AS AN ADDENDUM TO THE SAINT PAUL COMPREHENSIVE PLAN
WHEREAS, the City of Saint Paul is authorized under Mimzesota Statues, Section 462353, to cany on
comprehensive municipal plauuiug activities for guiding the future development and improvement of the city;
and
WHEREAS, the City of Saint Paul, as a local government unit within the metropolitan azea, is required under
Minnesota Statutes, Section 473.858, to prepare a comprehensive plan; and
WHEREAS, the Saint Paul City Council is authorized under Minnesota Statutes, Section 462355, to adopt or
amend a comprehensive plan or portion thereof after a recommendation by the Planning Commission; and
WHEREAS, the Saint Paul City Council adopted, by Council File 98-1133 on March 3,1999, the Land Use Plan

WHEREAS, the White Bear Avenue Small Area Plan was prepazed by a community-based task force
convened by the Saint Paul Planuiug Commission and including representatives drawn from among
neighborhood residents, business owners and community organizations; and
WHEREAS, a summary of the White Bear Avenue Sma11 Area Plan was presented to the Planniug
Coxnmission for its review; and
WHEREAS, the Plauviug Commission, after a public hearing on April 13, 2001, and consideration of
public testimony, recommended, by its Resolution 0-31 approved on April 27, 2001, adoption of the
suxcunary by the City Council;
NOW, TIIEREFORE, BE IT RESOLVED, that the azea plan summary of the White Bear Avenue Small
Area Plan is adopted as an area plan addendum to the Saint Paul Comprehensive Plan contingent upon
review by the Metropolitan Council of the Twin Cities.

AVTTIATING PROBLEM, ISSUE, OPPORTONITY (Who, What, When, Where, W6y):
The Planning Commission initiated a small azea plan for White Bear Avenue from I-94 to Larpenteur. A task force of
citizens, businesses, and institutional representarives met and developed the small area plan and 40-Acre study
recommendations. The Planning Commission held a public heazing on these items on April 13, 2001, and recommended
approval of the small area plan summary and 40-Acre study on April 27, 2001. The plan and 40-acre study lay out
recommendations for improving White Beaz Avenue and provide zoning changes that will help to accomplish this goal. The
summary and 40-acre study need to be adopted by the City Council to become official city policy.

White Bear Avenue will have a set of policy and zoning changes designed to improve the safety, functioning, and appeazance
of the street, and the work of the citizens who developed the plan will be brought to fruitian. The moratorium on building
permits for White Beaz will be discontinued. Zoning will more accurately reflect uses on the Avenue, and the overlay
districts will improve the appearance and mix of uses on the street. These changes will work in concert with the Smart
' Growth Twin Cities opportunity site planning process currently underway for the Hillcrest area.

Some commercial uses currently permitted by the zoning ordinance would no longer be permitted under the proposed
, overlay districts. Site improvements required by the overlay districts may be more expensive than under current code
requirements.
DISADVANTAGES IF NOT APPROVED:
The current moratorium on building permits along White Beaz Aeenue will stay in force. The recommendations of azea
, citizens and community councils will be voided. Zoning more appropriate to the avenue will not be put into effect, and the
' zoning overlay districts designed to help in White Beaz Avenue's improvement will not be adopted.

Dear Council President Bostrom and Members of the Council:
It is my pleasure to transmit to you, for your review and final action, the Area Plan
Sununary of the White Bear Avenue Small Area Plan and the accompanying 40-Acre
Study.
As many of you know, this plan was nutiated by the Plaiuiing Commission in 1997.
During the past few years, the Sma11 Area Plan Task Force and the Community Councils
for Districts 1 and 2 have worked hard on developing a vision of an improved, more
attractive White Bear Avenue, while realizing that it is also a major traffic artery on the
East Side. Their goal is to create a revitalized commercial corridor that is safer for
motorists, pedestrians, and transit users. Because of the hard wark of the Small Area Plan
Task Force and the White Beaz Avenue Business Association, the Metropolitan Council
has designated the Hillcrest node at the north end of the study area as a Smart Growth
Twin Cities opportunity site. The nationally known consulting group, Calthotpe and
Associates, will be participating with local consultants and neighborhood residents and
businesses to fiu4her the goals of the community, the city, and the region. The
accompanying 40-Acre Study zoning changes will set the stage for this effort, and will
have a positive impact on the rest of White Beaz Avenue as well.
I recommend this plan sununary and 40-Acre Study for your adopfion and commend the
White Beaz Avenue businesses, residents, and institutions as well as the Planning
Commission for their hard work.

WHEREAS, the Planning Commission is authorized under Minnesota Statutes Section
462355(2) and Chapter 107 of the Saint Paul Administrative Code, to recommend to the Mayor
and City Councii amendments to the comprehensive plan; and •
WHEREAS, the Saint Paul Planning Commission, on July 11,1997, initiated work on the White
Bear Avenue Sma11 Area Plan; and
WIIEREAS, the task force completed its work in September, 2001 and submitted its work to the
Distzict 1 and District 2 Community Councils for zeview; and
WIIEREAS, the District 2 Community Council recommended that the Pianning Commission
approve the plan on September 20, 2000 and the District 1 Community Council did the same on
December 18, 2000; and
WHEREAS, the Commission held a public hearing on the plan on April 13, 2001, notice of
which was published in the Saint Paul Legal Ledger on Mazch 22, 2001; and
' WI�IEREAS, at the conclusion of the hearing, the Commission referred the plan and testimony to
the Neighborhood and Current Planning Committee for review and recommendation; and
WHEREAS, testimony presented at the public hearing was considered by the Neighborhood and
Current Planning Committee who recommended a set of changes to address issues raised; and

Addendum to the Comprehensive Plan for Saint Paul

This summary appends to the Comprehensive Plan the community vision for the improvement of
White Bear Avenue and the homes and businesses along it.
I.ocation
The White Bear Avenue study area encompasses one block either side of White Bear Avenue
from Larpenteur Avenue on the north to I-94 on the south.
Goal/Vision
Improve White Bear Avenue from I-94 to Larpenteur, making it a safer, more attractive and
inviting street for residents, businesses, shoppers, and motorists and a greater asset to the
neighborhoods through which it runs.

Specific Recommendations and Implementation Steps
Street Desigrz
White Bear Avenue should be reconstructed with two through lanes in each direction. The
street should not be widened except at key intersections where left turn lanes aze recommended
to reduce the number of accidents:
O White Bear Avenue at Old Hudson Road;
O White Bear Avenue at Minnehaha;
O White Beaz Avenue at East Seventh Street and Stillwater Avenue; and
O White Bear Avenue at Maryland Avenue.
The intersection of Case, Ames Place, and Wlute Bear Avenue should be made safer by
closing off access from Ames Place to Wh3te Bear Avenue using a cul de sac on Ames Place
(see Figure 1).
Street reconstruction should also include installation of lantern lighting along the full length of
the study area, with double lantern lights at key areas; crosswalks should be clearly marked
with continental striping; street trees should be planted along the entire length of the street; and
the railroad bridge should add decorative elements that improve its appearance and its function
as a link between schools and neighborhoods.
Other street recommendations include eliminating on street parking in the study area;
providing addiuonal off-street parking for businesses where possible and encouraging shared
parking among businesses; constructing fences and walls that are decorative and of high gualiry
as well as functional; adding durable, well-designed, and coordinated street furnishings; and
providing a way to maintani these improvements. The plan also recommends working to bury
utility lines or relocating them.
Commercial Recommendations
The plan encourages the existing arganizations, including the district councils, the White Bear
Avenue Business Association, and the community development corporation to work on
maintenance of property, facade improvements, joint activities, and marketing the avenue in
accordance with the Retail Potential Study conducted by MaYfield Research, Inc.
Land Use Recommendations
The plan includes a 40-acre study that proposes rezonings that more accurately reflect current
uses. No uses are made nonconfornung by these rezonings. The proposed rezonings are
shown on the attached map. The plan also includes a special district sign plan that provides
additional regulations to make s3gns along White Bear Avenue more attractive and effecfive far
businesses, motorists, and pedestrians and an overlay zoning district that ensures a more
neighborhood-oriented commercial district.
Redevelopment Recommendation
The plan includes a proposed redevelopment plan for the Hillcrest area. The redevelopment

