McDonald was bom in Boston, Massachusetts in 1917 and had been a resident of Saint PauPs 2 Merriam Park Neighborhood since 1956; and 3 WIIEREAS, Philip was one of the City of Saint PauPs most committed activist in trying to improve pedestrian safety; 4 and 5 WIIEREAS, his indefatigable and vigorous activism for pedestrian rights was spuned by the death of his wife of 40 6 yeazs, Mary Kay, who was killed by a bus while walking across a street; and 7 WI�REAS, Philip was a regularly fixture at the Saint Paul City Hall and the Minnesota State Legislature, lobbying for 8 increased protectionsfor pedestrians;and 9 WHEREAS, Philip is largely responsible for the passage of state ]egislation that would allow first class cities in the State 10 of Minnesota to extend pedestrian crossing times at signalized intersections; and ll WIIEREAS, Philip served as a transportation advisor to the Highland Park Community Council and received the Henri 12 Eisenhauer Awazd for Community Activities from the Merriam Park Community Council honoring his work on 13 pedestrian safety; and 14 WI�KEAS, on June 26, 2001, at the age of 83, Philip M.
