3. That it is hereby found and determined that the additional property acquisitions
provided for in the Revised Redevelopment Plans are necessary to remove conditions of
blight, to acquire undeveloped land which by reason of difficult physical conditions
cannot be redeveloped without the public financial assistance proposed, or to make
provision for additional parks and public improvements, all in accordance with the
objectives and provisions of said Revised Redevelopment Plans.
4. That it is hereby found and determined that where additional clearance is proposed
by the Revised Redevelopment Plans, the objectives of said Plans cannot be achieved through
more extensive rehabilitation and that the additional property acquisition in the West
Seventh Street area and redevelopment thereof for predominantly non-residential use is
necessary for the proper development of the locality as a whole.
5. That the Schedule Of Average Prices Of Comparable Sales Housing In Locality
approved October 7, 1974, is approved and the determinations of Resolution, Council File
No. 263275, approving conditions upon which relocation benefits will be made are hereby
rati fied and approved.
6. That the Redevelopment Plan, West Midway-South St. Anthony Park, Minn. A-1-2,
dated February 1974, revised November 1974; Redevelopment Plan, Thomas-Dale, Minn. A-1-3,
dated February 1974, revised November 1974; and Redevelopment Plan, West Seveth Street,
Minn. A-1-7, dated February 1974, revised November 1974, are hereby approved.
7. That all other determinations, findings, assurances and approvals, except as
in this Resolution expressly modified, revised or amended, contained in Resolution,
Council File No. 263275, are hereby ratified and affirmed.

The West Seventh Street Association and the Housing Authority have
approved the following proposals for funding under the NDP Year V
Extended Program;

Urban Renewal Bond Funds in the amount of $276,500 will be expended
for these programs, and the balance of $217,000 will be Federal money.
Based on inapections recently completed by the Houeing Authority, the
PAC has reached agreement with HRA on the boundary lines for the Intensive
Treatment Area, and the one block in conCention (Block 46) will be
included in the proposal for Year I Community Development funds.

At the Board aeeting of October 30, 1974, the Baard took final action on the proposed
: expenditure of the additional $1,275,974 fundiag for the NDP Year V Extended Program.
The activities approved by the Board include certain property acquisitions, including
the expansion of the South St. Anthony Park, and three spot acqaisitions in Thacnas-Dale
whi�h had not previously been the subject �of a public hearing before City Couacil. The

Attached for qour approval are resolutioas establishing I deatified Treatment Aress
in West Midway/South St. Anthony Park, Suunnit-University, Thomas-Dale an3 West Seventh
Street, and also formally adopting the activities to be undertaken in NDP Year V Extended
with the additional $1,275,974 funding. The resolution also asks City Council to

Identified treatment areas are defined as specifically delineated portions of a project
ares in which rehabil.itation is the predominant, feasible activity to be undertaken with
the abjective o� bringing all properties up ta code standards to assure the arrest of

$1.275 million within the identtfied treatment area concept, it is the intent to definE
such areas so that the required treatment of all praperties within the treatment area.

Rehabilitation of existing structures is the primary goal !in identified treatment areas,
and the objectivee of rehabilitation, as set forth in the City's "Area Improvement Program
for Residential Rehabilitiatioa", are as followe:
1. Support and encourage cooperative neighborhood improvement efforts by ensuring
the availability of financing and technical assiatance for area improvement
efforts.
2. Achieve substantial, visible improvement sufficient to strengthen neighborhood
stability and encourage continuiag private reinvestment in'residential areas
-with s�bstaatial rehabilitation needs.
3. Through concentrated assistance, ensure that as many rehabilitation needs
as possible are met, including those which can be met exclusively through
the pr3.vate ma.rket.
4. Reinforce existing sound neighbarhoods and previous investment in neighborhood
improvemenfi by extending improvememt effarts to nearby areas threatened by
blight.
5. Coordinate completion of required public improvemeats and other coimmunity
development needs with area rehabilitation efforts where possible to strengthen
area-wide impact.
6. Maximize public/private cooperativn in neighborhood improvament so that
iacreasingly the efforts of private citizens, neighborhood orga�izations,
leading institutions, the City, the State and vther public agencies reinforce
each other in reaching the cammon ob3ective of a high-quality residential
environmeat in City neighborhaods.
While rehabilitation is the predominant tool to be utilized, it is recagnized that there
may be a cerCain limited number of properties w�thin the identified treatment area for
which rehabilitation is not a feasible or appropriate tool, and therefore availability
of other tools supplementary or camplementary to rehabilitation may be necessary. These
other tools include house moving, housing recycling (whereby HRA purchases, rehabilitates,
and resells a house), sale of vacant land for new development, construction of public
improvements, spot acquisition in certain restricted cases where project objectives can
be achieved only through such acquisition, and finally code enforcement. The successful
application of all of these tools relies upon area resident organizations to achieve a
voluntary willingness on the part of each property owner to take the appropriate measures
to correct the deficiencies in his ar her property.

