RESOLUTION AUTHORIZING THE PLANNING AND ECONONIIC DEVELOPMEN'T DEPARTMENT
TO APPLY FOR FiINDING FOR AN INTERACTIVE COMMUNITY PLANNING, DESIGN AND
DEVELOPMENT WORKSHOP ("CHARRETTE") FOR THE 7 SQUARE AREA
(DISTRICTS 4 AND 5) AND AUTHORiZING THE DEPARTMENT TO ACCEPT F[JNDING
WHEREAS, the stated mission of the Planning and Economic Development Deparhnent (PED) is "In genuine
parinership with othexs, to encourage investment and increase value in Saint Paul;" and
10 WHEREAS, to that end, PED organizes and implements a variety of programs and projects intended to revitalize
11 residenrial and commercial neighborhoods; and,

WHEREAS, one way of revitalizing neighborhoods is to create urban villages, described in the Land Use Plan as
tradirional neighborhood development patterns where land uses are compact and integrated. The Land Use Plan of the
City's Comprehensive Plan, was adopted by the City Council on Mazch 3, 1999; and,
WHEREAS, the node surrounding the intersection of East 7`" Street and Arcade Street has been identified as an urban
village in the adopted Land Use Plan; and,
WHEREAS, one vehicle for fostering the revitalizarion of a neighborhood and creating an urban village is to organize
an interactive community planning, design and development workshop, also laiown as a"charrette," far the purposes
of (a) devising a sh�ategy that builds on the exisiting character of the community, as well as responding to the needs of
the community and (b) sh-iving for consensus on a vision and a strategy for the future of the community; and,
WHEREAS, PED has determined that organizing a charrette for the 7t /Arcade node is the appropriate approach for
devising a strategy for revitalization of the area; and,
WI�EREAS, PED proposes to allocate its resources, including staff resources, to organize, manage and provide
planning and development expertise to the charrette project;
NOW, T'HEREFORE, BE 1T RESOLVED that the City Council:
1. Authorizes the Planning and Economic Development Depariment to seek funds for the purposes of organizing
and financing a charrette for the East 7`�/Arcade node. The Department will approach, as primary souces of
funds, the Otto Bremer Foundation, the St. Paul Companies Foundation and the McKnight Foundarion, as well
as other foundations, the Livable Communities Demonstration Account of the Metropolitan Council and
community organizations currently based in the East 7`" /Arcade community.

Approves acceptance of funds secured from foundation, Metropolitan Council and community organizafion
sources.
Authorizes the Execurive Director or his designee to execute agreements detailing the condirions under which
the funds will be used, subject to approval by the City Attorney, to finance the charrette project.
