WHEREAS, the City of Saint Paul is in a very competitive employment market for
recruiting and hiring new employees and retaining existing City employees; and
WHEREAS, the City has a longstanding policy requiring a six-month waiting period
prior to an employee's eligibility for City contribution for insurance; and
WHEREAS, this policy has repeatedly caused problems in recruiting and hiring
employees; and
WHEREAS, to be more competitive the City desires to reduce the eligibility period
from six months to one month; and
WHEREAS, the City policy that establishes the eligibility period for City participation
is established by Council Resolution; and
WHEREAS, this policy is in Council File No. 267621 adopted in 1976; end
WHEREAS, the City Council desires to reduce the insurance eligibility time frame for
newly hired and exisiing City employees; and now therefore be it
RESOLVED, that the City Council of the City of Saint Paul hereby amends that
section of Council File No. 267621 pertaining to City participation in the City Health and
Weifare Insurance Program as follows:
(2) Regular and Provisional Appointed Empioyees or Special Employment under a
Federally funded program and their dependents on the first day of the paq-�er'rad

Their regular assigned hours of work are at least 40 hours per biweekiy
pay period
They are not in one of the excluded classifications

biweekly pay periods with at least 40 hours pay in each such period;
(1) Regular appointed employees may continue attaining eligibility after
reinstatement from leave, lay off or termination
(2) Employees, other than regular appointed employees, lose their
qualification time upon lay off or termination.
(d) They submit a written application and authorization for payroll deductions
11 within 30 days of their attaining etigibility without evidence of
12 insurability. (They may be enrolled with evidence of insurability after the
13
said 30 days has elapsed.)

15 qrohibit, otherwise limit, or enhance benefit eligibifitv.

(3) When employees are compelled to lose time from city employment because of
serving on a jury or as a witness in court, such time spent shali be considered as
working time for the city for the purpose of determining eligibility for city group
insurance coverage.
(4) In no event shali an employee in #2 above become eligible for city-pay insurance
21 earlier than si�r-merrthsthe first of the month foilowinq 30 davs from the date of
22 his/her empioyment. If an employee is not actively working the date of his/her

eligibility, he/she shail be eligible for city-pay coverage on the date he/she
returns to work in hiscity employment status.
FURTHER RESOLVED, that this amendment to Resolution File No. 267621 shall be

Currently, the City requires a 6 month waiting period for City-paid insurance contributions. This affects newly hired employees
who need health insurence during the interim period. They are forced�to pay either700°h premium with the City, or COBRA
through their previous employer. These options make employment with the City of Saint Paul undesirable in the current job
market. A one month wait will bring the City into conformity with other governmental jurisdictions with whom we compete for
new employees (i.e., Ramsey County, Saint Paul School District, State of Minnesota). �
The City becomes competitive for recruiting employees for open pasitions. The City minimizes excessive manual tracking of work
hours for part-time employees, and eliminates lag time between election of insurance and effective date of coverage.
The City assumes an additional five months' worth of contributions toward heaith insurance premium for each new empioyee
resulting in greater cost to the Cky. �
The City will be at a competitive disadvantage in the market for new employees.

Dear Councilmembers:
The purpose of this letter is to request your support for the attached revision of Council
Resolurion #267621. This revision would reduce the waiting period, from six months to one
month, for new employees to receive City-paid health insurance contributions, effecrive July 1,
2001. As you Irnow, we are in a very competitive market sihxation for new employees. Most
public and private sector employers have shortened their waiting period for insurance for new
employees, and it is time for the City of Saint Paul to do the same.
This change is being pursued via Council Resolution, rather than the collective bazgaining
agreements, because the six month waiting period originates in Councii Resolution #267621.
The informal response of the labor unions to this proposed change has been very positive.
The original resolution also contains a great deal of obsolete language that is unrelated to the
waiting period issue. We haue not dealt with the obsolete language in the resolution before
you. We plan to give the bazgaining units a chance to review the language we believe is
obsolete and then submit a housekeeping-only revision of the resolution to you later this
summer.
The Labor Relations and Risk Management staffs are also warking with the Labor Management
Committee on Heaith Insurance to provide access to an oprional, employee-funded, dental plan
in the fall. It is my hope that both of these changes will enhance our ability to recruit and retain
our valued employees.
