WHEREAS, pursuant to resolution, C. F. No. 266648, approved
Jan ry 20, 1976, a public hearing was scheduled for 10:00 a.m. on
Feb ary 5, 1976, before the Council of the City of Saint Paul, said
hear ng pertaining to the condition of the structure located at 112
Winn peg, saint Paul, Minnesota; and
WHEREAS, upon facts px�esente�l at said hea.ring consisting, of
phot graphs, inspectian reports- an� the recommendat�on of the
Divi ion of Housing and Bui�,ding Code Enforcement it is found and
dete mined by the City Council that according to the records and
file in the office of the Register of Deeds, the last record owners
of t e above described property �� Thoma.s and Edith Barone; that
ther was a tax sale of the property in 1973; and that Richard Love
has n unknown interest in the property; and that it is further
dete ined that the above described building constitutes a hazardous
buil ing within the definition of Minriesota Statutes Section 463.15
for he following reasons:
a. The building is standing vacant, abandoned
and s subject to being entered by unauthorized persons;

. The condition of the bui�ding is as fqllows: I]uue to
age, eterioration, vandalism and improper maintenance, the
build ng is beyond feasible rehabilitation and should be removed
as so n as possible;
. The building is unfit for:'human habitat.ion in its
prese t condition;
. The building canstitutes a nuisance and a hazard to
the blic health, safety and welfare because of it� 'physical
dama , dilapidation and inadeqv.ate maintenan�e;
now, therefore, be it �
RESOLVED, That in accordance with Minnesota Statutes Sections
463. S through 463. 26 and based upon the foregoing findings of the
City Council, the Coux�.eil of the C�ty of Saint Paul does hereby
make the following Orders �

date of the service of this Order; �
2. Unless such corrective action is taken to comply �ith
this Order or an an;swer served upon the City of Saint Pau� arid
file in the Office of the Cl�rk of District Court of R,a.msey �
Eoun y, Minnesota, within twenty {Z0� days from t�ie date of the
serv'ce of this Order, a Motion for ummary Enfarcement of this
Orde to raze and remove the said building will be made to the
Rams y County District Court; ,
3. In the event that the building is to be razed by th�
Cit of Saint Paul pursuant to judgment of _the District Court, _
all ersonal property or tix�ures which may unreasonably inter-`
fer with the razing and removal of this building shall be

The ivision of Housing and Building Code Enforcement is hereby sub-
mitt ng its report on the condition of the structura at the location
refe red to above.
The ners of record are Richard F. Love, 374 E. Geranium Ave., St.
Pau1, Minnesota 55101.
The 1 gal description of the property is: Lot 5, Block 6, Lewis' s
Addit'on.
This wo story frame duplex is in a hazardous condition and should
be co demned and removed as soon as possible. Because of age, deter-
iorat on, vandalism and improper maintenance, this building is beyond
feasi le rehabilitation.
Inasm ch as the conditions outlined above constitute a public hazard
and t e owner has made no attempt to satisfactorily repair the dam-
age d spite our warnings, and the continued vacant and boarded up
condi 'on contributes a blighting influence on the neighborhood, it
is the recommendation of this Division that this matter be referred to
the Ci y Attorney' s office for razing and removal through District
Court roceedings.
