WHEREAS, a Federal Civil Service Report concerning the
grading of the present positions in the classif,ied service of
the City of Saint Paul has been submitted to tl�e Council for
their review and approval; and
WHEREAS, the Federal Civil Service Rep��t has recommended
that certain positions in the P.E.A. TT bargaining unit be up-
graded; and
WHEREAS, the P.E.A. TT bargaining unit Mas reached a
tentative agreement on their labor contract fo� 1976 and that
this agreement was partially based upon the approval of the
position regradings contained in the Federal Civil Service
Report; and '
WHEREAS, the Council wishes to have more time in which to
review the overall report before approve�: is g.�ven to such report,
but that the Council supports the proposed settlements concerning
the P.E.A. II bargaining unit and the proposed upgrading of the
P.E.A. II positions in the Federal Civil Service Report; now,
therefore, be it
RESOLVED, that it is the intention of t�ie Council of the
City of Saint Paul that a11 wages which may arise from the up-
grading of P.E.A. TI positions pursuant to the future approval
of the Federal Civil Service Report shall be effective as of
July 3, 1976.

Legislative History. Subdivisions 17 and 17a of Section 273 .13
c�eating a tax classification for a structure cn property used for
housing elderly or low and moderate income families, financed. by an
FHA Title II loan or federally insured loan, and owned and operated
by non profit or limited dividend entities were enacted by Laws 1969,
Ch. 422.
Laws 1973 , Ch. 355 included low and moderate income housing
- financed by Minnesota housing finance agency loan within this Sub- �
division 17 tax classification.
In 1975 the Legislature authorized Minneapolis (Chapter 188) ,
Bloomington and South Saint Paul (Chapter 195) , and Saint Paul
(Chapter 260) to undertake housing finance programs for low and
moderate income housing.
The proposed bill would amend Subdivision 17 of Section 273 .13
to include property used for multi-family low and moderate income
housing f�nanced by loans under these local housing finance programs.
The proposed bill would further serve to qualify low and moderate
income housing financed by 1oca1 municipal housing finance programs
for "tax shelter" or "artificial losses" treatment under the proposed
Federal Tax Reform Legislation passed by the House in 1975 and now
" pending in the Senate.
The proposed bill would place locally financed l�w and moderate
income housing in the . same .real property tax classificatian and
Federal income tax s�Eatus as low and moderate income housing financed
by FHA under Title II of the TZational Housing Act, or financed by
MHFA under the DZinnesota Housing Finance Agency Act of 1971.

1. Tax Classification - Saint Paul Housing Finance Program.
General legislation. Sub�ivision 17 of Section 273.13 of hiinnesota
Statutes provides a tax classification for low and moderate income
housing financed by FHA or the Minnesota Housing Finance Agency which
assesses the structure, apart from, the land, at 20� of market value for
real estate tax purposes. The bill would provide the same classification
for such housing financed under a municipal housing finance prograr► such
as that authorized by Chapter 351, Laws 1974, for Saint Paul. Revisor's
bill to be introduced.
2. Housing and RedeveloAment - Housekeeping. General legislation.
S.F. 1624 (H.F. 1656) proposes cnanges in the State HRA Act necessitated
by the Housing and Community Development Act of 1974.
Section 1. (pp. 1 and 2) An Authority may cooperate with
or act as agent of the federal government, State or City
in carrying out the provisions of the Housing and Rede-
velopment Act or "any other related federal, state or
local legislation. " The amendr.ient proposed would express-
ly identify the 1974 CD Act and 1974 St. Paul Rehab Loan
Act as "related" legislation.
Section 2. (pp. 5 and 6) An Authority is authorized to
make rehab loans and grants under the conditions imposed
by Sections 115 and 312 of the federal law which vary �
from the policies adopted by the Council for the St. Paul
rehab loan program. The amendnent would make cl�ar that
the local, not the federal,. policies would control where
.
an Authority was carrying out a local loan program. .
Section 3. (p. 7 and amendments) Redefines method of
determining maximum income limits for admission to public
� housing incorporating new federal language.
Section 4. (p. 8) Repeals four year public housing
occupancy limitation held unconstitutional by the Federal
Courts.
Section 5. (amendment) Provides that a municipal council.
in appointing a council member as an Authority com�missior.er
may set the term of office to coincide with the term of office
as a council member.

interest, direct or indirect, in any project or in any property
included or planned to be included in any project, nor shall
he liave any interest, direct -or indirect, in any contract or
� proposed contract for materials or services to be furnished or
used in connection with any project, provided an authority shall
not be prohibited from employing any of its public housing tenanfis
- from providing housing in any of its housing projects to any of
� � its employees who may qualify for such public housing, nor from
selling to an employee a residence financed under Section 235 of
National Housing Act, section 507 of the Housing anci Urban Re-
development Act of 1965, or similar programs -for housing for
low and moderate income families and further provided that

a municipal residence in any project if the Authority or any
