Council Resolution Presented By Referred To Committee: Date Out of Committee By Date RESOLVED, That pursuant to the authority granted to the Council of the City of Saint Paul by Minnesota Statutes, Section 169.14, Subd. 5a, and in accordance with the provisions thereof, and based upon .an engineering and traffic investigation as prescribed by the Commissioner of Highways, the Council does he�eby establish a 20 mile per hour schooi speed limit for the Emmanuel Lutheran and St. Mathew's school zone, and the proper City officials shall erect appropr,iate signs designating the speed and indicating the beginning and end of the reducied speed zone on the following streets which abut the school grounds or established schooi crossings: On George Street from 150 feet east of Humboldt A�nenue to 150 feet west of Humbotdt Avenue. '. ,. ,� ... . ; �. . / �. . ; . . .. . � ' � t� � .. . . � . � ' .. .. . . .. . . . , � . . . ,. , 1 ' � � � `���"��P� SCHOOL ZONE ENGINEERING REPORT in connection with the proposal to reduce the speed limit to 20 miles per hour when children are present on Victoria St. from 150 feet south of St. Anthony Ave. to 150 feet north of Central Ave. , the conditions are as follows: Victoria St. is 44 feet wide and carries approximately 3,000 vehicles per day. Between 60 and 70 children cross Victoria St. in this vicinity during the peak school crossing periods. Edgcumbe Rd. from 150 feet south of Sheridan Ave. to the Chicago-Milwaukee Tracks is adjacent to the Homecroft School . It carries 10,500 vehicles per day and consists of two 24 foot roadways separated by a grass median. Stightly over 100 children cross Edgcumbe Rd. at Sheridan Ave. during the peak crossing period. Students from two schools cross George St. near Humboldt Ave. where the street width is 36 feet and the traffic volume is approximately 7,000 vehicles per day. Approximately 10 children cross during the peak crossing period who attend Emmanuel Lutheran, and approximately 50 children cross who attend St. Mathews. White Bear Ave. in the vicinity of Third St. carries 15,500 vehicles per day. The street width is 40 feet. Approximately 100 children from Sheridan School cross White Bear Ave. in the vicinity, and slightly more than 100 children cross White Bear Ave. who attend St. Pascal 's School . White Bear Ave. between Case Ave. and Ames Ave. carries approximately 16,000 vehicles per day and the street width is 42 feet. Approximately 100 children from Ames School cross White Bear Ave. at Case Ave. and approicfimately 100 children from Blessed Sacrament School cross White Bear Ave. at Arlington.