Ici the course of carrying out the several activities to bring about bui�lding condition
improvement in the identified `treatment areas, there may be instances where a building
inspection, neighbor complaiat, vwner requesfi or other action will result in the need
to placard a building as being unfit far human habitation. I n such instances, procedures
will be taken to protect human 2ife and safety. Aowever, relocation benefits as
provided by law will be made available to occupants.
Of courae, other less aerious types of cade violations may be uncovered in buildings
throughout the identified treat�ent areas in the course of carrying out the reange of
activities proposed. In these instaace�s where the code violations do not render the
building unfit for huma.n habitation, the owner will be encouraged to correct the
deficiencies through the voluntary rehabilitation program, or house recycling will be
considered as a possible alternative.
• CODE ENFORCEMENT FOR BUILDINGS UNFIT FOR
HUMAN HABITATION OUTSIDE IDENTIFIED TREATMENT AREAS
In addition, in order to provide a remedy for some of the most serioi�s hazards to -
occupants' health and safety in other portions of the project area uutside of the identi-
fied treatment area, a specified budget amount will be set aside in the annual program in
order to make relocation payneents for a predetermined listing of buildings judged to be
unfit for human habitation. These identified properties will be inspected, and if pla-
caruE3, trsG huild3.ng �ciieien�iz�s :wiii eitiner be cnrrected by the owner or the building
vacated and c�emolished. If demolished, relocation benefits will be made a�silable to the
occupants. Specific mandatory requirements for this program outside of identified treat-
ment areas are as follows: .
1. Somes must be of such deteriorated condition as to be unfit for humaa habitation or
dangerous and subject to placarding under the:health or other codes.
2. Properties will be considered only upon receipt of a written request from the
owner to HRA, a positive rechammendation by the PAC, and approval by the HRA
Board as per items 5 and 6 below.
3. Lots produced as a result of placarded building rem�oval must have .an immediate
, reuse consistent with the Redevelopment Plan.
4. The owner must agree to rebuild an appropriate use on the site within one year
after he removes the building, or agree to sell the cleared property to the
HRA or other buyer within one year of building removal for a use consistent
with the Redevelopment Plan.
5. Buildings will be identified at the time of annual program approval, and no
other buildings will be considered for this program during the course of the
annual program. .
6. Funds will be budgeted for relocation benefits for only those buildings so
identified. Funds not expended from this budget (for example, if an identified
building is determined not to require placarding) may be reallocated for an
sppropriate activity only within an identified treatment area.

Dear Council Members:
As you know, the HRA is in the process of implementing activi�ies as part of its NDP
Year V Program which was extended with addi�ional funding as a transition to the
�- Community Development Program expected to begin next spri.ag, Activities bein� funded
through the federal program supplem�nted with Urban Renewal Bond Funds were previously
submitCed to and approved by the City Council, However, on July 3, 1974, we were
informed by HUD tha� an additional $1,275,974 ;aas beicig a7.located to Saint Paul. A5
a result of this additionaZ funding, we were able to fund a major portion of the
acquisition for the downtown street system fronn federal funds, thereby releasing an
equal amount of Urban Renewal Bond Funds previously committed to this proposal for
use on other needed activities primariZy oriented to the residential project areas.
Transmitted herein is a sumnnary of these acCivit�e� as w�ll as a summary of the total
NDP program as developed in conjunction with the Project Area Committees and approved
by the F�3 Board and City Flanning Cammission.
It shouZd be noted that the Redevelopment Plans approved earlier this year by the
City Caunczl have not changed and the new activities proposed here are i.n compliance
with those plans as we11 as with the Saint Paul Co:�prehensive Plan,
