RESOLVED, That the Council of the City of Saint Paul
does hereby approve and authorize application being ma.de
by the City to the Federal Highway Administration for
planning and development funds ($=�44,000.00) for a bicycle
path connecting the existing I-35E (Lexington Avenue) Bridge
over the Mississippi River with the proposed bicycle trails
in Mendota to those in Saint Paul, and the Mayor is hereby
authorized to submit said application forthwith and to do
all things necessary to obtain said grant.

RE: Federal Bikeway Demonstration Program
Dear Mr. Kipp:
Transmitted herewith are eight copies of a grant application for St. Paul ,
Minnesota, for the Federal Bikeway Demonstration Program. The grant
application requests federal funding for a demonstration bicycle path
attached to the existing Interstate 35E Bridge (Lexington Avenue Bridge)
crossing the Mississippi River between Shepard Road and Trunk Highway 13.
Mr. Ed Warn from the Planning Office staff inet with Mssrs. Warsala,
Moss, and Cartford from the Highway Department and Setzler from the
Department of Natural Resources on July 21 , 1976, to discuss a draft
of this plan. At that time, the Highway Department staff indicated
that they would program this project as part of the monies set aside
by Chapter 199 of the 1976 laws (for funding one-third of local match
for such programs) , and would include a reference of same when they
sent this application to the federal government.

INTRODUCTION
The purpose of this grant application is to secure federal funds
for the construction of a bicycle/pedestrian path attached to the existing
I-35E (Lexington Avenue) Bridge over the Mississippi River.
The scope of the report will be as outlined in the June 23, 1976,
transmittal from the Director of Transportation Programning in the
Minnesota Department of Highways. This outline is reflected in the
Table of Contents and in the major headings of the following sections
of this report.

I. NEED FOR PROJECT
No legal or safe bicycle or pedestrian crossing of the Mississippi
River currently exists for 6.5 miles between the existing Smith Avenue
(High Bridge) and the Ford Parkway Bridge. A bicy�le path attached
to the I-35E Bridge would reduce this distance to a maximum of 4.0 miles
(see Exhibit 1 following).
The proposed bicycle path attachment would connect major open
space areas on both sides of the Mississippi River, making them more
accessible to people and truly regional in scope (see Exhibit 2 following).
The proposed bicycle path would also connect to a network of existing
and proposed paths on both sides of; the river (see Exhibit 3 following).
The proposed project has the potential of being more than a recreational
facility. 1970 census data figures indicate that over 2,000 people
living within 22 miles of the I,-35E Bridge have work destinations across
the bridge (see Exhibit 4 following).
The points noted above show the need for the proposed project
already exists and a great potential for commuter and recreational use
of the facility. Due to the competition for the limited funding of
transportation improvements in�the Twin City metropolitan area this
project will not be fundable if the City of St. Paul does not receive
the grant.

II. WHAT THE PROJECT WILL DEMONSTRATE
The proposed project will demonstrate the federal , state and local
government backing of bicycling as a safe and viable alternate mode
of transportation for comnuter and/or recreational use to all people
in the St. Paul and Minneapolis metropolitan area. From a more specific
viewpoint, the project will demonstrate to the nation the feasibility
of attaching a bicycle path to an existing interstate bridge.

III. DESCRIPTION OF PROJECT ACTIVITIES
The proposed project would involve the construction of an enclosed
ten foot wide bicycle/pedestrian path, structurally attached to the
edge of the existing Interstate-35E Bridge (#9330). This structural
path would extend the entire length of the bridge or 1 ,400 feet. At
the north (St. Paul ) and south (Mendota Heights) ends of the bridge,
the ten foot path would continue on grade approximately 1 ,600 feet and
700 feet respectively to connect to other proposed paths as shown on
Exhibit 3 preceding. All construction will take place in public right-of-way.
The Minnesota Highway Department, with a�si�stance from the City
of St. Paul , will design and let the project for bids.

