WHEftEAS, the City Attorney, Pierre N. Regnier, has tendered
to the Mayor his resigr� tion from such office , the resigna.tion

WHEREAS� the City Charter providea that the City Attorney
shall be in eharge of the legal business of the City, an.d
there egistt� a requirement that the office be ocoupied by an
Acting City Attorney to perform such duties until such time
as the ne�t Mayor shall appoint a new City Attorney; an.d
WHERE S, Mayor Lawrenee D. Cohen has appoin.ted and requeata
that the C uncil consent to the appointment of Assistant City
Attorney J ome J. Segal to serve as Aetin.g City Attorney,
effective March 13, 1976, to serve through May 31, 1976,
whereafter the new Mayor shall appoint a City Attorney, and
Jerome J. Segal shall continue to serve the City in his
capacity as Assistant City Attorney, now, therefore , be it
RESOLVED, that the Council of the City of Saint Paul does
hereby consent to a,n.d approves the appointment by the Mayor of
Aasistant City Attorney Jerome J. Segal as Acting City Attorney,
e�fective March 13, 1976, to perform the duties and responsi-
bilities of Acting City Attorney from such time and through
the 31st day of May, 1976, whereafter he shall continue to
serve as Assistant City Attorney and the new Mayor may submit
to the City Council his proposed appointment to the offiee of
City Attorney.

To the Honorable Council
of the City of Saint Paul :
Pierre N. Regnier, current City Attorney, has tendered
to me his resignation from that office , said resigna-
tion to be effective on March 12, 1976 . The City Charter
provides that the City Attorney shall be appointed by
the Mayor with the consent of the City Council . It is
my intention to provide for continuity in the operations
of the office of City Attorney during the interim period
and until such time as the new Mayor has submitted his
selection for the office to the City Council . To
accomplish this purpose , I herewith submit for your
approval the appointment of Assistant City Attorney
Jerome J. Segal to serve as Acting City Attorney from
March 13, 1976 through May 31, �.976. The new Mayor and
members of the City Council ivill be inaugurated on June
1, 1976 , and, thereafter, the new Mayor will be in a
position to submit his proposed appointments to the City
Council for confirmation.
Mr. Segal has indicated a willingness to accept the
duties and responsibilities of Acting City Attorney
until such time as a new City Attorney may be appointed,
and he has indicated a desire to continue serving as
Assistant City Attorney after such appointment.
If you concur in my appointment , I ask that you favor-
ably consider the enclosed resolution.
