MEMORANDUM OF UI3DERSTANBING
This Meznorandum of Understanding (hereinaRer ° IvIOU") is made and entered into this
� day of J �� E, ZoOI, by and between the City of Saint Paul (hercinafter "City"),
and the Tri-Council, Locai 120, Local 49 and Local 132 (hereinafter "Tri-Counc;il") co
delineate the impact o�tbte new title, Parks Worker TI, on employees cuFrently working in
the titte af Pazks Worker. This MOU applies to all individuats employed by the City in
the Parks & Rec Department in the fiEle of Parks Worker on the date of this agreement
and a12 individuals who will be employed in the title of Pfuks Worker II.
The parties understand and agree ta the foliowing:
For oositions that are cansidered Parks Worker positions on the date of this MOU:
No employee in thc title of Yarks Worker, who holds the title of Parks Worker on the
date of this MOU, shall be laid off while a Farks '�X�orker II is working in one of these
positions heid by a Pazks Worker on the date af ttais NIOL7. A Parks Worker who is
moved back into one o£these positions shall continue to bc paid as a Pazks Worker.
2 For new posit;ons that will be occu�bv emrolovees holdine the title of Parks
Worker II; Parks Workers, employed by Yhe Ciry on the date of t3us MOU, shall be
considered to have seniority in the Parks VJorker II tifle based on theu seniority date
as a Yarks Worker. Pazks Workers can use tlus seniority to bump Pazks Worker Tf's
to avoid layoff. r1 Pazks Worker who is mUved into one of these Parks Worker II
positions shall be paid as a Parks 'Worker II.
3 Article 9.I6, Seasonal T,ayoff, shall be arnended to add the following sentence:
"Article 9.I6 shal] not apply to cmployees in the title of Parks Worker II."
4 Article 9.22 shall appiy to Pazks �Vorker IIs.
Article 9.23, AllSeason Full Time Park Aide, SI3a11 be amended as follows_
A. The I'arks Department will identify the number of All Season Full Timc Park
Aide positions needed for fulF time employment by September of each y�ar. Thc
Department will ehoos� first:
Laid off Parks Workers who take a reduction to Park Aide; thcn if
necessary
Laid off Parks Workez TIs wha take a reduction to Pazk Aide: then if
nccessarv
�3 Pazk Aides designated All Season I�ull 'i'ime Pazk Aide; then if necessary
3 4 Qualified Park Aides by Seniority.
This MOU modifies the Collective Bazgaining Ageement between the City and Tri-
