premises legally described as Lots 1

file and of record in the office of
the Register of Deeds in and for the
County of Ramsey, State of Minnesota
WHEREAS, pursuant to Resolution, C. F. 2665Q3, approved
December .l8, 1975, a public hearing was scheduled for 10:00 a.m.
on December 30, 1975, before the Council of the Gity of Saint
Paul, said hearing pertaining to the condition of the structure
located at 159-161 North St. Albans, Saint Paul, �Iinnesota; and
�R�AS, �upon facts presented a,t said hearing consisting - � � --
of photographs, inspection reports and the recommendation of the
Division of Housing and Building Code Enforcement� it is found
and determined by the City Council that according to the records
and f iles in the office of the Register of Deeds, the last
record owner of the above described property is M�.dway National
Bank, and David Harper is the contract for deed pttrcha.ser; and
tha.t there are no lien holders of record; and tha� it is further
determined that the above described building constitutes a
hazardous building within the definition of Minne�ota Statutes
Sectiori 463.15 for the following reasons:

Because of age, deterioration, extensive vandalis� and lack
of proper mainten�nce, the building is beyond fea�ible re-
habilitation. The heating, electrical and plumbir�g systems
are broken up and missing. The interior walls, flioors and=
stairways are deteriorated and missing. The kitc�en and
bathroom cabinets and f ixtures have been broken a d remo�re'Zi; -
c. The building is unfit for human habitat.i��o�n.�.i.n� its -

3. In the event tha.t the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures which cr�y unreasonably inter-
fere with the razin and removal of this building shall be
removed within ten �14) days from the entry of judgment; and
if not so removed, the City of Saint Paul shall remove and
dispose of such personal property and fixtures as provided
by law;
4. If the City of Saint Paul is compelled t�o take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above described property in the manner provided
by law.

WHEREAS , The Division of Housing and .Building Code Enforcement
has requested the City Council to hold a public hearing to consider
the advisability and necessity of the correction or wrecking and re-
moval of the following described building, said structure having been
reported to constitute a public hazard:
159-61 N.� Lots 1 & 2 , Block 6, Two Story brick
St. Albans Holcombe's Addition veneer building
WHEREAS, it appears that the last known record owners are the
Schwarz Properties, Inc. , 1117 Commerce Building, St. Paul, Minnesota.
THEREFORE, BE IT RESOLVED, that a public hearing be held by and be-
fore the Council of the City of Saint Paul in the Council Chamber of
the Court House in said city at 10 :00 A.M. on December 3Q, 1975 to con-
sider the advisability and necessity of ordering the correction or
wrecking and removal of said structure on the above described property
inasmuch as said structure is reported to constitute a hazard to public
health, safety and welfare; be it
FURTHE R RESOLVED, that the Division of Housing and Building Code
Enforcement, on behalf of the City Council , notify by mail the record
owners of the property in question at the last known address , as well
as other interested persons of record, of the date and time of the
hearing.
