I�tHEREAS, the City Council , by Resolution No. 266179, approved on
October 9, 1975, approved guidelines and steps for the establishment of the
citizen participation process to aid the City in the development of programs
for the City and its neighborhoods; and
WHEREAS, the District 6 Planning Council (commonly known as the North
End neighborhood) has applied for recognition as the General District Planning
Council for District 6; and �
WHEREAS, the Mayor's Office has advised the Council that the Distric���6��
Planning Council has complied with the City Council 's guidelines and steps
and recommends that the City Council recognize their organization and appropr�afi�e
$21 ,284 to assist the organization in implementing its work program; and
WNEREAS, the City Council held a public hearing on Tuesday, June 8, 197�,
for the purpose of considering the request of the organization, the Mayor's
recomnendation, and to hear from all interested persons; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby approve
and recognize the District 6 Planning Counci] as the General`Dtstrict Planni�g
Council for District 6 and does hereby approve and appropriate the following
funds and budget for the organization for the period July 1 , 1976 through Juine 30,
1977, and the Mayor's Office is authorized and directed to administer the
budget on behalf of the organization in accordance with such procedures as may
be established by the Mayor's Office:

8ackground
In August of 1975 a grou� of Dtstrict 6 residents �rganized the District 6
steering coumittee for purpos�s of developing and submittirtg proposals for
Community Development Year II a�d to estahlish a citiZen participation
process that would serve the District 6 commmity on a continuing basis.
In May of 1976 a public meeting was convened by the District 6 s�eering
comnittee and by-laws were reviewed and adopted by the Qistrict 6
comnunity. Membership of District 6 includes representation of existing
comnunity organizations, residents at large and special interest groups.
Work Program
The Di stri ct 6 P1 anni ng G�smci 1, as i�rtdi+c�ted on tt3e attached Mork Program,
will pursue sfiort-term plact�ning activities (i .e. , Comnunity Develapment
Year III� and long-term planning activities (i .e. , General District
Planningl. District 6 will also work toward co�unications tf►at will
increase citizen part#cipation, in�rove develo�nnent of co�unity leadership,
promote coordination of social and civic activities, and will actively
pursue developn�nt and irt�lementation of new programs designed to s�rve
the District 6 comtwnity.

B -Laws
A public hearing was held on May 25, 1975 and by-laws wer� amended and
ratified by the •District 6 cammunity. The public �eeting t�as publicized
through the North End News and delivered to every residence and busirness
in the District 6 comnunity.
Budget
The attached budget request as submitted is in the arnount o# $23,284. The
specific item identified as "C�munity Design Ce�ter Researcfi Prn�ect" in
the a�raunt of $8,OD0 is for staff assistance in development of fihe C�er�+eral
District Plan, as described in the attached budget.
It is the feel ing of the Offir.e of Conmunity Develo�e,mt that this amount
should be reduced to $4,000, in part due to limited community development
resources. k�wever, tfiis program a�rproach is also �xperi�ntal in nature
for both District 6 and the C�nunity Develn�nt Office. Tf�erefore, due
to the combinatian of circuastanc�s ofi limited res�urces and expEri�ntation,
we would recam�end that District 6 be allocated $4,QD0 to eitF�er run the
new program at a reduced rate or to use the �4,0�0 as a match resource to
attract additional program do3lars to the District 6 co�nity.
Recam�endati on
The Office of Conmunity Developanent is satisfied that the District 6
Planning Council , as proposed in the attach.ed documents, meets the
intent and purposes of Council file No. 266179, establishing a prncess
for citizen participation by designated districts in the City of Saint
Paul .
Therefore, t�e reco�nend that the District 5 Planning Council , as proposed,
, with the exception of the bu�gQt as presEnted, be recagnzzed as t�e &�neral
District Planning Council for the NQrth fnd Go�muni�y. The budget issue
should ae resolved prior to final City Council actic�n.

per ti•reel: st�zdents in District 6 for the next year. The students are i
available through the 'Jniversity Year for Action program. These
students iaould assist the district planner in the developnent of
the General District P1an. They ma.y also provide �one-to-one assistance
to persons ti�rishing to reh�::�ilitate their homes. The enphasis of the
research project s•rili be to develop proposals i�Thich the Planning
Council may use to seek funding, par�icular�}r from private sources.

tion.

at least 30 days bef�re the ter:nination vcte is to be taken.
G. Vacancies
1 . Vacancies shall be filled by a ma�ori•ty vote of the organ3.zation.
2. The person filling the vacancy shall represent the same coL, tp or pre-
cinct as that represented by;the person bei.ng replaced.
