WHEREAS, Council File #261712, adopted July 19, 1973, established
a S . Paul Migration Committee to analyze the problem of resident loss
to he City of St. Paul , to study the reasons for such loss , and advise
the City Council of their findings ; and
WHEREAS, the Migration Committee submitted detailed findings and
re mmendations based on their lengthy study in July, 1975; so,
th refore, be it
RESOLVED, that the following recommendations of the St. Paul
Mi ration Committee are adopted by the Council as policy:
1 ) Goals should be adopted which establish clearly
our intentions for the City of St. Paul .
2) That a balanced and diverse population broadly
representative of the metropolitan areas 's
population be established as a major goal for
St. Paul .
3) That the highest priority be placed upon the
restoration of confidence in St. Paul neighborhoods
as sound and desirable residential neighborhoods
with a secure future.
4) That the City devote as strong an effort toward
achieving non-subsidized development and housing
geared to families in the private housing market
as has been devoted to lower-income housing needs.
5) That measures be undertaken to counter directly
and forcefully the negative perceptions which seem
to abound concerning the quality of life in the

of the open spaces of the suburban fringe.
6) That careful attention be given to the numerous
ways in which public policy at the metropolitan,
state, and federal levels may support the
migration trends which adversely affect the
central city or may help to modify those trends.
7) That a stronger, more-consistent effort be made
to attract and provide for industrial development
most consistent with population and environmental
goals.

FURTHER RESOLVED, that specific recommendations submitted by the
Mi ration Committee relevant to housing and neighborhood environment,
p lic schools, crime and neighborhood security, taxation, and economic
d elopment be given careful consideration and review by the Council .
