RESOLVED, That the Council of the City of Saint Paul hereby
designates Chief Richard Rowan of the Saint Paul Police Department
to be the City' s and Council' s official applicant for Police
Officer Training Reimbursement funds for calendar year 1976 and
to execute such documents as needed to obtain reimbursement to
the City of Saint Paul from the State of Minnesota as costs are
incurred in the training of peace officers.

STATE REIMBURSEMENT FOR POLICE TRAINING
Each time the City of St. Paul has a recruit academy it is necessary for the
graduates to be certified by the State Training Board.
By way of background, the Minnesota State Legislature has appropriated an amount
of money to be used for reimbursement for expenses incurred by local units of
government when they comply with the state law regarding certification of Police
Officers. The attached resolution is part of the mechanics we go through in
order to receive state monies.
Upon receipt of the resolution by the Minnesota Peace Officers Training Board
and upon filling out 41 tndividual applications, the City will receive approximately
$40,000. In anticipation of these receipts the Police Department did not request
any training funds from the City of St. Paul for its 1976 budget, choosing instead
to borrow from other accounts. Upon receipt the monies will be deposited to a
special account for t�aining of the St. Paul Officers. � '�{
