The Sex-H icide Unit would like to take this opportunity to thank Mr. Paul Johnson
for his as istance in the successful co�letion of an investigation into a series
of sex cri s occurring in the Earl/Ross area of St. Paul and would like to also
conniend hi for his interest and unusual talent displ�yed.
Mr. Johns was given two police identification photos bearing the features of-a
_ suspect th t was com�letely unknown to him or members of the Sex-Homicide Unit.

and withi a month, assisted by an exceptional �ob of patrol investigation by two
squad men, an arrest was made in the case and the suspect positively identified
by all vi tfms involved. . �
Quickly a parent to all investigating officers was the strikfng sim91ar1ty between
the suspe t and Mr. Johnson's drawing of him. Most ca►ments were to the effect
that it w s almost as if the suspect posed for the artist and probably the nast
canplimen ary conment was made by the suspect himself who asked lnvestigating
officers or a copy of-the drawing for his own as-#�e 1#-ked it so-mucb�
In retros ect, we of the Sex-Homicide -Unit feel that Mr. Johnson's tal�ent 1n this
case spea s for itself and should be utilized to its fullest by our nnd other men►-
bers of t is department and should be regarded as a valuable investigative tool
in cases �milar to the above mentioned where the suspect descr9ption is extremely
viv9d and when several features from different mug shots can be used to forEn a
composite likeness to the suspect.

he Crime Prevention Unit of the St. Paul Police Department is in a
ontinual process of selling community and citizen involvement to the general
ublic. Thrbugh a number of different programs, highlighted by "Operation . �
dentification," our Unit has contacted thousands of St. Paul residents in
n attempt to make them aware of crime-prone situations.
en our Unit started in August, 1973, we had some basic ideas of what .
rograms we wished to initiate, but we were severely handicapped by our
imited artistic and technical knowledge. Our Director at that time,

as set up for the "Open House" during the.Minnesota Police and Peace
fficers Convention held in St. Paul in the summer of 1973. We soon
ealized that Mr. Johnson was the qualified individual needed to assist �
s in launching our programs. Mr. Johnson has given us outstanding
raphic and technical assistance which we believe resulted in the success
f many of our programs. The following programs were presented to Mr.
ohnson with the hopes that he would come up with unique and eye-catching
oncepts that the public could associate with: .

Faced with the typical senseless mistakes we a11 are prone to make. . .
like Leaving keys in an auto, unlocked doors, open garage doors, etc> . .
we decided a placemat depicting these mistakes might be beneficial
to the public. With this in mind, we merely asked Mr. Johnson for
a few ideas. He responded with two..,_cartoon characters,�"Burgel, Inc."
(See enclosure). T esi�e mats were distributed to over 100 restaurants
in town with 60,300 in circulation.
2 "Neighborhood Crime Watch"
Our "Operation Identification" program, as successful as it: has-�ieen�---

needed a supplemental program for the St. Paul area. Again, we gave
Mr. Johnson a basic idea of what we wanted and he took it from there.
