1 WHEREAS, Arthur Payne has been a school teacher for more than thirty years, including 14 yeazs at Wilson Jr.
2 High School and Central High School as well as 18 yeazs at Murray Jr. High (a mulit-cultural Science Magnet; and,
3 WHEREAS, in addition to his efforts to educate literally thousands of students in the classroom, Art Payne has
4 given of his own time to mentor dozens of students each year, preparing them for advanced Science Competition
5 at Regional and State levels; and,
6 WHEREAS, Art and his wife, Judy, also arganize and run the Murray Jr. Science Fair every year, sit on the boazd
7 of the Twin Cities Regional Science Fair as at-large members, and help run that fair every Spring; and,
8 WHEREAS, in his efforts to encourage any young scientists that wish to participate, Art hosts the East Side Science
9 Club. This organization meets once per month and is open to all St. Paul residents free of charge. The youth are
10 mentored and given financial assistance where neeeded so they can create warld-class science projects; and,
11 WI IEREAS, Art and Judy's compensation for their efforts haue been primarily thank yous, hugs, the admiration of
12 their students and the student's parents and Art's peers, but more unportantly their lrnowledge of the monumental
13 difference they make in the lives of theix young charges; now,
14 THEREFORE BE IT RESOLVED, that the Saint Paul City Council does this day officially proclaim Wednesday,
15 July ll, 2001 to be Arthur Payne Day throughout the city of Saint Paul and offers its warmest regazds and deep
16 gratitude for the exceptional effort of this dedicated educator.
