An administrative ordinance approving the terrns and
conditions of the 1976-78 Memorandum of Agreements between
the City of Saint Paul, Independent School District No. 625,
and the Local Unions listed below.
WHEREAS, the Counci.l, pursuant to the provisions of Section 12. 09
of the 5aint Paul City Charter and the Public Employment Labor Relations
Act of 1971, as amended, recognizes that for th.e purpose of ineeting and
negotiating the terms and conditions of employment, tlie following described
Locals are the exclusive representatives for City employees falling within
the units as certi.fied by the Bureau of Mediation Services under th.e corres-
ponding described case numbers:
Bricklayers Local 1 - Case No. 73-PR-53?-A June 4, 1973
Cement Masons Local 560 - Case No. 73�,PR-525-A May 22, 1973

WHER.EAS, the City through designated r�,pre,�entatives and exclusive
representatives have met i.n good faith., negotiated conditions and terms of
employment for the period through April 30, 1978, for such personnel as are
set forth in the agreement between the City and the exclusive representatives,
now, tlzerefore,

5ection 1. That the agreements created as of the effective date of tliis
ordinance between the City of Saint Paul, Independent School District No. 625,
and the above-described representatives, on file in the office of the City Clerk,
are hereby approved, and the aut�iorized administrative officials of tlie City
are hereby autlzorized and directed to execute said Agreeiments on behalf of
the City. �

5ection 2. That the wage schedules indicated in the Agreements wit,h
the above-described representatives shall take force and effect retro-
actively to the dates set forth in each of the individual Contracts and in
accordance wit�h the expressed intent of the agreement of this Council
contained in Council Fi.le Number 266410.
Section 3. That any ot�her ordinance, rule or regulation in force when
said Agreements take effect, inconsistent with any provisions of the terms
or conditions of said Agreements, is hereby repealed.
Section 4. This ordinance shall take effect and be in force thirty (30)
days after its passage, approval, and publication.

MEMGRANDUM OF AGREEMENT
This Memorandum of Agreement by and between the City of Saint Paul, Independent
School District #625 and the Bricklayers Local No. 1.
In full settlement for the period May 1, 1976 thru April 30, 1978, the parties
hereto have agreed as follows :
(1) Except as herein modified, the Agreement between the parties, '"

(2) Appendix C of said Agreement shall be replaced with Appendix C
which is attached hereto and made a part hereof. �

(4) It is also agreed that the duration of the 1976-78 Agreement shall
be through April 30, 1978, and that said termination date shall be ;

set forth in Section 30.1 of the new collective bargaining Agreement. !

It is understood that the above settlement shall be recommended by the City
Negotiator, but is subject to approval by the City Administration and adoption
by the City Council and the Civil Service Com¢nission.

shall be the average of the "with - benefit rates" for the foZlowir.g
listed classes. In the case where no sucY� class exists within the City
Service, the rate shall be the rate that would be applicable if such
class did exist in the City Service:

Sheet Metal Worker Foreman '
The wage rate for the class of Masonry Inspector not receiving City
Benefits shall be the average of the "without - benefit rate" for the
