SU JECT: H. F. 15�9 - Capital Improvement Budget
Th City Council has asked for a summary of the contents
of the new CIB Bond Bill. Attached is a copy of the
fi al draft as passed by the Legislature but without
th Governor' s signature .
Se tion 1 extends the present CIB statute for an addi-
ti nal four-y,ear term commencing 1976 and authorizes the
Ci y to issue �6, 500,000 of general obligation bonds for
ca ital improvements in each of the four years , for a
to al authorization of �26,000,000. The City may eleet
to issue all or a portion of the authorized capital im-
pr vement bonds , but the �6, 500,000 authorization must
be exercised in each calendar year.
Se tion 2 prohibits the City from using any portion of
th capital improvement bonds for improvement o� the
Lo ry Medical Arts Annex and further requires that any
bo ds issued under this act must mature within ten years
fr m date of issue .
Se tion 3 provides that any revenue bonds issued by the
Sa nt Paul Port Authority must first be consented to by
Ci y Council resolution. Under existing legislation,
Po t Authority .general obligation bonds must also be
ap roved by City Council resolution.
Se tion 3, Subdivision 2, states that any pre-existing
co tract, collective bargaining agreement, fringe benefit
pl n or other agreement of the Port Authority shall not
be in any manner impaired by the adoption of the act.
Su division 3_ authorizes the City Council to place anv

of the City. According to my information, no collective
ba gaining agreement pre-exists for Port Authority per-
so el. However, Port Authority personnel are not
en olled in PERA.
Se tion 4 provides that effective January 1, 1977, the
H board shall be the Saint Paul City Council . This
pr vision is self-operating and requires no further
ac ion on the part of the City Council.
Su divisions 2, 3 and 4 authorize the HRA board to place
an of the Authority employees under the direction, super-
vi ion or control oY the Mayor or any City department
an specifically provide that the HRA employees shall
no become employees of the City of Saint Paul, and that
an existing HRA agreement , collective bargaining agree-
me t or fringe benefit plan shall not be impaired by the
ad ption of the act. This Subdivision 4 is different
fr m the case of the Port Authority because the legisla-
ti n specifically provides that HRA employees shall
co tinue and remain employees of the Authority and shall
no be employees of the City.
Se tion 5 requires �that the City Council appoint a
ci izens advisory committee on housing and redevelopment
fo the purpose of assisting the City Council in carrying
ou its duties and reviewing and consenting to revenue
bo d issues by the Port Authority, placement of Port
Au hority employees under the direction of the Mayor
or a City department , the City Couneil assuming the
ro e of the Housin� and Redevelopment Authority.
Se tion 6 will permit the City to expend any funds
re aining from the balance of the Capital Approach
Im rovement Bonds for City capital improvements in
ac ordance with the City' s approved capital improvement
bu get.
Se tion 7 repeals that part of the pre-existing capital
im rovement legislation that permitted the City �bb issue
�2,000,000 of general obligation bonds for the improvement
of Pha],en Park. This �2, 000,000 bond issue was completed
la t year, and this repealer is in the nature of "house-
ke ping. "

Sec ion 8 provides that the entire act will become
eff ctive only after it has been approved by City
Cou cil resolution in accordance with Section 645. 021
of innesota Statutes.

Tlae t. Peul League of Women Voters has followed the le�islation bringing
the Housi and Redevelopment Authority and Port Authority under closer control
of city � vernment. We believe this legislation has flexibility and a1la�ws for
some crea ive solutions to the two basic problems of coordination and account-
ability. e- supported the bill in its final for� because it recogaises these
proble.ms well as a ma�or principle of the city chaxter - separation oP
executive d legislative powers. We urge that reorganization of these agencies
be carried out with this principle in mind.
While we do not have a specific structure to recommend at this time, there
axe import t faetors that we believe should be taken into eccount when estab-
lishing a eorganization process.
Since the City Council is the boc�y that carries the responsib3lity and
muat work ith the final product, we believe you should have intensive involve-
ment in the reorganization process. This background will be invaluable to you
when you t e over as the HRA board. We kno�w the City Council as well as the
city admini tration has the capability to carry out the neceasary reorganization.
The and Port Authority have a widesprea.d impact on our caaamunity. The
final produ t of reorganization will be more efPective and acceptable if there
is broad in olvement of such groups as HRA, Port Authority and city planning
stafPs, cit zen housing representatives (PAC's, rehabilitation, public housing
councila) , eighborhood organizations, dfstrict planning councils naw being
organized, ty wide civic groups, business representatives and the newly
elected may and council members.
We kno�w reorganization is an involved procedure and must be caxried out
methodically and caxefully, but we urge you to move now to implement this
legialation. St. Paul needs it.

BACKGROUND
The propos d CD II budgets of the Com�:unity Development Section, City
Planning, uman Rights and the Housing and Redevelopment Authority are
being anal zed with the objective of budget reductions. This analysis
is being d ne by the Budget and Management Analysis Sections of the
Mayor' s Of ice, with assistance from staff of the affected departments.
The purpos of this memorandum is to present a status report on this
study.
BUDGET A1V YSIS
The Budget S�ction is in the process of analyzing t?�e operating budget
requests o the Housinq and Redevelopment Authority (HRA) , the Of£ice
of City P1 nning, and the Community Development Section for Community
Developmen Year II funds. Currently, the budgets of the HRA and
Community evelopment Section have been reviewed and preliminary find-
ings have een discussed with staff o� these agencies. The analysis
of the Cit Planning request is still in progress and should be
completed ithin the next week. Upon completion of the review of the
Budget Dir ctor, each agency will finalize its proposed budget and
submit it or review and approval.
While the nalysis employs budget review techniques used in analyzing
the City' s annual opera�ing budget, this analysis of the operating
budgets af these agencies is raising policy issues related to the imple-
mentation f the City ' s Community Development Program. Therefore,
the budget requests can be viewed in the broadest sense, as a Community
Developmen Prograr.t budget.
Some of th issues that have been identified in the preliminary analysis
relate to, but are not Iimited to, general district planning, citizen
participat'on and community organization, the rehabilitation pragram
and the pr cess for Comr.!unity Development Year III, as well as the
traditiona line item review of such elements as personnel and other
related ex enditures.