V. AREA DESCRIPTION
The City of St. Paul is located 250 miles south of the Canadian
border, and in the north central part of the United States. The city
covers an area of approximately 55 square miles and has a population
of 291 ,000 people. St. Paul , the capitol of the State of Mi�nesota,
is situated on the Mississippi River and on its westerly limits abuts
the City of Minneapolis, a city of 417,000 population.

The "Twin Cities" of St. Paul and Minneapolis comprise the hub
of the Twin Cities seven county metropolitan area. This area has a �
population of approximately two million people. •
A recent chronological data analysis, conducted by the Minneapolis
Planning Department, shows that 264 days in an average year are conducive
, to bicycling in this area. The criteria used in this �alysis counted-
all days with an average temperature over 20 degrees fahrenheit and
an average precipitation of less than 0.01 inch rain equivalent. The
bicycling season is generally from mid-March to November.
The available transportation facilities in the area are shown
on Exhibit 5 following. The existing and proposed bicycle facilities
are shown on Exhibit #3. . ' '

VI. PROJECT COSTS AND FUNDING
The totai cost of the project is $640,000 as shown on Exhibit #6
following. This cost includes construction of a 1 ,400 foot structural
bicycle/pedestrian path attached to the existing I-35E (Lexington Avenue)
Bridge,' construction of 2,300 feet of at grade bicycle/pedestrian path,
and all engineering and inspection. The construction will take place
entirely within public right-of-way.
Funding of the proposed project will be 80% ($512,000) federal
bikeway demonstration grant, 6.67� ($42,667) Minnesota Highway Department
from Chapter 199, Minnesota Laws of 1976 (Bicxcle Bill which allows
Minnesota Highway Department to assist municipalities with up to one-third
of local match on such projects), 13.33% ($85,333) City of St. Paul
from 1974 Capital Improvement Bond funds. The funding breakdown is
shown on Exhibit #6 following.
Due to time limitations, the City of St. Paul was not able to secure
local match funding assistance from other possible sources that would
benefit from this regionally significant addition to the trail system.
These include the City of Mendota Heights, the Counties of Dakota and
Ramsey, the Metropolitan Council , or the Minnesota Department of Natural
Resources. The City of St. Paul will continue to seek assistance from
these sources as the application is being processed. In the interim,
the City of St. Paul does have enough committed funds to cover two-thirds
($85,333) of the local match.

VII. EVALUATION PLAN
The City of St. Paul will monitor and evaluate the effectiveness
of the project once operational . This monitoring will take the form
of recreational and rush hour bicycle counts and user surveys. Past
bicycle monitoring throughout the city has included 113 rush, hour counts
(10,913 bicycle total ), 5 recreational counts, 6 parking counts, and
1 user survey. The city has also been mapping bicycle accident data
since 1974.

VIII . PARTICIPATING ORGANIZATIONS
The proposed project has been in the planning and discussion stage
since 1974. The Minnesota Highway Department has been aware of the
City of St. Paul 's interest in this facility since July 2, 1974 (Exhibit 7-A),
and in the same month (Exhibit 7-B) informed the city that na appropriate
funding source existed for the project. The federal grant represents
the first adequate funding source available for this project. The
City of Mendota Heights (south end of proposed path) officially endorsed
the project in August, 1974 (see Exhibit 7-C following) and show the
path on their bikeway plans. The path is also� shown on the Metropolitan
Council 's regional trails and metropolitan bicycle systems maps.
The City of St. Paul will continue to coordinate and participate
in local and metropolitan ongoing bicycle planning efforts,

In accordance with the current Federal Highway Act allowing for
federal aid fund participation in the cost of eng�ineering, acquisition
of right-of-way and construction of bicycle and pedestrian facilities,
the City of St. (�aul submits the following project.
We feel that the addition of an' enclosed bicycle/pedestrian
path attaclu�d to the existing 35E bridge across the Mississippi
River would yreatly enhance the current bicycle and pedestrian
planning and construction in St. Paul , MinneapolisY and Dakota
County.
In the area of providing bicycle facilities, this is a relatively
new concept. Tl�is proposal would not only be of beneficial nature
to St, Paul 's bicycle path systern, but would provide a vital connection
to the regional Lrail sysl;em in Dakota County. More specifically,
this proposal would provide metro bikers tvith an opportunity to
utilize the vast chain of parks and open space that form a linear
corridor on both sides of the Mississippi River. It will also tie
into the now finished Hidden Falls - Crosby Lake path system and the
proposed Shepard Road system that ties into the Mississippi River Boulevard
system on both sides of the .river.
The cost of this proposed 2,000 foot long bicycle facility would
be approximately $640,000. This estimate 'is based on a cost of $40
per square foot of path for an 8 foot enclosed bicycle/pedestrian
path structure tliat would attach to the existing 35E bridge. We
would anticipate 90� funding from the interstate system and 10% funding
for the St. Paul side of the river from the already approved local
Capital Improvenient Bonds. Because of the metropolitan significance
of such a trail , we would anticipate that the MHD woul'd supply the
� 10�6 funding for the south 2 of the project.

Dear Mr. Schnarr:
This is in acknowledgement of your request for interstate funding for a
bicycle/pedestrian path attached to the existing T.H.35E bridg� across
the Mississippi River.
We recagnize that there is a demand and need for bikeways and ped�strian
walkways as well as for impacoved h�.qhways. Thry are being considered or►
future highway improv�ements where warranted.
Unfortunately� int�rstate funding cannot be used for this construction.
Had the proposed bicycle/pedestrian path been a PEn�issible addition at
the ti�ae of ca�struction of the interstate route� it would have been
fundable as a 90-10 Federal Aid cost participsticxi• Hcywever, since this is
no longer the case, the addition of such a feature can only be undertaken
with regular F�deral Aid cost partic3.pation tmder those prograp�s aarr�arlced
for u�e in urban areay as indicated in the 1973 Federal Highway Act. �ese
prayrams are the Urban System Progra�a and the Urban Extension of Fec�eral Aid
Primary Rout�es Program.
T.H.35E is on the Urban Extensi.on praJra�s• Unfortunately, the funding for
this program is very limited and avaiZablt on a statewida basis. The
available funds do not meet current urban highway�needs. �e for big cle
fun�ing limitation, we hav�e been unable to entertain a policy �Y
trail canstruction wlth Urban Extension funds.
For the present it appears t1'►at the City of 5t. Paul �ay be able to finance
such a trail an a 70/30 Fed�rx'al/Local cost partj.ciPat�on basis by transferring
the required awounts out of its Federal Aid Urban S�stem allot�aent tio the

IX. TRANSPORTATION IMPROVEMENT PROGRAM (T. I.P. )
This proposed project plays a part of the transportation system
management strategy of the transportation improvement program (TIP)
as described on page 41 of the (Interim) Transportation Systems Management
Plan fo'r the Twin Cities Metropolitan Area dated March 26, 1976 (see
Exhibit 8 following). (A) The proposed project will implement a portion
of the regional bikeway plan, and be financially feasible if the federal
grant is received. (B) The project will assist bicyclists and pedestrians
in crossing the natural barrier of the Mississippi River (and the barrier
of the interstate prohibiting their use). (C� T�is is a coordinated
effort to develop a continuous inter-city and metropolitan wide system.

X. DETERMINATION OF ACCORO WITH SECTION 134 OF TITLE 23 U.S.C.
The proposed project is part of a continuing, comprehensive metropolitan
planning effort and, as shown in Section XIII of this report, has been
coordinated between the adjacent municipalities of St. Paul and
Mendota Heights. �
Portions of the connecting paths on the St. Paul end of the proposed
facility have been built or prioritized through the city's involvement
in the continuing Metropolitan Bicycle Systems Subcorr�nittee of the
Transportation Systems Planning Corr�unnittee of the Metropolitan Council .
