1 WHEREAS, the State of Minnesota has created a Youth Initiative (Bonding) Grant Program
2 pursuant to 1996 Laws of Minnesota, Chapter 463, Section 4, to make available funding for parks and
3 recreation buildings to provide youth enrichment activities during non-school hours, and
4 WHEREAS, the Saint Paul City Council by its resolution 99-883 has approved a Youth Initiative
5 Grant financed project for the City Academy - Wilder Recreation Center, in the amount of $485,000.00,
6 which partially funded addition and remodeling work at the Center, and
7 WHEREAS, the grant funds aze to be received by the City via a grant agreement with the State of
8 Minnesota Department of Children, Families and Learning, upon completion of the project, and
9 WHEREAS, the City Academy District 4000 is located in the Wilder Recreation Center under Lease
10 Agreement CS/10, approved in 1997 and is an integral part ofthe planning and programming of the Center,
11 and
12 WHEREAS,saidleaseagreementmustbeamendedtomeettherequirementsofMinn.Stat.16A.695
13 for grant money provided through State general obligation bonds, and
14 WHEREAS, the City Academy District 4000 has committed $320,000.00 to complete project
15 funding and further, has requested that the City manage and implement the project through its Division of
16 Pazks and Recreation, and
17 WHEREAS, the Division of Parks and Recreation is willing and able to provide said project
18 construction management and implementation services upon amendment of the 1999 Capital Improvement
19 Budget,
20 NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon
21 recommendation of the Mayor and the posifive advice of the Long Range Capital Improvement Budget
22 Committee, that $805,000.00 is available for appropriation in the 1999 Capital Improvement Budget, and
23 said 1999 budget, as heretofore adopted and amended by the Council, is hereby fixrther amended as follows:
