RESOLUTION ACCEPTING GRANTS FROM THE DEPARTMENT OF TRADE AND
ECONOMIC DEVELOPMENT P,ND THE METROPOLITAN COUNCIL
FOR THE REMEDIATION OF THE UPPER LANDING
WIIEREAS, the City Council on April 19, 2000, by Resolutions Number 00-364 and 00-365 authorized the
Director of the Department of Plamiing and Economic Development to apply to the Metropolitan Council and
the Department of Trade and Economic Development for grants to remediate the Upper Landing site; and
WIIEREAS, the Department of Trade and Economic Development approved a$3,OQO,QQO grant from its
Contamination Cleanup Grant Program, and the Metropolitan Council approved a$702,709 grant from the
Tax Base Revitalization account of its Livable Communifies Program; and
WHEREAS, the Upper Landing project, which involves developing a new urban village on a highly
contaminated site on the federal Superfixnd list, will not go forward without remediating the contamination;
and
WIiEREA5, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby
certify that $3,702,209 in funds are available for appropriation in excess of those estimated itnthe 2001
budget and recommends the following changes to the 2001 budget:
