Based upon the Comprehensive Plan, current planning activities, and the reco ndation of the Public Works and Finance and Management Services Depa tments, staff recomnends: pprove the release of tax forfeited land described as the East 126.67 � feet f Lots 10 thru 13, Bishops Addition (except easterly �ortion needed for alley purposes) and that the property be sold for residential purposes. he property is a maintenance problem as attested to by the Division of Envir nmental Protection. The property has been withheld from sale until a satis actory alley arrangement could be accomplished. Public Works now reco ends that a part of the property be retained for alley purposes and has no ob ections to the sale of the remainder. The surrounding uses are one and two f mily residential ; the property is zoned RT-1 .Two Family; and the Compr hensive Plan proposed medium density residentia] . As these lots axe becoming an in reasing m�inteaance problem for Public Works, as indicated on the at ched complaint, I requested the department to m�,ke a determination on w t the alley requirements over the sub3ect lots wauld be to adequate]y s the needs of the block residences. The Depertment of Public WQrks ha subsequent�y made its recammendations and are outlined as follaWS: It appesrs that the easterly 20 feet of these parcels axe being used as an ungraded, unplatted alley connectin� the existing east west desd-end alleys ad�acent to said lands. Due to the tapagrapY�y of the area, catch basi.ns and storm se�rers would be required to correct the existing drain�age problems. Upon a possible fliture petition of the property awners a.d�acent to this area, we covld be required to improve the alleys and provide drainage facilities; therefare, due to traffic and storm drainage cansiderations, the depaxtment recoaanends s portion of the sub�ect parcels be retained for alley purposes and the remainder of the sub�ect pa�rcels be released, all as indicated o� the attached p]ra,n.
