E`XISTIP�G CONDITIONS B r�dc�e' The existing bridge was constructed in 1925, has a c�ndition rating which is "minimum adequacy to tolerate present traffic - imrtrediate refiabilitation : neeessary to keep open to traffic". In additian, the sidewalks are in such poor condition that the east side has been barricaded to pedestrians, `and the west side has been covered with plywood to keep it open for p$destrians. There are a significant number of accicfents occurring because of the sharp - curve on the bridge which could be eliminated by geom�tric changes. St reet: The existing bridge approaches are in fair condition. _ SPECIAL COPJStDERATiONS 1. Grade: The grade on the new bridge must be raised appraximately thre� feet abor�e the existing grade to obtain minimum legal clearance aver the railroad tracks. 2. Public Improvement: Two public informational meetings were he}d with the West Side Citizens Organiaation, and twa with E} Torres de San Miguel . As a resutt of this early public input, the Highway Department significantly altered the b�idge design so that Wood Street wvuld not have to be relocated around Danny's Rubbish, while much improving sight distance for cars on �dood Street approaching Robert Street. 3. Closed during construction: Robert Street must be closed �ram Woad Street to Plato 8oulevard during canstruction. Traffic w+ il be rerouted on Concord Street, Wabasha 5treet and Ptato Bouievard. The Lafayette Freewa� (7.H. 56) will be open at that time and serve as an alte rnate route to the southeast. 4. Accidents : 5y providing a snoothsr curve with superelevation, a iarge number of the accidents now occurring on this bridge will be eliminated. I _ . � _2_ 5. Land Acquistion: No homes or businesses are loeated on th� p mperty to be acquired. 6. Federal Funding: Funding for the construction af this project wiit be 70a Federat Aid Urban, with the Minnesota Highway Dapartment providing the 3�� 1oca1 sha�e. The City will purct�ase the needed right-of-way for this project. PROPOSED 1MPROVEMfNT The prdpo�sd project calls for c.onstructing a new bridge Qver the Chicago Northwestern Railroad on a smoother atignment, and constructing the approaches to match into the higher grade of the new bridge. Tney also held two informational meetings with Torre de San Miguel residents and Board me;nbers. One of the concerns raised at these meetings was the proposal to realien i�'ood St. . Residents felt with the uncertainty of the future use of Danny�s Rubbish property the realiening of �;ood St, would be unacceptable. The State Highway Dept. took the cor.ununity's imput under consideration and were able to design an alternative that would allow a new bridge with �,'ood St. remaining intact.