district outlined in the plan should be an attracuve gateway to the city and neighborhood. 1Vew
development should balance land uses by adding housing and reducing the total amount of
commercial space. The business district is envisioned as a vital community business center
that serves a variety of local needs in an environment more amactive and comfortable for
pedestrians. The plan area also needs to be designed to enhance the existing and proposed
transit service for the Hillcrest azea.
City Action
Actions the City of Saint Paul can take to help implement this plan are:
For the Public VJorks Department:
O Work with Ramsey Counry on reconstructing White Bear Avenue according to the
plan's recommendations, including left turn lanes, street lighting, and crosswalk
markings.
O Create a clearer, safer intersection at Case/Ames Place/White Bear Avenue by closing
Ames Place with a cul de sac.
O Work with Ramsey County to close off unneeded driveways, alleys, and business
entrances on White Bear Avenue.
O Ban on-street parking on White Bear Avenue.
O Improve transit stops in coordination with Metro Transit.
O L,ocate the bicycle route along Ruth and Hazel streets,Furness Parkway, and the former
street car right-of-way between Maryland Avenue and Ivy Avenue.
O Improve design of bridges and bridge approaches as opportunities arise.
For other City departments and elected officials:
O Improve enforcement of traffic laws.
O Help to develop shared parking arrangements where possible.
O Ensure that the East Side is well-served by transit.
O Help preserve existing housing.
O Adopt the accompanying 40-Acre Study, the special district sign plan, and the
redevelopment plan.
O Work with the City of Maplewood to make the Hillcrest Village area a stronger
entrance to both cities and a more pedestrian-friendly, compact, mixed use
development.
O Stricfly interpret and enforce the existing distance requirements for pawn shops,
currency exchanges, and similar uses and not approve variances to these requirements.
O Explore cl�anges to the zoning code that would further regulate the location options for
pawn shops, currency exchanges, and similar uses.
Planning Commission Findings
The Plaiuung Commission fmds:
1. The White Bear Avenue Plan is consistent with the Saint Paul Comprehensive Plan.
2. The Plan Sutnmary should be adopted as an addendum to the Comprehensive Plan.
3. The rezonings in the 40-Acre Study provide assurance that White Bear Avenue will
remain a mixed use street, are consistent with the Comprehensive Plan, and should be

adopted by the City Council.
4. The zoning overlay districts (White Bear Avenue Overlay District and Hillcrest Village
Overlay District) are consistent with the Comprehensive Plan and will help to stabilize
the properties along the street. A provision should be added to the building regulations
stating that commercial buildings should be built as close to the sidewalk as is practical.
The boundary line between the two districts should be moved 1 block south, to Nevada
Ave. The pazking lots adjacent to commercial uses on White Bear Avenue should be
included in the overlay districts.
5. The special district sign plan should be adopted by the City Council. The advisory
minimum building setback for buildings with ground signs should be reduced to 15
feet.
6. Between Old Hudson Road and East Third Street, on-street parking should be banned
between the hours of 7 a.m. and 7 p. m. Monday through Friday. Areas along this part
of White Bear Avenue currently signed for no parking any time will not be changed.
7. The Redevelopment Plan for the Hillcrest Village Area is consistent with the
Comprehensive Plan and is recommended for adoption by the Hous3ng and
Redevelopment Authoriry. The boundary should be extended one block south to Nevada
Avenue.
8. When new development occurs along White Bear Avenue, negotiations for up to 10 feet
of additional right of way to accommodate pedestrian amenities (not traffic lane
widening) should be part of the ciry's request to developers.
Planning Process
The Wlute Bear Avenue Small Area Plan and 40-Acre Study was initiated by the Plaiuiing
Commission by resolution 97-49 on July 11, 1997. A task force made up of representatives
from the District 1 and District 2 Community Councils, the North East Neighborhoods
Development Corporation, the White Bear Avenue Business Associauon, and other
neighborhood residents, business owners, and institutions met over a period of three years to
develop the plan. The task force was co-chaired by a member of the Plavning Commission.
The Plan and 40-Acre Study was approved by the District 2 Community Council on September
20, 2000 and by the Disuict 1 Community Council on December 18, 2000.

Subdivision 10. 60.950 White Bear Avenue Overlay District
Sec.60.951 General provisions.
(a) Fstablishment of overlay district; intent. There is hereby established within the City of
Saint Paul a special zoning district which shall be known as the White Bear Avenue
Overlay District (WBD). This district is established to implement the White Bear
Avenue Small Area Plan, maintain a unique character, to promote mixed use
development, and to protect public health, safety and welfare within the designated
district.
(b) Relationship to other applicable regulations. Properry located within the overlay
district shall be subject to the provisions of the primary zoning district and the new
overlay district. Because overlay district regulations may be more or less restrictive
than the primary zoning district, where provisions of the overlay district conflict with
the primary zoning disuict, the provisions of the overlay disuict shall govern.
(c) Established boundaries. Overlay district boundaries shall be as specified in the overlay
district regulations. The overlay disuict designation shall be shown on the zoning map
(Attachment A) in addition to the underlying zoning district designation (Zoning Maps
7, 15, 23).
Sec. 60.952. White Bear Avenue Overlay District.
(a) Purpose. The White Bear Avenue Overlay District (WBOD) is designed to facilitate
irnplementation of recommendations in the White Bear Avenue Small Area Plan.
Redevelopment in the district shall be designed to enhance the livability of the area, to
reduce adverse traffic and pazking conditions and to create building uses and space
consistent and compatible with the architecture of Saint Paul.
(b) Established boundaries. The boundaries of the White Bear Avenue Overlay District
shall be the area shown on the official zoning map.
(c) Prohibited uses. The following uses shall be prohibited in the White Bear Avenue
Overlay District:
(1) Cuirency exchange businesses.
�2) Pawn shops.
(3) Cellular telephone antennas not located on an existing structure.
(4) Furishing shops.
(5) Recycling collection centers.
(6) Outdoor sales space for the sale or rental of new, secondhand, or pawned
automobiles, trucks, motorcycles, trailers, or boats. Except that car rental offices
with 6 or fewer passenger vehicles may be permitted, subject to a special condition
use permit.
(d) Building regulations. The following build'mg regulations shall pertain to the White

Bear Avenue Overlay District.
(1) Commercial buildings should be built as close to the sidewalk as possible.
(2) Fencing on White Beaz Avenue sl�all:
� act as a unifying element on the street, with commercial and residential designs
relating to each other.
� be adaptable, e.g. fencing might top a wall or be freestanding;
� be constructed of high quality and low maintenance materials, e.g. wood for
residenrial uses and ornamental iron for institutional and business uses (not
including chain link fencing);
� relate to the street by limiting maximum heights along White Bear Avenue to
three (3) feet.
(3) Walls shall be:
� constructed of high quality, low maintenance materials, including natural stone
and precast concrete systems;
� compatible with their surroundings;
► capable of being integrated with fencing and landscape materials.
(e) Accessory parking regulations. The following accessory parking regulations shall apply
to the White Bear Avenue Overlay District:
(1) Location: All on site accessory parking areas and structures shall be located to the
side or rear of the principal building or use served. Buildings on corner lots shall,
to the extent possible, locate the principal building at the corner with accessory
parking to the side and rear. Buildings on lots with frontage on three or more sides
shall develop a plan that best meets the goals and intent of the White Bear Avenue
Small Area Plan and this overly district.
(2) Quantity: Parking shall be provided as the zoning requires for each use, except as
follows:
a. For retail, medical, service and office uses, if a transit shelter is provided on
site then required parking spaces shall be reduced by five (5) percent but not to
exceed five (5) spaces total;
b. For retail, medical, service, and office uses, required parking may be reduced
by the establishment of a parking district far the purposes of sharing parking
within one shopping area; puking areas must be clearly identified and provided
with dedicated pedestrian links to the street; the establislunent of a commercial
parking district to allow a reduction in pazking required shall be subject to
review and approval by the planning commission.
c. The development of shared parking is allowed as regulated in Sec. 60.413(15)
and 62.103(7). Additionally, medical and service uses may participate in a
shared parking agreement provided that it can be demonstrated that there will be
adequate parking in combination with the other uses listed in Sec. 22.103(7).
(3) Parking structures fronting along public streets shall comply with the following:
a. Durable maintainable materials (stone, brick, architecturally finished precast
concrete or similar materials equal or better in quality) shall be used for parking

structure exteriors.
b. A landscaped setback area of at least five (5) feet shall be provided between the
parking structure and public sidewalk. Landscaped azeas shall be urigated by
underground watering systems.
(fl Landscaping regulations.
Street trees and landscaping must be designed with the long term health of the plants in
mind. Street trees should be planted along the entire length of White Bear Avenue,
making sure that there is sufficient room for root growth and including an irrigation
system when necessary. Generous planting beds are preferable to tree grates. Other
landscaping should be hardy and prnnarily native.
(1) At least fifty (50) percent of all landscaped areas should be planted with species
native to Minnesota.
(2) Where nonnative species are planted, no exotic invasive species shall be used, for
example, European buckthorn and Tartarian honeysuckle.
(3) Wherever possible, connect new landscape areas to existing or neighboring planted
areas for landscape connectivity.
(4) In areas of screening, the landscap9ng shall favor planting beds of trees with shrubs
in order to have upper and lower plant material.
(5) The greatest extent possible, existing healthy native trees and vegetation shall be
retained.

R'HITE BEAR AVENUE SPECIAL DISTRICT SIGN PLAN
INTENT AND PURPOSE
The VJhite Bear Avenue Special District Sign Plan, as provided in Section 66.216 of the
Zoning Code, is intended to provide sign controls for the White Bear Avenue corridor. These
controls will enhance the unique character and idenrity of White Bear Avenue, reduce sign
clutter, and provide strong, clear identification of businesses. They recognize the need of
businesses to be visible to the high volume of traffic that uses White Bear Avenue. The sign
plan provides a unified fram�ework for the sign systems of the various commercial nodes (e.g.
Minnehaha, 7�' Street, Hillcrest, etc.), which will fit the architecture of the buildings, clearly
identify businesses, and enhance the image of the business districts and foster pride in the
adjacent neighborhoods.
AREA DESCRIPTION
The area covered by this plan includes commercial property along White Bear Avenue from
Larpenteur to I-94. The area generally extends one-half block east and west of White Bear
Avenue, but extends as needed to encompass commercial nodes.

INTERPRETATION AND DEFINITIONS
The provisions of this Special Disttict Sign Plan aze supplementary to the provisions of
Chapter 66, Signs, of the Zoning Cade. The provisions of this Sign Plan that are more
restrictive than provisions of Chapter 66 shall prevail and supersede the provisions of Chapter
66.
All words and terms shall be defined as in Chapter 66 of the Zoning Code of the City of Saint
Paul. The word shall is mandatory; the word should is advisory.
ADVERTISING SIGNS
Advertising signs shall be regulated through the Greater East Side Special District Sign Plan.
BUSINESS SIGNS
Business signs are necessary for the viability of the commercial areas on White Bear Avenue.
They inform customers about the type of business and its location. The name of the business
should be highlighted. In general, words and symbols should take no more than 40 percent of
the total area of a sign. Signs with light letters on a dark background are easier to spot on a
busy street. Sign colors and materials should be compatible with the building and surrounding
environment. To maximi�� the effect of the graphics, the number of colors should be ininimal.
Lighting of signs should be carefully considered; internally lit electric signs aze discouraged.

business on the premises where the sign is placed
are prohibited. These signs, which are often
provided by product suppliers, fail to highlight the
unportant information - the business name - and

building and used to match rooflines and unify sign
bands on adjacent buildings. Roof signs shall not be used for advertising.
3. Wall signs shall cover neither windows nor architectural trim and detail. Wall signs
should be located on the bands of building facades: over the entry, over windows, or
between windows. Because wall signs are almost always seen from an angle, extended
typefaces should be used. Viewing from an angle d'uniuishes the apparent width and
spacing of the letters.
Signs painted d'uectly on the wall of a building shall not be permitted. Signs painted
d'uectly on the wall of a building defaces the building. Tenants may move and the
painted wall sign may be left to mis-identify a new tenant or to peel and become

unsightly.
4. Ground signs are recommended for institurional, professional and industrial buildings.
Ground signs for individual establishments should be used only when a building is set
back 15 feet or more from the street right-of-way. Ground signs for individual
establishments shall be placed parallel to the street.
5. Grouped signs are used to idenrify multiple businesses in a
larger building or contiguous buildings. They are
recommended when individual projecting signs would block
each other. Grouped signs may be used for businesses that
are not d'arectly accessible from the public sidewalk. Thep
shall be placed within a common framework and may be
placed perpendicular to the street.

6. Projecting signs are effective for both vehicular and pedestrian traffic, but they also
tend to obstruct the view of other signs and are a major source of sign clutter.
Projecting signs that display a symbolic or business name are permitted. No more than
one projecting sign per 40 feet shall be permitted. Multiple businesses closer to one
another than 40 feet shall not use projecting signs.
7. Pole signs can bring a business with a setback up to the street. Like projecting signs,
pole signs are effective for both vehicular and pedestrian traffic, but they also can be a
source of sign clutter. Pole signs are permitted for individual buildings that are
occupied by a single business and that have a setback from the street right-of-way of 35
feet or more. Pole signs shall use as little structure as possible, shall be stationary, and
shall be no higher than 20 feet above grade at the highest point. Structural elements of
the sign should be painted black or another dark colar.

Permanent window signs are pernutted and shall not exceed 10% of the store window
glass area.
Portable signs shall not be pernutted in the White Bear Avenue Sign District.
10. Banners identifying White Bear Avenue business disuicts attached to street lights are
pernutted. They shall be designed with a common shape within the Sign District, while
patterns may reflect the neighborhood designation.

The Planning Commission initiated a small azea plan for White Bear Avenue from I-94 to Larpenteur. A task force of
citizens, businesses, and institutional representarives met and developed the small area plan and 40-Acre study
recommendations. The Planning Commission held a public heazing on these items on April 13, 2001, and recommended
approval of the small area plan summary and 40-Acre study on April 27, 2001. The plan and 40-acre study lay out
recommendations for improving White Beaz Avenue and provide zoning changes that will help to accomplish this goal. The
summary and 40-acre study need to be adopted by the City Council to become official city policy.

White Bear Avenue will have a set of policy and zoning changes designed to improve the safety, functioning, and appeazance
of the street, and the work of the citizens who developed the plan will be brought to fruitian. The moratorium on building
permits for White Beaz will be discontinued. Zoning will more accurately reflect uses on the Avenue, and the overlay
districts will improve the appearance and mix of uses on the street. These changes will work in concert with the Smart
' Growth Twin Cities opportunity site planning process currently underway for the Hillcrest area.

