The owners of record are Ellyn P. Yardeen and Russell Burkhart, 5333 80th Avenue No. , Brooklyn Park, Minnesota 55443. The legal description of the property is Lot 17, Speiser's Addition to St. Paul, Minnesota. ' The building is a two-story frame dwelling which has been badly damaged by fire. The roof is burned through and the ntire structure is old and dilapidated. The foundation is of limestone and in poor condition and the retaining walls and steps and walks are broken and falling. We believe this building to be beyond feasible rehabilitation and should be removed as soon as possible. Inasmuch as the conditions outiined above constitute a public hazard and the owner has made no attempt to satifactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is •Lhe recom- mendation of this Division that this matter be referred to the City Att ey's Office for razing and removal through District Court pro- ce ngs.