MANAGEMEN ANALYSIS ?���'��
The purpo e of this part of the study is to identify specific problems
related t the CDBG process. The emphasis will be on duplication and
overlap i functions performed by various City agencies; in particular,
by the Co unity Development Section, the Office of City Planning, and
the HRA. he final report will include possible proposals to rectify
the situat'on. The report should be considered as a working document
and as a b sis for further discussion.
The analys' s process being used is explained in the attached document.
First, the current system is documented and the various function.s
perfvrmed y each agency are identified. Next, the areas of duplication
and overla are determined, and finally, an analysis will be made to
determine ow the system can be made more efficient. At the present
time, the unctions of each agency have been identified and documented,
the areas f overlap are being determined, and possible solutions
investigat d.
The Mayor ill submit the final report to the City Council on May 18,
1976.
CIB LEGISL TION APPLICABILITY "
zn additio to providing the City Council with recommendations with
resgect to the CD II budget, the report will also provide valuable infor- '
mation as he City Council considers the policy issues raised in the
1976 CIB 1 gislation. The report will provide recommendations for
further ar as of study the Council may pursue in considering new
relationsh'ps between the City, Port Authority and HRA. The Mayor's
Office wil provide, of course, whatever assistance the City Council
may requir during its deliberations.

DISCUS5ION
Th attached time line chart indicates the steps to be perforaced
in the study of the administrative costs of the Community Develop-
me t Bl.ock Grant (CDBG) Program. The deadline date for completioa
an review of the study is May 14, 1976. To meet this deadliue
dat , the completion dates for each step in the study are extrea�ly
cri ical. The following discussion explains each step in the study.
I. Activities to be done by HRA, the Community Developme�tt Office,
d City Planning.
. Each unit must prepare an organization chart. The chart,
must be completed and submitted to the City Administrator' s
Office by March 19. The organization chart must be functivn-
ally orientated; it must show each significant activity within
the unit and indicate the number of persorinel o= man hours as-
signed to that activity. A brief written discu�sioa of each
activity should be included with the orgaaizatian chart.
B Each employee is to prepare an individual work distribution-
job description €orm. The attached example form should be
utilized for this gu=pose. The sheets must be completed
and submitted to the City Administrator by Marc� 19. Each
emplo�ree shouid be instructed to fill out the form carefully
and accurately. Each activity the empioyee performs should
be stated in sufficient detail to make the nature of the
activity clear. If necessary, the employee should attach
a discussion sheet to the completed form to further expand

II. Activities by System Analysts 1 '
A. Review Statutory Laws. This step wili be the resgon�i-
bility of the Office of the City Administrator. The
enabling laws of each unit will be studied, as well as
the laws and regulations affecting the CDBG program.
Upon completion of this step, a synopsis of the va=iou�
laws and their limiting effect on the study will be pre-
pared and distributed.
B. Define CDBG fiuictions and objectiv�s. This steg will be
performed by the Office of the City Administrato�c, with
input from each unit. The federal Iiousinq ar�d Comu�uaity
Develop�nent Act of I974, and the HUD regulation� interpre-
ting that Act, will be used as the basis of defining the
objective ot the CDBG proqram. Completion date: March 12.

C. Prepare eonsolidated work distribution forms_ This step
will be performed by the Office of the City Admini�trator,
with assistance aad input from systems analysts frrna each
unit. The pur�ose of this step is to analyze the data pre-
pared by each unit (as described in steps I. A and I. B)
and dete�m.ine from that data what each unit is currently
doing in relation to the CDBG program. Flow charta and
nar=ative descriptions will be used to analyze the present
CDBG process operations. Completion date: March 24.
D. Determine areas of duplication. The present CDBG process
will be studied by the Office of the City Administrator
and systems analysts from each unit. Areas of duplication
will be identified, both within each unit and among the units.
Completion date: March 26.

E. Apply �ethods analysis. The Office of the City Ad-
ministrator, with the assistance of systems analysts
from each unit, will study the present process and de-
termine possible alternative methods of improvinq the
CDBG process. Completion date: April 2.
F. Modify the p=esent process for the best utilizatian of
each unit. Each alternative suggested in step II. E
above will be exam.ined in detail by the Office of ths
City Administrator and systems analysts from each unit.
The most feasible alternatives, based an the criteria
and goals developed in step II. B, will be anal.y2ed and
evaluated. Completion date: April 16.
� Determine staff� requirements. The City Administrator's
Office and systems analysts from each unit will determine
the staffing requirements of the proposed alte=native (s) .
Completioa date: A�ril 16.
H. Compute costs and savings involved in the recoaamended
changes. The total estimated savings of the proposed
process will be determined, and the costs will be iden-
tified. Completion date: April 21.
� I. A report discussing the findings and recommendations of
the study will be prepared by the Office of the City Ad-
'nistrator. The report will explain the objectives and
riteria used in the study; the problems of the present

nec�ssary, it will be revised in light of the coumc�at, at
the discretion of the Mayor or City Aclministrator.