It is my pleasure to transmit to you, for your review and final action, the Area Plan
Sununary of the White Bear Avenue Small Area Plan and the accompanying 40-Acre
Study.
As many of you know, this plan was nutiated by the Plaiuiing Commission in 1997.
During the past few years, the Sma11 Area Plan Task Force and the Community Councils
for Districts 1 and 2 have worked hard on developing a vision of an improved, more
attractive White Bear Avenue, while realizing that it is also a major traffic artery on the
East Side. Their goal is to create a revitalized commercial corridor that is safer for
motorists, pedestrians, and transit users. Because of the hard wark of the Small Area Plan
Task Force and the White Beaz Avenue Business Association, the Metropolitan Council
has designated the Hillcrest node at the north end of the study area as a Smart Growth
Twin Cities opportunity site. The nationally known consulting group, Calthotpe and
Associates, will be participating with local consultants and neighborhood residents and
businesses to fiu4her the goals of the community, the city, and the region. The
accompanying 40-Acre Study zoning changes will set the stage for this effort, and will
have a positive impact on the rest of White Beaz Avenue as well.
I recommend this plan sununary and 40-Acre Study for your adopfion and commend the
White Beaz Avenue businesses, residents, and institutions as well as the Planning
Commission for their hard work.

462355(2) and Chapter 107 of the Saint Paul Administrative Code, to recommend to the Mayor
and City Councii amendments to the comprehensive plan; and •
WHEREAS, the Saint Paul Planning Commission, on July 11,1997, initiated work on the White
Bear Avenue Sma11 Area Plan; and
WIIEREAS, the task force completed its work in September, 2001 and submitted its work to the
Distzict 1 and District 2 Community Councils for zeview; and
WIIEREAS, the District 2 Community Council recommended that the Pianning Commission
approve the plan on September 20, 2000 and the District 1 Community Council did the same on
December 18, 2000; and
WHEREAS, the Commission held a public hearing on the plan on April 13, 2001, notice of
which was published in the Saint Paul Legal Ledger on Mazch 22, 2001; and
' WI�IEREAS, at the conclusion of the hearing, the Commission referred the plan and testimony to
the Neighborhood and Current Planning Committee for review and recommendation; and
WHEREAS, testimony presented at the public hearing was considered by the Neighborhood and

This summary appends to the Comprehensive Plan the community vision for the improvement of
White Bear Avenue and the homes and businesses along it.
I.ocation
The White Bear Avenue study area encompasses one block either side of White Bear Avenue
from Larpenteur Avenue on the north to I-94 on the south.
Goal/Vision
Improve White Bear Avenue from I-94 to Larpenteur, making it a safer, more attractive and
inviting street for residents, businesses, shoppers, and motorists and a greater asset to the
neighborhoods through which it runs.

Specific Recommendations and Implementation Steps
Street Desigrz
White Bear Avenue should be reconstructed with two through lanes in each direction. The
street should not be widened except at key intersections where left turn lanes aze recommended
to reduce the number of accidents:
O White Bear Avenue at Old Hudson Road;
O White Bear Avenue at Minnehaha;
O White Beaz Avenue at East Seventh Street and Stillwater Avenue; and
O White Bear Avenue at Maryland Avenue.
The intersection of Case, Ames Place, and Wlute Bear Avenue should be made safer by
closing off access from Ames Place to Wh3te Bear Avenue using a cul de sac on Ames Place
(see Figure 1).
Street reconstruction should also include installation of lantern lighting along the full length of
the study area, with double lantern lights at key areas; crosswalks should be clearly marked
with continental striping; street trees should be planted along the entire length of the street; and
the railroad bridge should add decorative elements that improve its appearance and its function
as a link between schools and neighborhoods.
Other street recommendations include eliminating on street parking in the study area;
providing addiuonal off-street parking for businesses where possible and encouraging shared
parking among businesses; constructing fences and walls that are decorative and of high gualiry
as well as functional; adding durable, well-designed, and coordinated street furnishings; and
providing a way to maintani these improvements. The plan also recommends working to bury
utility lines or relocating them.
Commercial Recommendations
The plan encourages the existing arganizations, including the district councils, the White Bear
Avenue Business Association, and the community development corporation to work on
maintenance of property, facade improvements, joint activities, and marketing the avenue in
accordance with the Retail Potential Study conducted by MaYfield Research, Inc.
Land Use Recommendations
The plan includes a 40-acre study that proposes rezonings that more accurately reflect current
uses. No uses are made nonconfornung by these rezonings. The proposed rezonings are
shown on the attached map. The plan also includes a special district sign plan that provides
additional regulations to make s3gns along White Bear Avenue more attractive and effecfive far
businesses, motorists, and pedestrians and an overlay zoning district that ensures a more
neighborhood-oriented commercial district.
Redevelopment Recommendation
The plan includes a proposed redevelopment plan for the Hillcrest area. The redevelopment

district outlined in the plan should be an attracuve gateway to the city and neighborhood. 1Vew
development should balance land uses by adding housing and reducing the total amount of
commercial space. The business district is envisioned as a vital community business center
that serves a variety of local needs in an environment more amactive and comfortable for
pedestrians. The plan area also needs to be designed to enhance the existing and proposed
transit service for the Hillcrest azea.
City Action
Actions the City of Saint Paul can take to help implement this plan are:
For the Public VJorks Department:
O Work with Ramsey Counry on reconstructing White Bear Avenue according to the
plan's recommendations, including left turn lanes, street lighting, and crosswalk
markings.
O Create a clearer, safer intersection at Case/Ames Place/White Bear Avenue by closing
Ames Place with a cul de sac.
O Work with Ramsey County to close off unneeded driveways, alleys, and business
entrances on White Bear Avenue.
O Ban on-street parking on White Bear Avenue.
O Improve transit stops in coordination with Metro Transit.
O L,ocate the bicycle route along Ruth and Hazel streets,Furness Parkway, and the former
street car right-of-way between Maryland Avenue and Ivy Avenue.
O Improve design of bridges and bridge approaches as opportunities arise.
For other City departments and elected officials:
O Improve enforcement of traffic laws.
O Help to develop shared parking arrangements where possible.
O Ensure that the East Side is well-served by transit.
O Help preserve existing housing.
O Adopt the accompanying 40-Acre Study, the special district sign plan, and the
redevelopment plan.
O Work with the City of Maplewood to make the Hillcrest Village area a stronger
entrance to both cities and a more pedestrian-friendly, compact, mixed use
development.
O Stricfly interpret and enforce the existing distance requirements for pawn shops,
currency exchanges, and similar uses and not approve variances to these requirements.
O Explore cl�anges to the zoning code that would further regulate the location options for
pawn shops, currency exchanges, and similar uses.
Planning Commission Findings
The Plaiuung Commission fmds:
1. The White Bear Avenue Plan is consistent with the Saint Paul Comprehensive Plan.
2. The Plan Sutnmary should be adopted as an addendum to the Comprehensive Plan.
3. The rezonings in the 40-Acre Study provide assurance that White Bear Avenue will
remain a mixed use street, are consistent with the Comprehensive Plan, and should be

adopted by the City Council.
4. The zoning overlay districts (White Bear Avenue Overlay District and Hillcrest Village
Overlay District) are consistent with the Comprehensive Plan and will help to stabilize
the properties along the street. A provision should be added to the building regulations
stating that commercial buildings should be built as close to the sidewalk as is practical.
The boundary line between the two districts should be moved 1 block south, to Nevada
Ave. The pazking lots adjacent to commercial uses on White Bear Avenue should be
included in the overlay districts.
5. The special district sign plan should be adopted by the City Council. The advisory
minimum building setback for buildings with ground signs should be reduced to 15
feet.
6. Between Old Hudson Road and East Third Street, on-street parking should be banned
between the hours of 7 a.m. and 7 p. m. Monday through Friday. Areas along this part
of White Bear Avenue currently signed for no parking any time will not be changed.
7. The Redevelopment Plan for the Hillcrest Village Area is consistent with the
Comprehensive Plan and is recommended for adoption by the Hous3ng and
Redevelopment Authoriry. The boundary should be extended one block south to Nevada
Avenue.
8. When new development occurs along White Bear Avenue, negotiations for up to 10 feet
of additional right of way to accommodate pedestrian amenities (not traffic lane
widening) should be part of the ciry's request to developers.
Planning Process
The Wlute Bear Avenue Small Area Plan and 40-Acre Study was initiated by the Plaiuiing
Commission by resolution 97-49 on July 11, 1997. A task force made up of representatives
from the District 1 and District 2 Community Councils, the North East Neighborhoods
Development Corporation, the White Bear Avenue Business Associauon, and other
neighborhood residents, business owners, and institutions met over a period of three years to
develop the plan. The task force was co-chaired by a member of the Plavning Commission.
The Plan and 40-Acre Study was approved by the District 2 Community Council on September
20, 2000 and by the Disuict 1 Community Council on December 18, 2000.

Subdivision 10. 60.950 White Bear Avenue Overlay District
Sec.60.951 General provisions.
(a) Fstablishment of overlay district; intent. There is hereby established within the City of
Saint Paul a special zoning district which shall be known as the White Bear Avenue
Overlay District (WBD). This district is established to implement the White Bear
Avenue Small Area Plan, maintain a unique character, to promote mixed use
development, and to protect public health, safety and welfare within the designated
district.
(b) Relationship to other applicable regulations. Properry located within the overlay
district shall be subject to the provisions of the primary zoning district and the new
overlay district. Because overlay district regulations may be more or less restrictive
than the primary zoning district, where provisions of the overlay district conflict with
the primary zoning disuict, the provisions of the overlay disuict shall govern.
(c) Established boundaries. Overlay district boundaries shall be as specified in the overlay
district regulations. The overlay disuict designation shall be shown on the zoning map
(Attachment A) in addition to the underlying zoning district designation (Zoning Maps
7, 15, 23).
Sec. 60.952. White Bear Avenue Overlay District.
(a) Purpose. The White Bear Avenue Overlay District (WBOD) is designed to facilitate
irnplementation of recommendations in the White Bear Avenue Small Area Plan.
Redevelopment in the district shall be designed to enhance the livability of the area, to
reduce adverse traffic and pazking conditions and to create building uses and space
consistent and compatible with the architecture of Saint Paul.
(b) Established boundaries. The boundaries of the White Bear Avenue Overlay District
shall be the area shown on the official zoning map.
(c) Prohibited uses. The following uses shall be prohibited in the White Bear Avenue
Overlay District:
(1) Cuirency exchange businesses.
�2) Pawn shops.
(3) Cellular telephone antennas not located on an existing structure.
(4) Furishing shops.
(5) Recycling collection centers.
(6) Outdoor sales space for the sale or rental of new, secondhand, or pawned
automobiles, trucks, motorcycles, trailers, or boats. Except that car rental offices
with 6 or fewer passenger vehicles may be permitted, subject to a special condition
use permit.
(d) Building regulations. The following build'mg regulations shall pertain to the White

Bear Avenue Overlay District.
(1) Commercial buildings should be built as close to the sidewalk as possible.
(2) Fencing on White Beaz Avenue sl�all:
� act as a unifying element on the street, with commercial and residential designs
relating to each other.
� be adaptable, e.g. fencing might top a wall or be freestanding;
� be constructed of high quality and low maintenance materials, e.g. wood for
residenrial uses and ornamental iron for institutional and business uses (not
including chain link fencing);
� relate to the street by limiting maximum heights along White Bear Avenue to
three (3) feet.
(3) Walls shall be:
� constructed of high quality, low maintenance materials, including natural stone
and precast concrete systems;
� compatible with their surroundings;
► capable of being integrated with fencing and landscape materials.
(e) Accessory parking regulations. The following accessory parking regulations shall apply
to the White Bear Avenue Overlay District:
(1) Location: All on site accessory parking areas and structures shall be located to the
side or rear of the principal building or use served. Buildings on corner lots shall,
to the extent possible, locate the principal building at the corner with accessory
parking to the side and rear. Buildings on lots with frontage on three or more sides
shall develop a plan that best meets the goals and intent of the White Bear Avenue
Small Area Plan and this overly district.
(2) Quantity: Parking shall be provided as the zoning requires for each use, except as
follows:
a. For retail, medical, service and office uses, if a transit shelter is provided on
site then required parking spaces shall be reduced by five (5) percent but not to
exceed five (5) spaces total;
b. For retail, medical, service, and office uses, required parking may be reduced
by the establishment of a parking district far the purposes of sharing parking
within one shopping area; puking areas must be clearly identified and provided
with dedicated pedestrian links to the street; the establislunent of a commercial
parking district to allow a reduction in pazking required shall be subject to
review and approval by the planning commission.
c. The development of shared parking is allowed as regulated in Sec. 60.413(15)
and 62.103(7). Additionally, medical and service uses may participate in a
shared parking agreement provided that it can be demonstrated that there will be
adequate parking in combination with the other uses listed in Sec. 22.103(7).
(3) Parking structures fronting along public streets shall comply with the following:
a. Durable maintainable materials (stone, brick, architecturally finished precast
concrete or similar materials equal or better in quality) shall be used for parking

structure exteriors.
b. A landscaped setback area of at least five (5) feet shall be provided between the
parking structure and public sidewalk. Landscaped azeas shall be urigated by
underground watering systems.
(fl Landscaping regulations.
Street trees and landscaping must be designed with the long term health of the plants in
mind. Street trees should be planted along the entire length of White Bear Avenue,
making sure that there is sufficient room for root growth and including an irrigation
system when necessary. Generous planting beds are preferable to tree grates. Other
landscaping should be hardy and prnnarily native.
(1) At least fifty (50) percent of all landscaped areas should be planted with species
native to Minnesota.
(2) Where nonnative species are planted, no exotic invasive species shall be used, for
example, European buckthorn and Tartarian honeysuckle.
(3) Wherever possible, connect new landscape areas to existing or neighboring planted
areas for landscape connectivity.
(4) In areas of screening, the landscap9ng shall favor planting beds of trees with shrubs
in order to have upper and lower plant material.
(5) The greatest extent possible, existing healthy native trees and vegetation shall be
retained.

R'HITE BEAR AVENUE SPECIAL DISTRICT SIGN PLAN
INTENT AND PURPOSE
The VJhite Bear Avenue Special District Sign Plan, as provided in Section 66.216 of the
Zoning Code, is intended to provide sign controls for the White Bear Avenue corridor. These
controls will enhance the unique character and idenrity of White Bear Avenue, reduce sign
clutter, and provide strong, clear identification of businesses. They recognize the need of
businesses to be visible to the high volume of traffic that uses White Bear Avenue. The sign
plan provides a unified fram�ework for the sign systems of the various commercial nodes (e.g.
Minnehaha, 7�' Street, Hillcrest, etc.), which will fit the architecture of the buildings, clearly
identify businesses, and enhance the image of the business districts and foster pride in the
adjacent neighborhoods.
AREA DESCRIPTION
The area covered by this plan includes commercial property along White Bear Avenue from
Larpenteur to I-94. The area generally extends one-half block east and west of White Bear
Avenue, but extends as needed to encompass commercial nodes.

