of the additional $1,275,974 funding for the NDP Year V Extended Program.
The activities approved by the Board include certain property acquisitions, including
the expansion of the South St. Anthoay Park, and three spat acquisitions in Thamas-Dale
which had not previ.ously been the subject �of a public hearing before City Council. The

Attached for your approval are resalutions establishing I dentified Treatment Areas
in West Midway/South St. Anthony Park, Suu�.it-University, Thomas-Dale and West Seventh
Street, and also formally adopting the activities to be undertaken in NDP Year V Extended
zrith the additional $1,275,974 funding. The resolution alsa asks City Council to
• establish a public hearing date for the acquisition activities referred to above and to
also seek City Council concurrence in the total progxam. Staff reQuests Board adoptioag

Identified treatment areas are defined as specifically del�.neated portions of a project
area in which rehabilitation is the predominant, feasible activity to be undertaken with
the ob,jective of br�.nging all properties up to code<standards to assure the arrest of
blight. I n undertaking Year V Extended activities to be funded with the additional
$1.275 million within the identified treat�ent ar�a concept, it is the intent to define
such areas so that the xequired treatment of all properties within the treatment area
can be completed within a defined budget and time frame - !two years at the maximum.

Rehabilitation of existing structures is the prim�ry gaal 'in identified treatment areas,
and the objectives of rehabilitation, as set forCh in the City's "Ar�a Improvement Program
for Residential Rehabilitiat3.on", are as follows:
1. Support and encourage cooperative neighboxhood improvement efforts by ensuring
the availability of financing and technical assistance for area improvement
efforts.
2. Achieve se�bstantial, visible improvement sufficient to stren�then neighborhood
stability and encourage continuing private reinvestment in residentia]. areas
with substantial rehabilitation needs.
3. Through concentrated assistance, en�ure that as many rehabilitation needs
as possible are met, including those which can be met exclusively through
the private market.
4. Reinforce existing sound neighborhoods and previous investment ia neighborhood
improveme�t by extending improvement efforts to nearby areas threatened by
blight.
S. Coordinate completion of required public improvements and other commuaity
development needs with ares rehabilitation efforts where possible to strengthen
area-wide impact.
6. Maximize public/private cooperation in neighborhood improvement so that
increasingly the efforts of private citizens, neighborhood organizations,
lending insfiitutions, the Gity, the State and other public agencies reinforce
each other in reaching the common objective of a high-quality residential
environment in City neighborhoods.
While rehabilitation is the predominant tool to be utilized, it is recognized that there
may be a certain limited number of properties within the identified treatment area for
which rehabilitation is not a feasible ox appropriate tool, and therefore availability
of other tools supplementary or camplementary to rehabilitation may be necessary. These
other tools include house moving, housing recycling (whereby HRA purchases, rehabilitates,
and resells a house), sale of vacant land for neca development, construction of public
improvements, spot acquisition in certain restricted cases where project objecCives can
be achieved only through such acquisition, and finally code enforcement. The successful
application of all of these tools relies upon area resident organizations to achieve a
voluntary willingness on the part of each Froperty owner to take the appropriate measures
to correct the deficiencies in his or her property.

In the course of carrying out the se�•eral activities to bring about bui�lding condition _-
improvement in the identified treatment areas, there may be instances where a building
inspection, neighbor complaint, owner request or other action will result in the need
to placard a buildicng as being un�it for human habitation. I n such instances, procedures
will be taken to protect human 2ife and safety. Iiowe•rer, relocation benefits as
provided by law wi11 be made available to occupants.
Of couree, other less serious types af code violations may be uacovered in buildings
throughout the identified treat�nt areas in Che course of carrying out the reange of
activities proposed. - In these i.n$tances wh�re the code violations do not render the
building unfit for human habitation, the owner will be encouraged to correct the
deficiencies through the voluntary rehabilitation program, or house recycling will be
considered as a possible alternative.
• CODE ENFORCEMENT FOR BUILDINGS UNFIT FOR
HUMAN HABI TATI ON OUT SI DE I DEI�ITI FI ED TREATMENT A.REAS
In addition, in order to provide a remedy for some of the most serious hazards to
occupants' health and safety in other portions of the project area outside of the identi-
fied treatment area, a specified budget amount will be set aside in the annual program in
order t� make relocatioa payments for a pred�termined listing of buildiags jua$�a to be
unfit for human habitation. These identified properties will be inspected, and if pla-
csruEu, �t-.e buil�3in� (1Cl�C1C11l:l.CS wiii �iti►er ue cax•rected by tne owner or the builciing
vaaated and demolished. If demolished, relocation ben�:fits will be made available to the
occupsnts. Specific maadatory requirements for this program outside of identified treat-
m�ent areas are as follows: ,
1. Aomes must be of such deteriarated condition as to be un£iC for human habitation or
,dangerous and subject to placarding under the health or other codes.
2. Properties will be considered only ugon receipt of a written request from the
owner to HRA, a positive rechommendation by the PAC, aac3 approval by the HRA
Board as per items 5 and�b below.
3. Lots produced as a result of placarded building removal must have an immediate
, reuse consistent with the Redenelopment Plan.
4. The owner must agree to rebuild an appropriate use on the site wi.thin one year
after he removes the buiiding, or agree to sell the cleared property to the
HRA or other buyer within one year of building removal for a use consistent
with the Redevelopment Plan. �
5. Buildings will be identified at the time of annual program approval, and no
other buildings will be considered for this program during the course of the
annual program. .
6. Funds will be budgeted for relocatian benefits for only those buildings so
identified. Funds not expended from this budget (for example, if an identified
building is determined not to require placarding) may be reallocated for an
appropriate activity only wi.thin an identified �reatment area.

IDENTIFIED TREA1'MENT AREAS
identified treatment areas are defined ss apecifica�ly delineated :portions of. a project
area in which rehabilitation is the predominant, feasible activity to be undertaken with
. the objective of bringing a11 properties up to code standards to assure the arresr of
blight. In undertaking Year V Extendad activities to b� funded with the additional
$1.275 million wi,thin the identified treatment area concept, it is the intent to define
such areas so that the required treatment of all properties within the treatment area
can be completed within a defined budget and time frame - 'two years at the maximum.
�
Rehabilitation of existing structures is the primary goal �in identified treatment areas,
and the objectives ot rehabilitation, as set forth in the City's "Ar�a Improvement Program
for Residential Fehabilitiation", are as follows;
1. Support and encourage cooperative neighborhood improvement efforts by ensuring
the availability of finaacing and technical assistance for area improvement
efforts.
Z. Achieve substantial, visible improvement sufficient to strengthen neighborhood
stability and encourage cantinuing private reinvestment ia residential areas
with substantial rehabilitation needs.
3. Through concentrated assistance, ensure that as many rehabilitation needs
as possible are met, including those which can b� met exalusively through
the private market.
4. Reinforce existing sound neighborhoads and previous invesCment in neighborhood
improvemeat by extending improvament efforts to nearby areas threatened by
blight.
5. Coordinate campletion of required public improvements and other community
development needs with area rehabilitation efforts where possible to strengthen
area-wide impact.
5. Maximize public/private cooperation in neighborhood improvement so that
increasingly the efforts of private citizens, neighborhood organizations,
lending institutions, the City, the State and other public agencies reinforce
each other in reaching the cammon o�jective of a high-quality residential
environment in City neighborhoods.
While rehabilitation is the predominant tool to be utilfzed, it is recognized that there
may be a certain limited number of properties within tha identified treatment area for
which rehabilitation is not a feasible o� appropriaCe tool, and therefore availability
of other tools supplementary or complementary to rehabilitation may be necessary. These
other tools include house moving, housing recycling (whereby HItA, purchases, rehabilitates,
and resells a house), sale of vacant land for new development, eonstruction of public
improvements, spot acquisition in certain restricted cases where project objectives can
be achieved only through such acquisition, and finally code enforcement. The successful
application of all of these tools relies upon area resident organizations to achieve a
voluntarq wiliingness on the part of each property owner to take the appropriate measures
to correct the deficiencies in his or her property.

In the course of carrying out tlze several activities tc bring about bui�lding condition
improvement ia the idenCified treatment areas, there �ay be instances where a building
inspection, neighbor complaint, owner request or other action will result ia the need
to placard a building as being unfit for human habitati.on. I n such instances, procedures
will be taken to protect human Iffe and safety. However, relocation benefits as
provided by law will be made available to occupants.
Of course, other less serious types of code violations mfly be uncovered in buildings
throughaut the identified treat�nt areas in tha course of carrying out the reange of
ac�ivitfes proposed. In these i.nstances wh�re the code violations do not rend�r the
building unfit for human hatsitation, the owner will be encouraged to correct the
defic�encies through the voluntary rehabilitation program, or hause recycling will be
considered as a possible alternative.

HUMAN HABITATIOI+T OUTSIDE TDENTIFIED TREATMENT AREAS
In addition, in order to provide a remedy for some of the most serious t�azards to
occupants' health and safety in ather portions o£ the project area autside of the identi-
fied treatment area, a specified budget amount will be set aside in the annual program in
order tc� a�ke relocation payments for a predatermined listing of buildings judged to be
unfit for human habitation. These identified properties will be inspected, and if pla-
car3a�, t:2 �uilui.;tg uefi�ia...:iea wiil rii.Y�er be correc+ted by the owner or tne duiiding
vacated and demolished. I-f demolished, relvcation benefits will be made available to the
occupants. Specific mandatory requirements for this program autside of identified treat-
ment areas are as follows:
1. Homes must be of such deteriorated condition as to be unfit for human habitation or
_tlaagerous and subject to placarding under the health or other codes.
2. Properties will be considered only upon receipt of a written request from the
owner to HRA, a positive rechommendation by the PAC, and approval by the HRA
Board as per items 5 and 6 below.
3. Lots praduced as a result of placarded building removal must have an immediate
, reuse consistent with the Redevelopment Plan.
4. The owner muat agree to rebuild an sppropriate use on the site wi.thin one year
after he removes the building, or agree to sell the cleared property to the
HRA or other buyer within one year of building removal for a use consistent
with the Redevelopment Plan.
S. Buildings will be identified at the time of annual program approval, and no
other buildings wi11 be considered for this program during the course of the
annual program.
6. Funds will be budgeted for relocation benefits for only those buildings so
identified. Funds not expended from this budget (for example, if an identified
building is determined not to requir� placarding) may be reallocated for an
appropriate activity only wi.thin an identified treatment area.

WHEREAS, in connection with the Neighborhood Development Program, Minn. A-1 , Year VI,
July l , 1974 to J une 30, 1975, prepared and submitted by the Ho using and Redevelopment
Authority of the City of Saint Paul , Minnesota, the Council of the City of Saint Paul ,
Minnesota by resolution, Council File No. 263275 adopted March 21 , 1974 and approved
March 25, 1974, approved Redevelopment Plans and the feasibility of relocation for areas
comprising said Program identified as Sumnit-University Minn. A-1-1 , West Midway-South
St. Anthony Park Minn. A-1-2, Thomas-Dale Minn. A-1-3, Central Core Minn. A-1-5, Seven
Corners Minn. A-1-6, and West Seventh Street Minn. A-1-7; and
WHEREAS, by reason of change in the amount of Federal financial assistance available
to assist in carrying out program activities under the Neighborhood Development Program,
Minn. A-1 , Year VI, July 1 , 1974 to June 30, 1975, the Authority, after consultation with
the Project Area Comnittees f�or the respective project areas, has submitted to the Council
revised Redevelopment Plans for three of the program areas, which Plans are entitled,
"R��evelopment Plan, West Midway-South. St. Anthony Park, Minn. A-1-2" dated February 1974,
re-vised Noverr�er 1974, consisting ofiwenty-one pages, one appendix and two maps;
"Redevelopment Plan, Thomas-Dale, Minn. A-1-3" dated February 1974, revised November 1974,
consisting of twenty-one pages, one appendix and two maps; and "Redevelopment Plan, West�
Seventh Street, Minn. A-1-7" dated February 1974, revised November 1974, consisting of
nineteen pages, one appendix and two maps, together with a Schedule Of Average Prices Of
Corr�arable Sales Housing In Locality approved October 7, 1974, intended for use with all

