BLUE -MAYOR t . unci Resolution � Presented By - Referred To Committee: Date Out of Committee By Date WHEREAS, The Council of the City of Saint Paul has conducted a public hearing for the purpose of' determining the 1976 Tree Maintenance Program and proposed s�rvice charges to be levied therefor against benefited properties; now, therefore, be it RES�LVED, That the Council does her�eby approve the 1976 Tree Maintenance Program as submitted by the Departm�nt of Community Services and the estimated cost of such service to be charg�d against benefited property, as �set forth in the Department's report, a copy of which is on file in the office of the City Clerk, and the Department of Commh�nity Services is hercby authorized to perform the said treelmaintenanc� work and report its costs to the Departm�nt of Finiance and Management Services in the mann�r required by Cha�ter 19' of the Saint Paul Administrative Code. BENEFI7ED DISTRICTS FORESTRY MAIN7ENANCE � �� A. Operatinq Proc�ram for Benefited Tree Maintenance Districts • 1. District Street Tree Trimming; In this operation tree wili be trimmed to: a) Preserve their health. Dead, diseased, or insect infested branches are removed to prevent decay producing fungi from penetrating into the part of the tree to which these branches are attached. Live branches are removed to permit penetration ,�. of sunlight and circulation of air through the canopy, or to compensate for the loss of roots from roo� cutting. Rubbing branches are removed to prevent eventual decay. b) Insure safet . Dead, s�lit and broken branches are removed to insure pub �c safety. Low hanging branches are removed to a height where they will not interfere with pedestrian and vehicular traffic. Trimming is also required to insure proper street lighting and vision for traffic control devices. c) Improve appearance and remove conflicts. Small plantings are trimmed to train trees to exist under City conditions. 11s trees grow larger, conflicts with porches, roofs, yard trees, etc. must be corrected. Trimming for appearance is also re- quired for storm damaged trees.