INTERPRETATION AND DEFINITIONS
The provisions of this Special Disttict Sign Plan aze supplementary to the provisions of
Chapter 66, Signs, of the Zoning Cade. The provisions of this Sign Plan that are more
restrictive than provisions of Chapter 66 shall prevail and supersede the provisions of Chapter
66.
All words and terms shall be defined as in Chapter 66 of the Zoning Code of the City of Saint
Paul. The word shall is mandatory; the word should is advisory.
ADVERTISING SIGNS
Advertising signs shall be regulated through the Greater East Side Special District Sign Plan.
BUSINESS SIGNS
Business signs are necessary for the viability of the commercial areas on White Bear Avenue.
They inform customers about the type of business and its location. The name of the business
should be highlighted. In general, words and symbols should take no more than 40 percent of
the total area of a sign. Signs with light letters on a dark background are easier to spot on a
busy street. Sign colors and materials should be compatible with the building and surrounding
environment. To maximi�� the effect of the graphics, the number of colors should be ininimal.
Lighting of signs should be carefully considered; internally lit electric signs aze discouraged.

bands on adjacent buildings. Roof signs shall not be used for advertising.
3. Wall signs shall cover neither windows nor architectural trim and detail. Wall signs
should be located on the bands of building facades: over the entry, over windows, or
between windows. Because wall signs are almost always seen from an angle, extended
typefaces should be used. Viewing from an angle d'uniuishes the apparent width and
spacing of the letters.
Signs painted d'uectly on the wall of a building shall not be permitted. Signs painted
d'uectly on the wall of a building defaces the building. Tenants may move and the
painted wall sign may be left to mis-identify a new tenant or to peel and become

4. Ground signs are recommended for institurional, professional and industrial buildings.
Ground signs for individual establishments should be used only when a building is set
back 15 feet or more from the street right-of-way. Ground signs for individual

5. Grouped signs are used to idenrify multiple businesses in a
larger building or contiguous buildings. They are
recommended when individual projecting signs would block
each other. Grouped signs may be used for businesses that
are not d'arectly accessible from the public sidewalk. Thep

placed perpendicular to the street.

6. Projecting signs are effective for both vehicular and pedestrian traffic, but they also
tend to obstruct the view of other signs and are a major source of sign clutter.
Projecting signs that display a symbolic or business name are permitted. No more than
one projecting sign per 40 feet shall be permitted. Multiple businesses closer to one
another than 40 feet shall not use projecting signs.
7. Pole signs can bring a business with a setback up to the street. Like projecting signs,
pole signs are effective for both vehicular and pedestrian traffic, but they also can be a
source of sign clutter. Pole signs are permitted for individual buildings that are
occupied by a single business and that have a setback from the street right-of-way of 35
feet or more. Pole signs shall use as little structure as possible, shall be stationary, and
shall be no higher than 20 feet above grade at the highest point. Structural elements of
the sign should be painted black or another dark colar.

The Planning Commission initiated a small azea plan for White Bear Avenue from I-94 to Larpenteur. A task force of
citizens, businesses, and institutional representarives met and developed the small area plan and 40-Acre study
recommendations. The Planning Commission held a public heazing on these items on April 13, 2001, and recommended
approval of the small area plan summary and 40-Acre study on April 27, 2001. The plan and 40-acre study lay out
recommendations for improving White Beaz Avenue and provide zoning changes that will help to accomplish this goal. The
summary and 40-acre study need to be adopted by the City Council to become official city policy.

White Bear Avenue will have a set of policy and zoning changes designed to improve the safety, functioning, and appeazance
of the street, and the work of the citizens who developed the plan will be brought to fruitian. The moratorium on building
permits for White Beaz will be discontinued. Zoning will more accurately reflect uses on the Avenue, and the overlay
districts will improve the appearance and mix of uses on the street. These changes will work in concert with the Smart
' Growth Twin Cities opportunity site planning process currently underway for the Hillcrest area.

It is my pleasure to transmit to you, for your review and final action, the Area Plan
Sununary of the White Bear Avenue Small Area Plan and the accompanying 40-Acre
Study.
As many of you know, this plan was nutiated by the Plaiuiing Commission in 1997.
During the past few years, the Sma11 Area Plan Task Force and the Community Councils
for Districts 1 and 2 have worked hard on developing a vision of an improved, more
attractive White Bear Avenue, while realizing that it is also a major traffic artery on the
East Side. Their goal is to create a revitalized commercial corridor that is safer for
motorists, pedestrians, and transit users. Because of the hard wark of the Small Area Plan
Task Force and the White Beaz Avenue Business Association, the Metropolitan Council
has designated the Hillcrest node at the north end of the study area as a Smart Growth
Twin Cities opportunity site. The nationally known consulting group, Calthotpe and
Associates, will be participating with local consultants and neighborhood residents and
businesses to fiu4her the goals of the community, the city, and the region. The
accompanying 40-Acre Study zoning changes will set the stage for this effort, and will
have a positive impact on the rest of White Beaz Avenue as well.
I recommend this plan sununary and 40-Acre Study for your adopfion and commend the
White Beaz Avenue businesses, residents, and institutions as well as the Planning
Commission for their hard work.

WHEREAS, the Saint Paul Planning Commission, on July 11,1997, initiated work on the White
Bear Avenue Sma11 Area Plan; and
WIIEREAS, the task force completed its work in September, 2001 and submitted its work to the
Distzict 1 and District 2 Community Councils for zeview; and
WIIEREAS, the District 2 Community Council recommended that the Pianning Commission
approve the plan on September 20, 2000 and the District 1 Community Council did the same on
December 18, 2000; and
WHEREAS, the Commission held a public hearing on the plan on April 13, 2001, notice of
which was published in the Saint Paul Legal Ledger on Mazch 22, 2001; and
' WI�IEREAS, at the conclusion of the hearing, the Commission referred the plan and testimony to
the Neighborhood and Current Planning Committee for review and recommendation; and

This summary appends to the Comprehensive Plan the community vision for the improvement of
White Bear Avenue and the homes and businesses along it.
I.ocation
The White Bear Avenue study area encompasses one block either side of White Bear Avenue
from Larpenteur Avenue on the north to I-94 on the south.
Goal/Vision
Improve White Bear Avenue from I-94 to Larpenteur, making it a safer, more attractive and
inviting street for residents, businesses, shoppers, and motorists and a greater asset to the
neighborhoods through which it runs.

Specific Recommendations and Implementation Steps
Street Desigrz
White Bear Avenue should be reconstructed with two through lanes in each direction. The
street should not be widened except at key intersections where left turn lanes aze recommended
to reduce the number of accidents:
O White Bear Avenue at Old Hudson Road;
O White Bear Avenue at Minnehaha;
O White Beaz Avenue at East Seventh Street and Stillwater Avenue; and
O White Bear Avenue at Maryland Avenue.
The intersection of Case, Ames Place, and Wlute Bear Avenue should be made safer by
closing off access from Ames Place to Wh3te Bear Avenue using a cul de sac on Ames Place
(see Figure 1).
Street reconstruction should also include installation of lantern lighting along the full length of
the study area, with double lantern lights at key areas; crosswalks should be clearly marked
with continental striping; street trees should be planted along the entire length of the street; and
the railroad bridge should add decorative elements that improve its appearance and its function
as a link between schools and neighborhoods.
Other street recommendations include eliminating on street parking in the study area;
providing addiuonal off-street parking for businesses where possible and encouraging shared
parking among businesses; constructing fences and walls that are decorative and of high gualiry
as well as functional; adding durable, well-designed, and coordinated street furnishings; and
providing a way to maintani these improvements. The plan also recommends working to bury
utility lines or relocating them.
Commercial Recommendations
The plan encourages the existing arganizations, including the district councils, the White Bear
Avenue Business Association, and the community development corporation to work on
maintenance of property, facade improvements, joint activities, and marketing the avenue in
accordance with the Retail Potential Study conducted by MaYfield Research, Inc.
Land Use Recommendations
The plan includes a 40-acre study that proposes rezonings that more accurately reflect current
uses. No uses are made nonconfornung by these rezonings. The proposed rezonings are
shown on the attached map. The plan also includes a special district sign plan that provides
additional regulations to make s3gns along White Bear Avenue more attractive and effecfive far
businesses, motorists, and pedestrians and an overlay zoning district that ensures a more
neighborhood-oriented commercial district.
Redevelopment Recommendation
The plan includes a proposed redevelopment plan for the Hillcrest area. The redevelopment

