Attached are copies of a Council Ordinance and Resolution which
affects the City' s electronic data processing (EDP) programs.
BACKGROUND
Late in 1975, the City undertook, through the work of Emery Peterson,
IGAF Fellow, a study of the organization of the City' s EDP programs.
Mr. Peterson recommended that the location of the EDP function be moved
to the Office of the Mayor to ensure central control and direction
of this important function.
Based on Mr. Peterson's recommendations , the following objectives were
set:
l. The EDP function would be moved to the Office of the Mayor. This
will be accomplished in two steps:
a. Transfer EDP responsibility to the Police Department as an
interim step to take advantage of the existing EDP expertise
in that department.
b. By the end of 1976 , transfer the EDP function and authorized
personnel complement to the Office of the Mayor.
2. A city-wide EDP needs analysis would be immediately undertaken.
This analysis will lead to decisions on setting city-wide priorities
for the implementation of EDP programs. The tap priority is the
development and implementation of a new payroll/personnel system.
3. A new EDP service contract would be negotiated with Ramsey County.
At present, the City uses the Ramsey County and ISD #625 computers.
The ISD computer will be phased out of use in 1977 because of a
metropolitan area-wide computer system. In addition, the Peterson

re ort showed that the resent Count contract included inaccurate

billing methods and rates. It is expected that the new contract
will be negotiated by April 1, 1976.
4. The present use of sworn and non-City p�rsonnel will be terminated.
As the City hires and trains the authorized EDP personnel, the use
of Police Department staff and consultants will be terminated.
To this end, a new position description, Data Processing Manager,
will be created (this position will replace the Administrative
Services Manager position, which will be abolished) . This position
description will be submitted to the Civil Service Commission by
April l, 1976,
ACTION REQUESTED
Council approval is requested on:
l. The Administrative Ordinance which amends the Administrative Code
by moving the EDP function ta the Office of the Mayor.
2. The Council Resolution which transfers funds, to the Office of the
Mayor, from the Division of Administrative Services ($89 , 991) , and
amends the 1976 City budget transferring special funds ($63 , 009)
originally intended for EDP system development.
