W EREAS, the City Counci.l must approve labor agreements
negotiat d on behalf of the City, and take legislative action to implement
it s app r val; and
W EREAS, the City Council desires to establish policies for use in
future 1 bor negotiations; and
W EREAS, the team negotiati.ng on behalf of the City of Saint Paul
has sou ht advice on such policies from the City Council; now, therefore, be it
SOLVED, That the negotiating team for the City of Saint Paul will, to
tlie best of its ability, adhere to the followi.ng policies:
1) Attempt to achieve settlements at the least cost to t�.e City;
2) Employ strategy that is uriique to each bargaining unit;
3) Provide that benefits t• existi.ng retirees shall remain the same;
4) Offer counter-proposals to bargaini.ng units;
5) Advocate across-the-board wage settlements;
6) Negotiate multiple year contracts; and
?) Bri.ng the negotiati.ng process to a defi.nable stage as soon as possible.
