Dear Mr. Schroeder:

The new City policy for assessments meant that the financing for may of
our Lighting Projects had to be changed. Some projects had to be post-
poned as there was inadequate financing for them. The following requests

The postponement of the Project S-0971A2 - St. Anthony Hill to the year of 1977
for the construction has tied up $3,OQ0,000 of 1g74 and t975 Water Pollution Abate-
ment Fund monies. it, therefore, is our desire to transfer the funds for some
of our 1976 projects, utilizing the bond fund money set up in the 1974 and 1975
Fund. Some projects were approved in the 1976 Capital improvement Progrem and as
there is adequate financing available from bonds already sotd, it is in the best
inte rest of the City to adjust the financing utilizing these mo�ies. Five projects
are new and it is highly desireable to get these projects under contructian.
These projects will be ready for bids soon and financing must be arranged. The
following changes are submitted for approval .

The Edgerton-Hoyt Storm System was originally scheduled for a later
year. However, it is desired to pave Edgerton this year making the
sewer a mandatory project. The present sewers are too small for the
area as it is developing. The present sewers are combirted and this
pro}'ect will separate it, thereby relievtng the combined sewer with
this separate storm sewer.

The Upper Afton Road proJect wilt include a storm sewer from about 400
ft. west of Kennard Court to Burns Ave. with short sanitary extensions.
This proJect was also planned for future construction. However, it is
planned to pave Upper Afton making the sewer proJect necessary as there
is no sewer there now.

SUBJECT: P-046g UPPER AFTON ROAD - Burns Avenue. to White Sear Avenue.
' The Hydraulics Section feels that it would be advisable to do certain
• sewer work with the paving project. Since the paving is being done this .
would be our last chance to do this work to prepare for future develop-
ments. Specifically, the construction would include a storm sewer from .
about 4Q0 feet west of Kennard Court to Burns Avenue and short sanitary
� sewer extensions: 130 feet of 8 inch pipe from Kennard Court toward
Nillercrest Lane and a stub at Dora Court West to the proper�y iine.
See the attached map for details.
The praject would consist of about 25Q0 feet of storm sewer �anging in
si2e f rom 18 inch to 30 inch R.C.P. and about 250 feet of 8 inch V.C.P.
sanitary sewer. 7he estimated costs for these sewers are:

The above cost estimates include the inplace construction of the sewers
� • together with manholes and connections to existing sewers. The costs do
�ot include catch basins, catch basin leads, pavement removal or •
pavement �estoration, because these costs will be necessarily part of
� the paving project. '
. Consideration will have to be givert to funding the sewer const�uction.
Much of the sanitary sewer can be funded by assessments. Some sewer
funds night be needed to pay for the remainder. Pa�t of the storm sewer
may be assessabie. Since, the storm sewer serves �the street and since
tt would not be built in 1976 except for the paving project, we request
that consideration be given to funding the storm sewer with County Aid
Funds. �1e would consider using sewer funds for the remainder of the costs.
The Valuations Engineer should be contacted to•�see how much can be re-
covered in assessments, and appropriate authorities should be contacted to
see what can be funded under County Aid. '
