NEIGHBORHOOD ENERGY CONSORTIUM FOR $100.00
TOWARD GRATE MATE DEMONSTRATION PROJECT
4 WHEREAS, the Grate Mate Program is a public educafion and acrion campaign about nonpoint source pollu6on
and water qnality, and
6 WHEREAS, the Grate Mate Program was established by Planet CPR in Seattle, Washington, and Planet CPR staff
7 have met with Twin Cities area organizations to determine the interest and feasibility of implementing the program
in Saint Paul, and
9 WHEREAS, the Neighborhood Energy Consortium (NEC) and the Capitol Region Watershed District conducted
10 a small demonstrarion project of the Grate Mate Program, and
11 WHEREAS, the NEC installed two Grate Mate filters in the parking lot at Como Lake Pavilion, and
12 WIIEREAS, Councilmember Jay Benanads Office and the Capitol Region Watershed District agreed to split the
13 cost of the demonstration project, the total of which was $200.00, therefore be it
14 RESOLVED that the Council of the City of Saint Paul agrees to reimburse NEC for a total of $100.00, to cover the
15 city's portion of the Grate Mate Program demonstrarion project.

The Grate Mate Progam is a public education and action caznpaigi about nonpoint
source pollution and water quality. Volunteer groups install filter inserts (Grate Mates) in
pazking lot storm drains. Six months later volunteers remove the filters. People
experience first hand what pollutants run off pazking lou and other impervious surfaces
and would typically end up in a lake or river. PlanetCPR in Seattle, WA developed the
program. Staff from P1anetCPR has met the Twin Cifies azea organizations to determine
the interest and feasibility of implementing the progrun here.
The Saint Paul Neighborhood Energy Consortium (NEC), the Capitol Region Watershed
District and staff from Councilman Benanads office were interested in doing a small
demonstrarion project. In conjunction with an event held at Como Lake on Apri128,
2001, the NEC installed two Grate Mate filters in one pazking lot at Como Lake Pavilion.
The original plan called for fow Grate Mates to be installed; however, two storm drains
had a different design and the filters could not be used in them.
