WFIEREAS, Saint Paul Legislarive Code § 376.17(c) requires new applicants for a
tasicab driver's license to successfuily compiete a taxicab driver training course as a prerequisite
for licensure; and
WHEREAS, § 376.17(d) permits an appiicant to obtain a provisional operator license
which authorizes the driver to operate until the first available opening in a training class, at
which time the applicant must enroll in and successfully complete the class; and
WHEREAS, David Schlais was issued a provisional operator license by the Office of
LIEP and was notified of the taxicab driver training course to begin on February 5, 2001, but
failed to attended and successfully compiete the course; now, therefore, be it
RESOLVED, that the provisional operator license (license ID # 0016707) issued to David
Schlais is hereby revoked for failure to enroll in and successfully complete the required taYicab
driver training course.

Dear Mr. Schlais:
The Office of License, Inspections and Environmental Protection has recommended revocation
of your provisional operator status as a taxicab driver based upon your failure to enroll in and
successfully complete a taxicab driver training course, pursuant to Saint Paul legislative Code
§ 376.17(d). Enclosed is a copy of the proposed resolution.
Please take notice that a hearing has been scheduled before the Saint Paul City Council for 5:30
p.m. on Wednesday, June 27, 2001 in the City Council Chambers, Third Floor, Saint Paul
City Hall/Ramsey County Courthouse. You wili have an opportunity to address the Council at
that time.