WHEREAS, the revised Redevelopment Plans, Property Acquisition Maps dated November 27,
1974, identify additional real property for acquisition in carrying out the Redevelopment
Plans program activities for NDP Year VI, which properties are identified by block and
parcel number, street address and name of property owner in the Notice of final hearing
on the Neighborhood Development Program and Revised Redevelopment Plans, Year VI, before
Council December 12, 1974 at 7:30 p.m. , which Notice was published in the St. Paul Dispatch-
St.Paul Pioneer Press on Novernber 30, 1974; and
WHEREAS, the Council has received the report of the Planning Commission, Resolution
File No. 74-6, dated November 22, 1974, that the Revised Redevelopment Plans and the property
acquisition and disposition and public improvements therein proposed to be consistent
with the Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA:
l. That it is hereby found and determined and redetermined that the West Midway-
South St. Anthony Park, Thomas-Dale, and West Seventh Street areas of the Neighborhood
Development Program, Minn. A-1 , are blighted, deteriorated and deteriorating areas
appropriate for urban renewal redevelopment undertakings pursuant to the Minnesota
Municipal Housing and Redevelopment Act and Title I of the Housing Act of 1949, as amended.
2. That it is hereby found and determined that (1 ) the additional property proposed
for acquisition would not be made available for redevelopment without the Redevelopment
Plan. undertakings and expenditures of public money therefor; (2) that the Revised Rede-
velopment Plans for West Midway-South St. Anthony Park, Thomas-Dale, and West Seventh
Street areas of the Neighborhood Development Program, Minn. A-1 , will provide maximum
opportunity, consistent with the sound needs of the locality as a whole, for the rede-
velopment of such areas by private enterprise; (3) that the Revised Redevelopment Plans
conform to the Comprehensive Plan, a general plan for the development of Saint Paul ; and
(4) the Revised Redevelopment Plans give due consideration to the provisions of adequate
park and recreational areas and facilities.

Dear Council Members;
As you know, the HR,A is in the process of implementing activities as part of its NDP
Year V Program �ahich was extended with additional funding as a transition to the
� Conununity Development Program expected to begin next spring„ Activi�ies being funded
through the federal program auppleniented with. Urban ReneF�al Bond Funds were previously
siibmitted to and approved by the City Council. Howaver, on July 3, 1974, we were
informed by HUD that an additional $1,275,97�+ *.aas being alZocated eo Saint Paul. As
a result of th3.s additional funding, we were able to fund a major portion of the
acquisitiion for the dourntown street system from federal funds, thereby releasi:�g an
equaX amount of Urban Renewal Bond Funds previously committed to this proposal for
use on other needed activities primarily oriented to the residential project areas.

Dear Council Members:
As you know, the HRA is in the process of implementing activities as part of its NDP
Year V Program which was extended with additional fundi.ng as a transition to the
Community IIevelopment Program expected to begin next spring. Activities being funded
through the federal program supplemented with Urban Renewal. Bond Funds were previously
submitted to and appxoved by the City Council. However, on July 3, 1974, we ware
informed hy HUD that an additional ;I,275,97� caas bein� alloca�ed to Saint Pau1. As
a result of this a3ditiona�, fuading, we were able eo fund a major portion of tne
acquisition for the downtown street system fram federal funds, thereby releasing an
equal amount of Ur�an Renewal Bond runds previously committed to this proposal for
use on other needed activities primarily oriented to the residential project areas.
Transr�itted herein is a �ummar}r of �hese activi�ies as well as a summary af the total
N�F program as developed in conjunction wii:h the Project Area Conunit�ees and appraved
by the I�k Board and City Planning Coamn3.ssion.
7[t should be noted that the Redevelopment Plans appro°aed earlier this year by the
City Council have not changed and rh� new activities proposed here �re in compliance
wi.th those plans as well as with the Saint Paul CompreE�xensive Plano
