RESOLVED, That pursuant to the authority granted to the Council of the
City of Saint Paul by Minnesota Statutes, Section 169. 14, Subd. 5a, and in
accordance with the provisions thereof, and based upon an engineering and
traffic investigation as prescribed by the Commissioner of Highways, the
Council does hereby establish a 20 mile per hour school speed limit. for the
St. Casimir� and Phalen Lake School zone, and the proper Clty Officials
shali erect appropriate signs designating the speed and indicating the
beginning and end of the reduced speed zone on the following street which
abuts the school grounds or established school crossings:
On Arcade Street from 150 feet south of Magnolia Avenue to 150 feet
north of Jessamine Avenue.

Dear Mr. Kelley:
Attached are resolutions that would authorize reductions in the speed
limit to 20 miles per hour when children are present at two locations within
the city. The two locations are Arcade St. between Magnolia St. and Jessamine
Ave. and W. Seventh St. at View St. These two locations are along State
Highways and we have received permission from the Highway Department to
install speed zones. A copy of the tetter of authorization from them is
attached. Also enclosed is a copy of our engineering report citing street
width, traffic volumes, number of children, etc.
The City Council recently approved five other' locations. With these
two, a total of seven will be in effect within the city, and as we indicated
previously, we will be reviewing these seven locations to determine if
additional zones should be instailed later.