district outlined in the plan should be an attracuve gateway to the city and neighborhood. 1Vew
development should balance land uses by adding housing and reducing the total amount of
commercial space. The business district is envisioned as a vital community business center
that serves a variety of local needs in an environment more amactive and comfortable for
pedestrians. The plan area also needs to be designed to enhance the existing and proposed
transit service for the Hillcrest azea.
City Action
Actions the City of Saint Paul can take to help implement this plan are:
For the Public VJorks Department:
O Work with Ramsey Counry on reconstructing White Bear Avenue according to the
plan's recommendations, including left turn lanes, street lighting, and crosswalk
markings.
O Create a clearer, safer intersection at Case/Ames Place/White Bear Avenue by closing
Ames Place with a cul de sac.
O Work with Ramsey County to close off unneeded driveways, alleys, and business
entrances on White Bear Avenue.
O Ban on-street parking on White Bear Avenue.
O Improve transit stops in coordination with Metro Transit.
O L,ocate the bicycle route along Ruth and Hazel streets,Furness Parkway, and the former
street car right-of-way between Maryland Avenue and Ivy Avenue.
O Improve design of bridges and bridge approaches as opportunities arise.
For other City departments and elected officials:
O Improve enforcement of traffic laws.
O Help to develop shared parking arrangements where possible.
O Ensure that the East Side is well-served by transit.
O Help preserve existing housing.
O Adopt the accompanying 40-Acre Study, the special district sign plan, and the
redevelopment plan.
O Work with the City of Maplewood to make the Hillcrest Village area a stronger
entrance to both cities and a more pedestrian-friendly, compact, mixed use
development.
O Stricfly interpret and enforce the existing distance requirements for pawn shops,
currency exchanges, and similar uses and not approve variances to these requirements.
O Explore cl�anges to the zoning code that would further regulate the location options for
pawn shops, currency exchanges, and similar uses.
Planning Commission Findings
The Plaiuung Commission fmds:
1. The White Bear Avenue Plan is consistent with the Saint Paul Comprehensive Plan.
2. The Plan Sutnmary should be adopted as an addendum to the Comprehensive Plan.
3. The rezonings in the 40-Acre Study provide assurance that White Bear Avenue will
remain a mixed use street, are consistent with the Comprehensive Plan, and should be

adopted by the City Council.
4. The zoning overlay districts (White Bear Avenue Overlay District and Hillcrest Village
Overlay District) are consistent with the Comprehensive Plan and will help to stabilize
the properties along the street. A provision should be added to the building regulations
stating that commercial buildings should be built as close to the sidewalk as is practical.
The boundary line between the two districts should be moved 1 block south, to Nevada
Ave. The pazking lots adjacent to commercial uses on White Bear Avenue should be
included in the overlay districts.
5. The special district sign plan should be adopted by the City Council. The advisory
minimum building setback for buildings with ground signs should be reduced to 15
feet.
6. Between Old Hudson Road and East Third Street, on-street parking should be banned
between the hours of 7 a.m. and 7 p. m. Monday through Friday. Areas along this part
of White Bear Avenue currently signed for no parking any time will not be changed.
7. The Redevelopment Plan for the Hillcrest Village Area is consistent with the
Comprehensive Plan and is recommended for adoption by the Hous3ng and
Redevelopment Authoriry. The boundary should be extended one block south to Nevada
Avenue.
8. When new development occurs along White Bear Avenue, negotiations for up to 10 feet
of additional right of way to accommodate pedestrian amenities (not traffic lane
widening) should be part of the ciry's request to developers.
Planning Process
The Wlute Bear Avenue Small Area Plan and 40-Acre Study was initiated by the Plaiuiing
Commission by resolution 97-49 on July 11, 1997. A task force made up of representatives
from the District 1 and District 2 Community Councils, the North East Neighborhoods
Development Corporation, the White Bear Avenue Business Associauon, and other
neighborhood residents, business owners, and institutions met over a period of three years to
develop the plan. The task force was co-chaired by a member of the Plavning Commission.
The Plan and 40-Acre Study was approved by the District 2 Community Council on September
20, 2000 and by the Disuict 1 Community Council on December 18, 2000.

Subdivision 10. 60.950 White Bear Avenue Overlay District
Sec.60.951 General provisions.
(a) Fstablishment of overlay district; intent. There is hereby established within the City of
Saint Paul a special zoning district which shall be known as the White Bear Avenue
Overlay District (WBD). This district is established to implement the White Bear
Avenue Small Area Plan, maintain a unique character, to promote mixed use
development, and to protect public health, safety and welfare within the designated
district.
(b) Relationship to other applicable regulations. Properry located within the overlay
district shall be subject to the provisions of the primary zoning district and the new
overlay district. Because overlay district regulations may be more or less restrictive
than the primary zoning district, where provisions of the overlay district conflict with
the primary zoning disuict, the provisions of the overlay disuict shall govern.
(c) Established boundaries. Overlay district boundaries shall be as specified in the overlay
district regulations. The overlay disuict designation shall be shown on the zoning map
(Attachment A) in addition to the underlying zoning district designation (Zoning Maps
7, 15, 23).
Sec. 60.952. White Bear Avenue Overlay District.
(a) Purpose. The White Bear Avenue Overlay District (WBOD) is designed to facilitate
irnplementation of recommendations in the White Bear Avenue Small Area Plan.
Redevelopment in the district shall be designed to enhance the livability of the area, to
reduce adverse traffic and pazking conditions and to create building uses and space
consistent and compatible with the architecture of Saint Paul.
(b) Established boundaries. The boundaries of the White Bear Avenue Overlay District
shall be the area shown on the official zoning map.
(c) Prohibited uses. The following uses shall be prohibited in the White Bear Avenue
Overlay District:
(1) Cuirency exchange businesses.
�2) Pawn shops.
(3) Cellular telephone antennas not located on an existing structure.
(4) Furishing shops.
(5) Recycling collection centers.
(6) Outdoor sales space for the sale or rental of new, secondhand, or pawned
automobiles, trucks, motorcycles, trailers, or boats. Except that car rental offices
with 6 or fewer passenger vehicles may be permitted, subject to a special condition
use permit.
(d) Building regulations. The following build'mg regulations shall pertain to the White

Bear Avenue Overlay District.
(1) Commercial buildings should be built as close to the sidewalk as possible.
(2) Fencing on White Beaz Avenue sl�all:
� act as a unifying element on the street, with commercial and residential designs
relating to each other.
� be adaptable, e.g. fencing might top a wall or be freestanding;
� be constructed of high quality and low maintenance materials, e.g. wood for
residenrial uses and ornamental iron for institutional and business uses (not
including chain link fencing);
� relate to the street by limiting maximum heights along White Bear Avenue to
three (3) feet.
(3) Walls shall be:
� constructed of high quality, low maintenance materials, including natural stone
and precast concrete systems;
� compatible with their surroundings;
► capable of being integrated with fencing and landscape materials.
(e) Accessory parking regulations. The following accessory parking regulations shall apply
to the White Bear Avenue Overlay District:
(1) Location: All on site accessory parking areas and structures shall be located to the
side or rear of the principal building or use served. Buildings on corner lots shall,
to the extent possible, locate the principal building at the corner with accessory
parking to the side and rear. Buildings on lots with frontage on three or more sides
shall develop a plan that best meets the goals and intent of the White Bear Avenue
Small Area Plan and this overly district.
(2) Quantity: Parking shall be provided as the zoning requires for each use, except as
follows:
a. For retail, medical, service and office uses, if a transit shelter is provided on
site then required parking spaces shall be reduced by five (5) percent but not to
exceed five (5) spaces total;
b. For retail, medical, service, and office uses, required parking may be reduced
by the establishment of a parking district far the purposes of sharing parking
within one shopping area; puking areas must be clearly identified and provided
with dedicated pedestrian links to the street; the establislunent of a commercial
parking district to allow a reduction in pazking required shall be subject to
review and approval by the planning commission.
c. The development of shared parking is allowed as regulated in Sec. 60.413(15)
and 62.103(7). Additionally, medical and service uses may participate in a
shared parking agreement provided that it can be demonstrated that there will be
adequate parking in combination with the other uses listed in Sec. 22.103(7).
(3) Parking structures fronting along public streets shall comply with the following:
a. Durable maintainable materials (stone, brick, architecturally finished precast
concrete or similar materials equal or better in quality) shall be used for parking

structure exteriors.
b. A landscaped setback area of at least five (5) feet shall be provided between the
parking structure and public sidewalk. Landscaped azeas shall be urigated by
underground watering systems.
(fl Landscaping regulations.
Street trees and landscaping must be designed with the long term health of the plants in
mind. Street trees should be planted along the entire length of White Bear Avenue,
making sure that there is sufficient room for root growth and including an irrigation
system when necessary. Generous planting beds are preferable to tree grates. Other
landscaping should be hardy and prnnarily native.
(1) At least fifty (50) percent of all landscaped areas should be planted with species
native to Minnesota.
(2) Where nonnative species are planted, no exotic invasive species shall be used, for
example, European buckthorn and Tartarian honeysuckle.
(3) Wherever possible, connect new landscape areas to existing or neighboring planted
areas for landscape connectivity.
(4) In areas of screening, the landscap9ng shall favor planting beds of trees with shrubs
in order to have upper and lower plant material.
(5) The greatest extent possible, existing healthy native trees and vegetation shall be
retained.
Subdivision I0. 60.955 Hillcrest Village Overlay District.

Sec. 60.957. Hillcrest Village Overlay District.

(a) Purpose. The Hillcrest Village Overlay District (HVOD) is designed to facilitate
implementation of recommendations in the White Bear Avenue Small Area Plan and to
promote the redevelopment of the area into a mised use urban district combining

R'HITE BEAR AVENUE SPECIAL DISTRICT SIGN PLAN
INTENT AND PURPOSE
The VJhite Bear Avenue Special District Sign Plan, as provided in Section 66.216 of the
Zoning Code, is intended to provide sign controls for the White Bear Avenue corridor. These
controls will enhance the unique character and idenrity of White Bear Avenue, reduce sign
clutter, and provide strong, clear identification of businesses. They recognize the need of
businesses to be visible to the high volume of traffic that uses White Bear Avenue. The sign
plan provides a unified fram�ework for the sign systems of the various commercial nodes (e.g.
Minnehaha, 7�' Street, Hillcrest, etc.), which will fit the architecture of the buildings, clearly
identify businesses, and enhance the image of the business districts and foster pride in the
adjacent neighborhoods.
AREA DESCRIPTION
The area covered by this plan includes commercial property along White Bear Avenue from
Larpenteur to I-94. The area generally extends one-half block east and west of White Bear
Avenue, but extends as needed to encompass commercial nodes.

INTERPRETATION AND DEFINITIONS
The provisions of this Special Disttict Sign Plan aze supplementary to the provisions of
Chapter 66, Signs, of the Zoning Cade. The provisions of this Sign Plan that are more
restrictive than provisions of Chapter 66 shall prevail and supersede the provisions of Chapter
66.
All words and terms shall be defined as in Chapter 66 of the Zoning Code of the City of Saint
Paul. The word shall is mandatory; the word should is advisory.
ADVERTISING SIGNS
Advertising signs shall be regulated through the Greater East Side Special District Sign Plan.
BUSINESS SIGNS
Business signs are necessary for the viability of the commercial areas on White Bear Avenue.
They inform customers about the type of business and its location. The name of the business
should be highlighted. In general, words and symbols should take no more than 40 percent of
the total area of a sign. Signs with light letters on a dark background are easier to spot on a
busy street. Sign colors and materials should be compatible with the building and surrounding
environment. To maximi�� the effect of the graphics, the number of colors should be ininimal.
Lighting of signs should be carefully considered; internally lit electric signs aze discouraged.
1. Business signs shall be used to identify the
business, not to advertise products. Signs that
advertise a product and include the name of the
business on the premises where the sign is placed
are prohibited. These signs, which are often
provided by product suppliers, fail to highlight the
unportant information - the business name - and
clutter the appearance of the sueet.

building and used to match rooflines and unify sign
bands on adjacent buildings. Roof signs shall not be used for advertising.
3. Wall signs shall cover neither windows nor architectural trim and detail. Wall signs
should be located on the bands of building facades: over the entry, over windows, or
between windows. Because wall signs are almost always seen from an angle, extended
typefaces should be used. Viewing from an angle d'uniuishes the apparent width and
spacing of the letters.
Signs painted d'uectly on the wall of a building shall not be permitted. Signs painted
d'uectly on the wall of a building defaces the building. Tenants may move and the
painted wall sign may be left to mis-identify a new tenant or to peel and become

unsightly.
4. Ground signs are recommended for institurional, professional and industrial buildings.
Ground signs for individual establishments should be used only when a building is set
back 15 feet or more from the street right-of-way. Ground signs for individual
establishments shall be placed parallel to the street.
5. Grouped signs are used to idenrify multiple businesses in a
larger building or contiguous buildings. They are
recommended when individual projecting signs would block
each other. Grouped signs may be used for businesses that
are not d'arectly accessible from the public sidewalk. Thep
shall be placed within a common framework and may be
placed perpendicular to the street.

6. Projecting signs are effective for both vehicular and pedestrian traffic, but they also
tend to obstruct the view of other signs and are a major source of sign clutter.
Projecting signs that display a symbolic or business name are permitted. No more than
one projecting sign per 40 feet shall be permitted. Multiple businesses closer to one
another than 40 feet shall not use projecting signs.
7. Pole signs can bring a business with a setback up to the street. Like projecting signs,
pole signs are effective for both vehicular and pedestrian traffic, but they also can be a
source of sign clutter. Pole signs are permitted for individual buildings that are
occupied by a single business and that have a setback from the street right-of-way of 35
feet or more. Pole signs shall use as little structure as possible, shall be stationary, and
shall be no higher than 20 feet above grade at the highest point. Structural elements of
the sign should be painted black or another dark colar.

Permanent window signs are pernutted and shall not exceed 10% of the store window
glass area.
Portable signs shall not be pernutted in the White Bear Avenue Sign District.
10. Banners identifying White Bear Avenue business disuicts attached to street lights are
pernutted. They shall be designed with a common shape within the Sign District, while
patterns may reflect the neighborhood designation.
