As of December 31, 1975, we were carrying a work load of 100 buildings being identified as vacant and requiring registration under the ordinance. Our requests for registration have had 20 responses, leaving 80 buildings not registered as required. Some of these buildings are being processad through condemnation procedures as they have become vandalized or damaged beyond feasibility to repair . The ordinance indicates that failure of the owner to comply with the registration sha7.l permit the� St. Paul City Council to exercise those rights through said Council by Minnesota Statutes Section 463 .151, 152 and 161. This statute indicates that the local governing body may order hazardous and substandard bu�ldings razed or repaired, and if that order is not carried out, they have the authority, through certain procedures, to carry out the razing or repairs to the buildings or structures and assess those cos�ts against the property. St. Paul does not have any program for repairing buildings or structures, therefore, the only recourse is to raze.
